At the meeting, the delegates reviewed the glorious tradition of the industry over the past 80 years. Right from the early days of the founding of the country, amidst countless difficulties, beloved President Ho Chi Minh advised: "If our farmers are rich, our country will be rich, if our agriculture is prosperous, our country will be prosperous". Following Uncle Ho's teachings, the agriculture and environment industry has always strived to build "prosperous agriculture, wealthy farmers, civilized countryside, sustainable environment, and effective resource management".

The year 2025 marked a historic turning point when the National Assembly resolved to merge the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment, forming the Ministry of Agriculture and Environment - demonstrating the strategic vision of the Party and State in comprehensive resource management and sustainable agricultural development.
In response to new development requirements and the promotion of the industry's glorious traditions, the Department of Agriculture and Environment of Ninh Binh province continues to advise on management and create an agriculture with the mindset and orientation of developing ecological, multi-value, and sustainable agriculture. At the same time, promote comprehensive and effective management of resources and environment in many fields.
Highlights include: Ensuring food security and nutrition security. Comprehensive rural development, improving the material and spiritual life of rural residents. Managing and effectively using natural resources in conjunction with environmental protection, promoting sustainable development. Proactively responding to climate change, moving towards green development.
Ninh Binh province, which merged from three provinces, was recognized for completing the task of building new rural areas (NTM), completing 100% of the targets assigned by the Prime Minister. The multidimensional poverty rate decreased from 2.83% to 0.96%. By 2025, the whole province will have 97/97 communes meeting NTM standards, 67% of communes meeting advanced NTM standards, of which 4.1% of communes will meet model NTM standards.
Ninh Binh province was awarded the First Class Labor Medal by the President for its outstanding achievements in the emulation movement "The whole country joins hands to build new rural areas in the period of 2021-2025". The whole province has 980 OCOP products with 3 stars or more. 73/129 communes and wards have completed the construction of land databases and put them into operation, contributing to improving management efficiency and information transparency.
Up to now, the rate of collected urban solid waste has reached 95.5%; the rate of collected and treated rural solid waste has reached 91%; and the rate of treated hazardous medical waste has reached 100%. Environmental protection, waste treatment and biodiversity conservation have achieved many positive results, contributing to improving the quality of the living environment and sustainable development. Administrative reform has had many clear and positive changes, the number of administrative procedures eligible for full-process public service provision is 118 procedures. 100% of procedures have been integrated into the National Public Service Portal. Since the merger, the total number of received records has been 82,154; the number of administrative procedures resolved on time has reached over 99%.
In the new development stage, the Agriculture and Environment sector continues to adhere to the direction of harmonious development between urban and rural areas, plains, mountainous and coastal areas. Improve the quality of new rural and civilized urban criteria, promote the development of ecological and multi-value agriculture, build modern new rural areas associated with the restructuring of rural economy, and develop the economy associated with sustainable environmental protection.
The industry strives to achieve the following main targets by 2030: The industry's growth rate in the 2026-2030 period will reach an average of 3.0% per year. The value of products obtained per hectare of cultivated land and aquaculture water surface will reach 220 million VND. The multidimensional poverty rate will be reduced to less than 1%. The rate of solid waste collection and treatment in urban areas will reach 97%, and in rural areas will reach 92%.

Speaking at the meeting, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and highly appreciated the great and comprehensive achievements that the provincial Agriculture and Environment sector has achieved in the past 80 years. At the same time, he requested the sector to focus on key tasks: Restructuring the agricultural sector towards sustainability, developing safe, organic, high-tech agricultural value chains. Promoting the application of scientific and technical advances, new technologies, digital transformation in production, management and product consumption to increase added value.
Developing a diversified rural economy, linking agricultural production with eco-tourism, experiential tourism, OCOP products and key specialty products. Attracting the development of enterprises and cooperatives, promoting the development of the private economy in the agricultural sector. Strengthening environmental protection, effectively managing land, water and mineral resources, building a green, clean and sustainable living environment. Building advanced new rural areas, model new rural areas and developing the rural economy, improving the living standards and quality of life of rural residents.
Continue to innovate leadership and management methods, improve the effectiveness and efficiency of State management. Strengthen inspection and handling of violations in the fields of land, minerals, environment, agriculture, forestry and fisheries. Focus on building and perfecting databases serving State administration and opening data for people and businesses to exploit and use for socio-economic development.
Pay attention to developing high-quality human resources; build a team of industry officials who are steadfast in political stance, morally pure, professionally competent, dedicated, and wholeheartedly serve the people.
