Urgently restore production after storm No. 13

Despite being severely affected by storm No. 13, many industrial factories in Gia Lai and Dak Lak resumed operations just a few days after the storm. The efforts to “recover while producing” helped the industry in the two provinces quickly regain its rhythm after the fierce storm.

Quickly restore production after the storm

Storm No. 13 has caused severe damage to the two provinces of Gia Lai and Dak Lak in all areas of industrial production. In Gia Lai, a series of industrial parks, industrial clusters, and factories had their roofs blown off and were severely damaged. The report of the Gia Lai Provincial People's Committee shows that the damage is estimated at 5,907 billion VND, however, the problem could be more serious as the industrial production chain was completely paralyzed for many days and needs to be restored soon.

Phu Tai - Long My Industrial Park and Nhon Hoi Economic Zone suffered the most serious damage: hundreds of factories collapsed or had their roofs blown off, raw materials and finished products were damaged. Vietnam Wood Company reported a loss of about 100 billion VND, Fago Central Animal Feed Company over 50 billion VND, Phuoc Tien Company over 11.7 billion VND, Anh Vy Company nearly 8.4 billion VND...

At the Fago Animal Feed Company in the Central region (Nhon Hoi Economic Zone), 46 soldiers of Division 31 helped clean up the debris after the storm. The soldiers had to use cutting machines to cut each piece of corrugated iron and steel block; the work of cleaning up the corrugated iron did not require human power but required bulldozers and excavators.

Director of Fago Animal Feed Company in the Central region, Mr. Nguyen Kiet said: "The storm blew off the factory roof, the warehouse of raw materials and products of the factory was also wet, damaged more than 40%. Preliminary estimates show that the damage to the unit is more than 50 billion VND."

“However, thanks to the army force helping the unit clean up so that repairs can be made quickly and the unit can soon be put back into normal operation. But it is expected that it will take more than 10 days before we can start production,” said Mr. Kiet.

Also in Nhon Hoi Economic Zone, TH Tan Dai Hung Co., Ltd. is one of the units that suffered heavy damage and was supported by 43 soldiers to overcome the damage; HD Nhon Hoi Co., Ltd. had 50 soldiers from Divisions 2 and 31 participating. After clearing some damaged factories, TH Tan Dai Hung Co., Ltd. has initially partially restored production.

In the Dong Bac Song Cau Industrial Park (Dak Lak province), a series of factories and businesses were also severely damaged. Minh Toan Co., Ltd., specializing in the production of wooden furniture for export, is one of the units that suffered heavy damage, many factories are abandoned waiting for damage inspection. However, not only waiting for repair, Minh Toan Company quickly took the initiative to repair a number of factories to be able to go into production immediately.

Director of Minh Toan Co., Ltd., Mr. Nguyen Van Thanh said that right after the storm, the company took the initiative to fix the problem instead of waiting. The company contacted workers whose houses were not damaged by the storm and quickly got to work. Since the 11th, some workers have returned to work. For damaged factories, they will repair them as soon as they are put into operation.

Besides businesses like Minh Toan, Dong Bac Song Cau Industrial Park has many businesses that were severely damaged, with entire factories collapsing, and repairs cannot be made within 30 days.

Ensure production resumes before November 15

Deputy Head of Gia Lai Economic Zone Management Board, Mr. Nguyen Thanh Nguyen said: “Immediately after the storm, Gia Lai Economic Zone Management Board promptly implemented Official Dispatches No. 11 and 12 of the Provincial People's Committee Chairman and Document No. 1558/BQL-QLDN requesting businesses to quickly clean up and overcome the consequences. Board leaders were directly present at the scene to grasp the situation, encourage and support businesses to restore production.”

However, in the field, the recovery work still faces many obstacles: prolonged power outages make it impossible to operate pumps, forklifts or welding and cutting equipment; lack of specialized human resources because the factory repair units in the province are overloaded; many businesses have to wait for insurance appraisals so they cannot carry out comprehensive repairs. In addition, mobilizing workers is difficult because most workers are also busy repairing damage at home.

In order to help some industrial production units to come into operation soon, Gia Lai Electricity Company has gradually supplied and restored electricity to economic zones and industrial parks. On the evening of November 9, this unit partially supplied electricity to Phu Tai - Long My Industrial Park and Nhon Hoa Industrial Park; by the evening of November 10, it arranged 2 generators of 250kVA and 500kVA for Thien Bac Company and HD Nhon Hoi Company in Nhon Hoi Economic Zone. “With the support of more than 1,000 personnel from the Central Power Corporation and the Power Companies of Quang Tri, Hue, Quang Ngai provinces,... tonight (November 12), Gia Lai Power Company will basically restore most of the loads to supply electricity to Economic Zones; Industrial zones and clusters as well as urban centers, commune and ward centers in the province. Some branch stations and customer stations will be repaired in the next 2 days,” said Mr. Thai Minh Chau, Director of Gia Lai Power Company.

Mr. Nguyen Thanh Nguyen added that some production units have quickly resumed partial operations. For businesses with insurance, temporary repairs must wait for damage assessment, so progress cannot be fast. However, most of them have committed to fully resuming operations within 10-30 days from when the grid is stable.

On the morning of November 12, the People's Committee of Gia Lai province assessed that the province's industrial production index (IIP) still increased by 9.7% in October compared to the same period last year. However, the damage caused by storm No. 13 in November and the current ability to restore production may affect the growth index of this sector throughout 2025.

Gia Lai Provincial People's Committee is resolutely directing departments, branches and localities to accelerate the restoration of essential infrastructure, ensuring that socio-economic activities return to normal before November 15, 2025. At the same time, on November 11, Mr. Duong Mah Tiep, Vice Chairman of Gia Lai Provincial People's Committee signed Document No. 117/BC-UBND, requesting the Prime Minister to support Gia Lai province with VND 2,650 billion to "rebuild Quy Nhon, restore essential socio-economic infrastructure, support emergency housing for people, restore production...".
