Urgently build a project to stabilize the population of Muong village, Trung Ha commune.

Contractors overcome difficulties and mobilize vehicles to urgently construct project items.

After storms No. 3 and No. 4 (2024), large cracks appeared in many areas of Muong village, some locations had subsidence along the cracks 20 - 50cm deep, and underground water flowed in the hillside towards Lo river. Recently, landslides and subsidence have tended to develop in a complex and unpredictable manner, especially when heavy rains occur. New cracks have appeared under houses, yards, house walls, fences, roads... causing a very high risk of landslides, threatening the lives and property of people in the village.

In September 2024, Trung Xuan commune (old) mobilized resources according to the "4 on-site" motto, urgently building temporary shelters in Phun village for some households in Muong village affected by subsidence to temporarily live. However, the lives of the people encountered many difficulties, because most of them were poor and near-poor households. On October 4, 2024, the People's Committee of Thanh Hoa province announced an emergency situation regarding the subsidence and cracks in the residential area of Muong village, Trung Xuan commune, Quan Son district (Decision 3978/QD-UBND).

To help people have a new, safe place to live and feel secure in developing production, using the central budget, the project to stabilize the population of households in Muong village, Trung Xuan commune, Quan Son district (old), now Trung Ha commune has been implemented since August 2025. The goal of the project is to gradually stabilize the lives of people affected by floods, effectively promote infrastructure investment capital, contribute to sustainable poverty reduction, environmental protection, and new rural development in the area.

Mr. Ha Van Thim - one of the households living in Muong village affected by land subsidence, shared with us: "After many years of hard work and savings, we were able to build a solid house to live in. Due to the impact of natural disasters, my family had to move to a temporary residence, I feel very regretful. But to ensure the safety of my life and the lives of my family members, my family decided to move to a temporary residence in Phun village. Because of living in a makeshift shack, my family's life has encountered many difficulties, the summer is hot, the winter is cold, greatly affecting the daily life and health of family members. I hope the project will be completed soon and put into use so that before the Lunar New Year of Binh Ngo, my family and the households in Muong village can move to a new, safe place to focus on developing production and stabilizing their lives."

In recent months, Trung Ha commune has directed the contractor to overcome difficulties, proactively deploy solutions to speed up progress, and ensure the quality of project items. Mr. Le The Anh, a technical officer of Phuong Tuan Company Limited, said: “With a large amount of work, basically completing a number of items in a short time, ensuring flood and storm prevention in 2025 and meeting the requirements of resettling people before the Lunar New Year of Binh Ngo 2026, in recent months, the company has mobilized specialized motorbikes; arranged human resources and gathered materials to the construction site, and implemented solutions to speed up the construction progress of items. The construction process proactively overcame difficulties such as heavy rain in the project area, flooded roads, landslides affecting the transportation of materials to the construction site; some construction materials are scarce, prices are high, the ground is weak due to many landslides in the construction area... Up to now, the company has basically completed leveling the foundation; is focusing on urgently constructing the traffic system; electrical works, water supply system,... so the progress and technique are guaranteed.

Trung Ha Commune People's Committee has done a good job of site clearance; directed the contractor to overcome difficulties, mobilize resources to the construction site, take advantage of favorable times to organize synchronous construction of project parts; supervise the techniques and quality of construction items. At the same time, together with the contractor, resolve difficulties and obstacles, striving to basically complete the investment and construction of synchronous technical infrastructure with a total implementation area of about 2.79 hectares by the end of December 2025.

“Trung Ha commune has determined that investing in a resettlement area for the people of Muong village is a very urgent task. Therefore, immediately after establishing a new commune (based on the merger of the communes: Trung Ha, Trung Xuan, Trung Tien), the People's Committee of Trung Ha commune urgently implemented the investment in the construction of this resettlement area. This is also the project that the commune chose to start construction to celebrate the 1st Congress of the Party Committee of Trung Ha commune, term 2025-2030. The commune has been coordinating with all levels, functional branches and related units to deploy solutions to overcome difficulties, achieving the basic goal of completing the construction of the project's infrastructure by the end of December 2025 to ensure stable arrangement for 43 households of Muong village to the resettlement area before the Lunar New Year of Binh Ngo 2026", said Mr. Tran Van Boi, Vice Chairman of the People's Committee of Trung Ha commune.
