Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the starting price for land auctions in the city is currently very low, in some places only 1.7 million VND/m2, while the auction steps are chaotic.
On the afternoon of December 9, speaking at the discussion at the Hanoi People's Council group on the socio -economic situation, many delegates were concerned about the situation of "price inflation" in land auctions in suburban districts.
Vice Chairman of Hanoi People's Committee Duong Duc Tuan spoke at the discussion.
Delegate Nguyen Minh Duc (Hoang Mai group) said that in 2024, in Hanoi, there was a phenomenon of "inflating" auctioned land prices in Hoai Duc, Quoc Oai and most recently Soc Son, up to 30 billion VND/m2.
"This is an unusual problem. Therefore, Hanoi must have drastic solutions to clear and promote the real estate market," said delegate Nguyen Minh Duc.
Delegate of Hoang Mai group also requested that authorities clarify the motives for "inflating" real estate prices, making it difficult for people to buy houses.
"I request that the authorities, especially the Hanoi Police, investigate, clarify and eliminate the situation of price inflation and mid-auction abandonment, which leads to auction failure and greatly affects the socio-economic situation," said Mr. Duc, adding that only then can the real estate market return to its real value.
Speaking at the group, delegate Nguyen Van Thang, Secretary of the Chuong My District Party Committee, expressed concern about unusual developments at land auctions in suburban areas of Hanoi such as Thanh Oai and Soc Son.
"That is price manipulation, price hike, and even sabotage of land auctions like in Soc Son district, setting a price of 30 billion VND/m2," Mr. Thang commented.
Mr. Thang suggested that the city should seriously consider and evaluate this content because it is "related to the socio-economic development in the area", on the other hand, it also helps localities feel secure when carrying out land auctions, avoiding similar unusual situations.
Commenting on the above issue, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that when the 2024 Land Law is synchronized with the Housing Law and the Real Estate Business Law from August 1, 2024, there is a limitation that the land price list is not determined according to regulations.
According to Mr. Tuan, because the land price list is not yet available, some "very important" matters in Hanoi are affected. Specifically, determining land prices to serve the work of site clearance or determining the starting price for land auctions.
"Currently, the starting price in Hanoi is very low, in some places it is 1.7 million VND/m2. Meanwhile, the auction steps are chaotic, many auctions are redundant, in some places like Thanh Oai district the auction failed, and in Soc Son district the price is suddenly high," said Mr. Tuan.
According to Mr. Tuan, the above situation will lead to many consequences. Specifically, many localities will not complete the land use rights auction target. This will also affect the spending target for development investment, as well as disbursement for basic construction investment.
Therefore, Vice Chairman of Hanoi People's Committee Duong Duc Tuan suggested that this content needs to be seriously evaluated to find a solution.
