'Vietnam's GDP must increase 5 times in the next 20 years to achieve the 100-year goal'

To become a high-income country by 2045, Vietnam's GDP must increase at least 5 times in the next 20 years. If the first 10 years grow by 10%, the next 10 years must still grow by 7% to reach the 100-year goal of the country's founding.

That was the sharing of Minister of Science and Technology Nguyen Manh Hung at the science and technology training conference, organized by the Propaganda and Mass Mobilization Department on the morning of November 12.

'The goal is unprecedentedly high, but it is the way to go'

Minister Nguyen Manh Hung said there are three stages of a country's technological development, including: investment (buying foreign technology for use); technology absorption (using technology, mastering and improving); innovation (investing heavily in research to create new technology and products).

"Currently, Vietnam is in phase 2 of purchasing and using and beginning to understand, operate and improve the technology. The part of creating the technology is not much. If Vietnam does not enter phase 3, it cannot develop," said Minister Nguyen Manh Hung.

According to the minister, in the past 35 years, since 1990, 34 countries have moved from middle income to high income. But only 10-12 countries are considered developed countries, for example, South Korea, Israel, the Czech Republic, Poland, etc.

For Vietnam, to achieve high income by 2045, Vietnam's GDP must increase at least 5 times in the next 20 years. If the first 10 years of continuous growth are 10%, the next 10 years must still grow at 7% to reach the goal of the country's 100th anniversary.

According to Minister Nguyen Manh Hung, this is an unprecedentedly high goal in human history, extremely difficult, but this is the only way to make breakthroughs in science and technology, innovation and national digital transformation.

"Vietnam entered middle income in 2010. If by 2045, after 35 years, Vietnam does not surpass the high-income threshold, there is a high risk of falling into the middle-income trap," the minister emphasized.

Previously, it took Japan 25 years to surpass middle income, South Korea 32 years, and China 24 years.

"Manage by objectives, not by performance"

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation development, clearly defining: Science, technology, innovation and digital transformation development are strategic breakthroughs, the main driving force to promote national modernization, innovation in national governance methods, and rapid and sustainable socio-economic development.

According to Minister Nguyen Manh Hung, Resolution 57 has many revolutionary viewpoints, tasks, and solutions, similar to Resolution 10 for agriculture 40 years ago, but this time for science and technology, innovation, and digital transformation.

If Contract 10 created a revolution in agriculture to help Vietnam escape poverty, Resolution 57, with the spirit of Contract 10, will be a boost, liberating science, technology, innovation and digital transformation to help the country develop quickly and sustainably.

The spirit of "Contract 10" of Resolution No. 57-NQ/TW is to manage by objectives, not by methods; to give autonomy and responsibility to workers; to accept risks, to evaluate based on overall efficiency; workers benefit from the fruits of their labor and creativity.

In addition, Minister Nguyen Manh Hung said it is necessary to change the approach, from input management to output management, from process management to target management, from not accepting the risks of each research project to evaluating the overall effectiveness of research projects and accepting the risks of a research project.

"The Ministry of Science and Technology's first goal is to measure the impact of money spent on science and technology on the economy. If it cannot be evaluated, it is ineffective," said Minister Nguyen Manh Hung.

Currently, the Ministry of Science and Technology is writing a national startup project. According to the minister, the spirit of the project is for all people to start a business, the state will stand up to create platforms to support startups for people, one person can also create a business (no need for accounting, administration, marketing).
