Vinh Phu is struggling because of unstable output, dairy cow herd has plummeted.
Once considered the “capital” of dairy farming households in Phu Tho province, Vinh Phu commune once raised more than 30,000 cows. However, in recent years, the total herd has decreased sharply, now only more than 20,000 cows and continues to decline. According to the people, the cause is not only due to disease or market fluctuations, but mainly due to the increasingly unstable consumption of fresh milk. Many businesses have continuously reduced their purchasing output, even announcing a complete stop after December 31, 2025, causing farmers to fall into a passive position, worrying about who to sell milk to.
Uncertain output has caused many households to not dare to keep female calves for breeding but to sell them for meat, leading to a rapid decline in herd size. Mr. Ha Van Long, a member of the Vinh Phu Commune Dairy Cow Cooperative, said that in just 5 years, the local cow herd has decreased by about 30%. The announcement to stop purchasing from the beginning of 2026 has further made farmers lose confidence, because "if the milk produced has no place to be consumed, it is impossible to invest".
Meanwhile, the cost of raising cows is increasing, from food, care to veterinary, while fresh milk cannot be stored for long, forcing it to be sold every day. The total output of the commune has decreased by about 20% compared to 2020, many households have had to raise cows in moderation or sell some of them. The shrinking of grazing land and grass growing areas due to urbanization has caused more difficulties. People believe that without clear planning of land funds and raw material areas, the dairy cow model will not be sustainable.
What farmers want most is long-term, transparent, and stable purchasing contracts. According to them, to maintain their jobs and restore trust, the dairy industry needs strategic solutions in planning, chain linkages, and support for credit, land, and technology.
