Traffic is difficult on provincial road DT.246.
Provincial Road 246 is the "lifeline" of Kien Moc border commune, passing through 10 out of 35 villages in the commune with a total length of 43 km. Approximately 700 households with over 4,000 people in the commune rely on this road for transportation and trade with other localities in the province.
Mr. Hoang Van Hoi, Chairman of the People's Committee of Kien Moc commune, said: The road was built and put into operation a long time ago. Along with that, the volume and weight of vehicles traveling on the route have increased, so many sections are now damaged and degraded. The most serious is the section from Km 0 to Km 11, starting at Km 142+430/QL.31 and ending at Ban Lu village, Kien Moc commune. In 2025, the project to renovate and repair DT.246 (the old Binh Xa – Bac Xa section) was implemented by the relevant authorities and was prioritized, using local budget funds. Due to funding difficulties, the Provincial People's Committee proposed using AFD funds (non-refundable grants and preferential loans from the French Development Agency), however, after surveying, the project was removed from the support list due to incompatibility with the available funds.

Currently, the roadbed and surface of the section from Km 0 to Km 11 are approximately 90% damaged. A large portion of the asphalt surface is cracked, peeling, creating potholes and uneven surfaces, making traffic flow difficult.
It is known that National Highway 246 was invested in and upgraded from 1998 to 2002 as a Class A rural road, with a 3.5m wide road surface constructed of crushed stone with asphalt and cement concrete in sections crossing culverts. Over the years, the authorities have paid attention to maintenance and repair, however, only localized repairs have been made to some damaged sections.
According to reporters' observations, the road surface from Km 0 to Km 11 is currently damaged, with subsidence and peeling asphalt; many sections of the embankment have experienced landslides; the longitudinal drainage system and culverts are ineffective, causing localized flooding and road erosion after heavy rains… This situation hinders trade and goods transportation, and directly affects the lives and travel of local residents.
There are currently six schools in the area where Provincial Road 246 passes through. The serious deterioration of many sections of the road significantly affects the travel of teachers and students. Ms. Hoang Thi Mung, Principal of Kien Moc Ethnic Boarding Primary School I (Ban Hang village), shared: "The school has 24 staff members, including teachers and other personnel, 80% of whom have to travel along Provincial Road 246 daily to get to school. In addition, many students also use this road to get to class. We earnestly hope that the government will pay attention to investing in repairing the road to ensure convenient and safe travel."
Investing in the renovation and upgrading of the road is an urgent and necessary requirement to ensure smooth traffic flow. Mr. Nguyen Dinh Trung, Head of the Infrastructure and Construction Management Department of the Department of Construction, said: Every year, the department advises and implements repairs and renovations of the DT.246 road. However, due to limited funding, some sections of the road are still in disrepair and have not been repaired in a timely manner. Currently, the department has advised the provincial department to implement the renovation and upgrading of the section from Km 8 to Km 13 (expected to be implemented in August 2026), with a budget of approximately 10 billion VND, to be completed in 2026. For the remaining deteriorated sections, which are currently included in the public investment project list for the 2026-2030 period, relevant units are conducting surveys and developing plans for early construction. This will contribute to ensuring traffic safety and facilitating travel and trade for people in the border region.
Investing in the early renovation and upgrading of Provincial Road 246 not only fulfills the aspirations of the people but is also a crucial condition for ensuring smooth traffic flow, promoting trade, agricultural product consumption, and socio- economic development in the border region. The people here are eagerly awaiting a spacious and safe road to make travel and education less arduous.
