On September 26, at the regular press conference in September 2025, the Ministry of Science and Technology said that it is focusing on completing four important Law projects to submit to the National Assembly at the 10th Session, including: Law on High Technology (amended), Law on Technology Transfer (amended), Law on Intellectual Property (amended) and Law on Digital Transformation. In addition, the Law on Artificial Intelligence is also being developed to submit to the Government and the National Assembly.
In particular, the Law on Technology Transfer (amended) aims at a new group of policies including: Expanding the scope of regulation to strategic technology and green technology; encouraging the commercialization of research results; creating legal financial incentives with strong incentive mechanisms, requiring international contractors to commit to technology transfer.
The Ministry is also completing and submitting to the Government : Draft Decree amending Decree No. 73/2019/ND-CP regulating the management of investment in information technology applications using State budget capital and Decree No. 82/2024/ND-CP amending and supplementing a number of articles of Decree No. 73/2019/ND-CP dated September 5, 2019 of the Government regulating the management of investment in information technology applications using State budget capital.
Together with the Decrees guiding the 5 Laws that have been passed, this is a large amount of work, of decisive significance in creating a complete and transparent legal corridor, contributing to making science and technology, innovation and digital transformation become the pillars of the country's development.
In addition, the Ministry will also focus on developing major projects such as the National Digital Architecture Framework and the Project to form large-scale domestic strategic technology enterprises.
Specifically, develop the Projects: National Digital Architecture Framework, ensuring connectivity, synchronization, and interoperability between agencies (Party, State, Fatherland Front and socio-political organizations), in accordance with the government model from the Central to the commune level; Decision to amend and supplement the National Postal Code for wards, communes and equivalent administrative units when implementing the arrangement of administrative units according to the Resolution of the National Assembly; Project to form large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic digital technology, and network security.
