Recently, environmental protection (EP) in mineral exploitation activities has received special attention from authorities at all levels, aiming at developing a green and sustainable economy.

Promote exploitation efficiency

Mineral exploitation activities in the area have been contributing to the socio -economic development of the province. Minerals as construction materials meet the needs of infrastructure construction, while still ensuring long-term reserves.

The units operating in mineral exploitation and processing have gradually become organized, the establishment and completion of records in mineral exploitation have been paid attention to. The units licensed for exploitation have made great efforts in investing in machinery and equipment to exploit and process mineral resources more and more effectively. Environmental protection work has been gradually focused on by the units, and there have been solutions to minimize environmental pollution in mineral exploitation and processing activities.

Most units have implemented the annual environmental quality monitoring program in accordance with regulations. In particular, the management, licensing, and exploitation of KS as common construction materials for key transportation projects in the province, such as the North-South Expressway Project, the Quang Trach Thermal Power Plant Project, and the Coastal Road and Nhat Le 3 Bridge Project, have been implemented promptly, contributing to ensuring the project's progress.

Hoang Long Titanium Processing Joint Stock Company is one of the first units in Vietnam to be recognized by the Global Titanium Mining Association as a sustainable mining model. The company implements a closed-loop titanium separation process, reusing water and minimizing waste. The restored area after mining is covered with green, with some areas planted with industrial trees or restored native forests. Sludge is treated according to international standards to avoid dispersion into the environment.

Factory Director of Hoang Long Titanium Processing Joint Stock Company Nguyen Huy Thuc said that Hoang Long titanium ore deep processing factory in Hon La Seaport Industrial Park will be put into operation from 2021. The total area of the factory is about 6 hectares, with a capacity of 120,000 tons of raw ore/year, including products such as: Zircon, Rutile, Monazite...

The entire system of machinery and equipment of the factory is invested systematically from G7 countries, mainly the US, Germany, and Australia. The factory's products all meet high standards for export to demanding markets, such as: Japan, Korea, European countries, Middle Eastern countries and India. During the mining process, the company always fully complies with its obligations on resource tax and environmental protection fees to the State. In particular, the company has a "Green Mining" fund to support afforestation and vegetation regeneration in mines after mining.

Thanh Tien General Construction Company Limited is one of the units that perform well in environmental protection in the exploitation of KS. Mr. Hoang Van Thanh, Director of the company, said that the company has been granted the right to exploit stone on an area of nearly 2 hectares with a capacity of 30,000m3/year. In recent years, the company has invested in modern mining equipment, specialized processing technology, and brought to the market many types of stone to serve construction projects.

In 2024, the company's total revenue reached nearly 23 billion VND, paying over 1.7 billion VND in state taxes. In addition to focusing on production, the company always focuses on ensuring labor safety and environmental protection. In addition to planting trees in exploited areas, in the stone crushing area, the company has invested in a misting irrigation system to limit stone dust affecting the lives of surrounding people.

Environmental restoration and mine closure in KS activities are carried out in accordance with the provisions of law. When mining licenses of organizations and individuals expire, the Department of Agriculture and Environment has a written notice and requests the unit to restore the environment and carry out procedures to close the mine according to regulations. From 2018 to present, the Provincial People's Committee has issued decisions to close mines for 8 licenses to carry out procedures to close the mine and restore the environment in the province according to regulations.

Tighten management

In implementing the state management of mineral resources, in recent times, the Department of Agriculture and Environment has always paid attention to the improvement and restoration of the environment after exploitation. This is an activity to bring the environment and ecosystems such as land, water, natural landscapes... in the mineral exploitation area back to their original environmental state. With the goal of sustainable development, not trading the environment for purely economic development; improving the effectiveness of state management of mineral resources and environmental protection in mineral exploitation activities has made an important contribution, becoming a driving force for socio-economic development.

Along with that, the management of KS exploitation is implemented by the Department with many synchronous solutions, such as: Advising the Provincial People's Committee to issue documents directing and guiding the implementation of the provisions of the Law on Environmental Protection; strengthening the inspection and examination of compliance with the provisions of the law on environmental protection of enterprises operating in the field of KS exploitation; requiring organizations and individuals to fulfill the obligation to close mines and restore the environment for areas and projects whose exploitation licenses have expired in accordance with the approved plan.

According to Director of the Department of Agriculture and Environment Tran Quoc Tuan, in order to achieve high results in environmental protection, especially the work of land reclamation and environmental restoration after mineral exploitation, the department continues to tighten the appraisal work, requiring environmental protection in plans, programs and projects of mineral exploitation in the whole province; continue to closely coordinate with central and local ministries, branches to organize inspections of compliance with regulations of law on environmental protection, strictly handle violations of environmental protection laws; resolutely suspend activities according to regulations of law in cases of serious violations.

In addition, the department will promote training and professional development for staff working in environmental management at all levels... striving for all mining licenses in the province to complete environmental restoration procedures, close mines according to regulations and have the Provincial People's Committee issue a decision to close the mine after the end of mining.
