Memorandum of Cooperation between Tay Ninh Provincial People's Committee and Becamex – VSIP – VRG Joint Venture

On November 14, 2025, in Tay Ninh, the signing ceremony of the Memorandum of Understanding on the Implementation of the Project on Formation and Development of the Moc Bai Trans-Asia Complex along the Tay Ninh - Binh Duong Economic Corridor (old) took place between Tay Ninh province and the Investor Consortium of Becamex Industrial Development and Investment Group - JSC - Vietnam - Singapore VSIP Industrial Park Joint Venture Company Limited - Vietnam Rubber Industry Group - VRG CTP (Becamex - VSIP - VRG Consortium).

Attending the signing ceremony on the side of Tay Ninh province were Secretary of the Provincial Party Committee Nguyen Van Quyet; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council Nguyen Manh Hung; Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee Nguyen Van Ut; leaders of advisory and support agencies of the Provincial Party Committee; leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and provincial departments, branches and sectors.

On the side of the Becamex – VSIP – VRG Investor Consortium, there were Chairman of the Board of Directors of Becamex Industrial Development and Investment Group – Co-Chairman of VSIP Group Nguyen Van Hung; Chairman of the Board of Directors of Vietnam Rubber Industry Group (VRG) Tran Cong Kha; Chairman of VSIP Vietnam – Singapore Industrial Park Joint Venture Company (VSIP) Northern, Central and Southwestern regions Huynh Quang Hai; together with leaders of Becamex Industrial Development and Investment Group; leaders of Vietnam Rubber Industry Group (VRG) and leaders of Vietnam – Singapore Industrial Park Joint Venture Company (VSIP Group).

Speaking at the signing ceremony, Chairman of Tay Ninh Provincial People's Committee Nguyen Van Ut said that in recent years, Tay Ninh province has continuously made efforts to improve the investment environment, complete technical and traffic infrastructure, promote administrative reform, enhance competitiveness and service quality for businesses. With its strategic location - a bridge between Ho Chi Minh City, the Southern key economic zone with Cambodia and the Mekong sub-region - Tay Ninh is gradually affirming its role as a regional connection center, logistics hub and high-quality industrial and service development. The signing of an investment cooperation agreement to develop industrial park, urban, service projects, and strategic infrastructure connecting the Moc Bai Xuyen A Complex with the Investor Consortium will open up a new vision for cooperation between Tay Ninh and the Becamex - VSIP - VRG Consortium, promising to bring solid steps forward in the journey of companionship and bilateral development in the coming time.

The formation of the Tay Ninh - Ho Chi Minh City Economic Corridor according to the Southeast Region Planning is not only a traffic route, but also a new development artery, opening up a space for linking industry - logistics - urban - services and cross-border trade connecting with the international gateways of the Southeast Region.

The Project of Formation and Development of Moc Bai Trans-Asia Complex along the Tay Ninh - Binh Duong Economic Corridor (old) has been discussed and researched scientifically and comprehensively by Tay Ninh and the Investor Consortium in association with the integrated model of industry - urban - service to ensure harmonious and sustainable development, promoting all potentials, advantages and resources of Tay Ninh province.

The connection between Ho Chi Minh City and Tay Ninh through the Tay Ninh - Binh Duong economic corridor (old) will create a breakthrough in attracting investment, especially in the fields of clean industry, high technology content and added value, modern logistics and border trade. This is also an opportunity for Tay Ninh to break through and become a new growth pole of the Southeast region, harmoniously connecting with the economic ecosystem of Ho Chi Minh City.

In the memorandum of understanding, Tay Ninh and the Investor Consortium will cooperate in Investment Research and Implementation of the Project on Formation and Development of the Moc Bai Trans-Asia Complex with the goal of creating a breakthrough, developing the Tay Ninh - Ho Chi Minh City Economic Corridor (old Binh Duong area), promoting all potentials, advantages, and resources of the Province, developing Tay Ninh into a modern industrial - urban - service center, closely linked with the Moc Bai Border Gate Economic Zone and major economic centers in the region. Building an ecosystem to attract new generation investment, a green, sustainable economic development environment and innovation, startups, in accordance with international standards. Meeting the needs of urbanization and industrialization development of Tay Ninh province, creating a high-quality and synchronous living space. According to the cooperation content, the Investor Consortium will conduct surveys, research, and propose investment projects to ensure the progress of the Project , focusing on developing Industrial Parks, promoting infrastructure construction, implementing investment attraction activities, developing social housing projects, support services, logistics and urban utilities, and construction items according to the planning.

In addition, the Investor Consortium will coordinate with the People's Committee of Tay Ninh province in researching, surveying and proposing investment in the road connecting the Moc Bai - Xuyen A industrial and urban corridor.
