At the Đá Đen school branch of Hoa Hồng Kindergarten in Nậm Có commune, the laughter of children echoes throughout the mountains and forests. In the kitchen, still steaming, police officers from Nậm Có commune are busy preparing lunch. Outside, gifts including clothes, books, notebooks, and essential supplies are being distributed to the children. This is a familiar activity of the "Caring for Flowers" model implemented by the commune police since the end of 2025.
During our volunteer trips to schools in remote areas, seeing the underprivileged children in the highlands, we came up with the idea for a project called "Caring for Flowers," with the desire to nurture these "little flowers" amidst the vast mountains. The "Caring for Flowers" model not only supports poor students but also aims to disseminate legal education to people in the highlands.
To operate systematically and sustainably, the commune police have coordinated with schools to review and compile a list of orphaned students and those with particularly difficult circumstances in order to develop a support plan. At the same time, they have proactively built a fan page and website to connect the community, disseminate information, and call for social resources.
Notably, the Nậm Có Commune Police Department was the first unit to register a public charity account to ensure transparency in fundraising efforts. Thanks to their sincerity and sense of responsibility, many philanthropists and charitable organizations across the country have partnered with this model.
After more than 8 months of implementation, the "Caring for Flowers" model has organized 8 programs at 7 schools and school locations, raising over 300 million VND along with many gifts to support nearly 400 poor children; more than 400 improved meals have been donated; and 25 orphaned students and those with particularly difficult circumstances have received monthly support.
Beyond their volunteer work, the commune police force also organized 22 legal awareness sessions in villages, hamlets, and schools, with over 10,000 people and students participating. The content of the sessions focused on drug prevention, child marriage, and violations of the law in cyberspace, contributing to raising legal awareness among the people.
Also driven by the spirit of serving the people, since 2023, the Security Investigation Department of the Provincial Police has implemented the "Clean Water for Children to Go to School" model to help overcome the lack of clean water at schools in disadvantaged areas.
Lieutenant Colonel Ninh Ngoc Ha, Head of the Security Investigation Department of the Provincial Police, shared: "The goal of this model is to ensure the health and create motivation for the children to feel secure attending school."
By mobilizing social resources from officers, soldiers, and philanthropists, the Security Investigation Department has supported the installation of water pipes, water filters, water heaters, handwashing sinks, and donated many equipment and supplies for learning and daily life to 10 schools and school branches in the province with a total cost of nearly 1 billion VND. These projects have brought practical changes to students in mountainous areas, enabling them to have clean water to use and hot water during the cold winter months.
"Caring for Flowers" and "Clean Water for Children to Go to School" are two of the 117 "Effective Public Relations" models being implemented and maintained effectively by the provincial police force. What is valuable about these models is not only their material value but also their approachable nature, stemming from the real needs of the people. Countless journeys through forests and across streams have been undertaken by officers and soldiers to get closer to the lives of the people.
During each trip, the officers and soldiers both organized charitable activities and carried out community outreach work, mobilizing the people to actively participate in the "All People Protect National Security" movement, contributing to maintaining security and order at the grassroots level, and enhancing their personal responsibility towards the community. Many officers and soldiers have now become "family members" of the villages and hamlets.
Mr. Chang A Co, head of Lung Cung village – the most remote and disadvantaged village in Nam Co commune – shared: “The commune police officers regularly come to the village and school, helping people build roads, cooking meals for students, bringing clothes, books, and notebooks to the children. The villagers appreciate them very much. We understand that they are not only doing their job but genuinely care about the lives of the people. Therefore, whenever they disseminate legal information, everyone listens, trusts, and follows their advice. Many things that the villagers were previously unaware of, such as child marriage, drugs, or online fraud, have now been explained repeatedly, so their awareness has changed.”
It is this closeness and sincerity with the people that has created a strong bond, building a positive image of the People's Police officer as someone who "respects the people, is close to the people, understands the people, and serves the people," contributing to strengthening trust and building a solid foundation of public support in the highlands of Lao Cai .
