The event was directed by the Hanoi People's Committee, chaired by the Hanoi Department of Culture and Sports , and coordinated with many units.

The Festival takes place in spaces symbolizing Hanoi's heritage and creativity such as Thang Long Imperial Citadel, Temple of Literature, Hoan Kiem Lake, Ngoc Son Temple, Hanoi Museum, with more than 30 unique cultural, artistic and tourism activities, gathering about 5,000 domestic and international actors and artists.
Highlights of the program include: Opening ceremony on the evening of November 7 at Thang Long Imperial Citadel, Closing ceremony on the evening of November 16 at Dong Kinh Nghia Thuc Square, along with many attractive activities: Performance of "Ao Dai on the Heritage Road", exhibition "Thanh Tan Hanoi ", art program "Oh Hanoi", play "Kinh Do Thang Long" and "Hanoi Puppetry Festival". The festival also celebrates the 10th anniversary of the Tug of War ritual and game being recognized by UNESCO as an Intangible Cultural Heritage of Humanity, with a workshop and international exchange performance at Tran Vu Temple (Long Bien).
According to the Organizing Committee, the Thang Long - Hanoi Festival 2025 is an activity to honor the heritage value of Thang Long - Hanoi, affirm the position of "Creative City" in the UNESCO Creative Cities Network, and at the same time contribute to shaping the typical festival brand of the Capital.
With a stage combining tradition and modernity, a 3D mapping lighting system, and a wide promotional strategy, the Thang Long - Hanoi Festival 2025 is expected to become an annual cultural event, strongly promoting the image of "Hanoi - Where heritage lives with the times" to domestic and international friends.
