Border guards are raising awareness among fishermen in Gia Lai province about combating IUU (Illegal, Unreported, and Unregulated) fishing.
Accordingly, the Chairman of the Provincial People's Committee requested the heads of relevant departments and agencies, and the Chairmen of the People's Committees of communes and wards, to continue to thoroughly disseminate the Prime Minister 's directive to officials, Party members, businesses, and fishermen, resolutely "declaring war" on violations of IUU regulations, and determined to lift the European Commission's (EC) "Yellow Card" against Vietnam's fisheries.
Heads of departments, agencies, and localities must bear direct and comprehensive responsibility before the Chairman of the Provincial People's Committee if fishing vessels violate IUU regulations or negatively impact the overall efforts to lift the EC's "Yellow Card" warning. The Provincial People's Committee requires the full and accurate updating of data on fisheries management systems such as Vnfishbase, the fisheries administrative violation processing system, the VMS fishing vessel monitoring system, the eCDT seafood traceability system, and the e-logbook, ensuring that the data is "correct, complete, clean, and active" as required.
Furthermore, the province requires a thorough review of all closed files, ensuring compliance with legal grounds, procedures, and regulations; resolutely rejecting the formal closing of files or processing that does not comply with regulations. If a file is found to be improperly closed, it must be re-processed according to the law, and the responsibility of the relevant organizations and individuals, especially the head of the organization, must be considered; under no circumstances should a report stating "100% processed" be made when the process has not been completed.
The Provincial People's Committee also requested that units proactively prepare to welcome the EC inspection team; provide complete, consistent, and synchronized information between the Ministry of Agriculture and Environment and coastal departments, agencies, and localities. At the same time, they must maintain strict control over 100% of fishing vessels entering and leaving ports; resolutely prevent fishing vessels that do not meet the requirements from leaving port to fish; and monitor fishing vessel activities 24/7 through the VMS system, promptly warning and preventing any violations of permitted boundaries or loss of VMS connection.
According to the Provincial People's Committee, as of January 5, 2026, Gia Lai province had 5,744 registered fishing vessels, 100% of which were updated on the Vnfishbase system; 5,413 fishing vessels had been granted fishing licenses. Fishing vessels that did not meet the operating requirements were banned from the sea, strictly managed, and provided with support to stabilize their livelihoods.
To date, 100% of fishing vessels engaged in fisheries have installed VMS (Vehicle Monitoring System), including 3,157 vessels 15 meters or longer and 197 vessels between 12 and under 15 meters. The province has also implemented electronic fishing logs for more than 3,042 fishing vessels 12 meters or longer; all fishing vessels 15 meters or longer have docked at designated ports, with nearly 59,600 tons of seafood unloaded at the ports.
