Create conditions for business development

In Gia Vien district, there is currently 1 industrial park (Gian Khau) and 3 industrial clusters (Gia Van, Gia Phu, Gia Lap) with 56 operating enterprises; there are 1,880 production and business establishments outside the industrial parks and clusters, operating in the fields of industry and handicrafts.

From 2021 to present, some key products in industrial production in the area have been lacking input materials and fuels, and have had difficulties in product consumption markets such as: Automobile products, the supply of components and spare parts has been disrupted, leading to a shortage of components, especially a shortage of semiconductors and electronic chips, so the production and assembly output of automobiles has decreased significantly compared to the planned target; garment and footwear products lack orders, etc.

To accompany and help businesses overcome difficulties, in recent years, the District Party Committee, People's Council and People's Committee of Gia Vien district have always paid great attention to the business community in the area, mobilizing the entire political system to remove difficulties and obstacles, promoting production and business.

Comrade Ngo Hung Khanh, Vice Chairman of the District People's Committee, said: The District People's Committee has organized many meetings and dialogues with businesses; periodically on the last Friday of every month, the leaders of the District People's Committee directly dialogue with businesses to monitor, grasp and promptly resolve difficulties, problems and proposals of businesses.

The district also strictly implements the province's direction on support policies for the business community; continues to raise the sense of responsibility of cadres and civil servants, especially leaders, in performing their duties to build an administrative system that serves and accompanies businesses.

At the same time, it is required that all levels and sectors in the district promote the spirit of readiness to share and resolve difficulties and problems of enterprises with the motto "clear roles, clear people, no generalities, clear specific tasks, clear time, clear responsibilities, clear results" thereby promptly resolving outstanding issues, creating trust between enterprises and the government, building a favorable and stable environment for Gia Vien to continue to become a land with many advantages, attracting potential investors.

The District People's Committee also directed the District Business Association to closely coordinate with the Office of the District People's Council & People's Committee, and specialized agencies to act as a bridge, gathering opinions from businesses to promptly resolve difficulties...

Thanks to that, it has created consensus, determined efforts, and overcome difficulties of enterprises, helping the district achieve many important results in socio -economic development; The value of industrial and handicraft production in the district has grown quite well over the years. Specifically: In 2020, it reached 36,459.16 billion VND; in 2021, it reached 41,402.12 billion VND; in 2022, it reached 42,511.3 billion VND.

Strengthening solutions to promote production and create jobs for workers

Determining that ensuring jobs, income, and stabilizing the lives of workers is an important task, contributing to stabilizing the political security situation in the locality. In addition to supporting businesses to maintain operations, from the beginning of 2020, when businesses and workers faced difficulties due to the COVID-19 pandemic, the Gia Vien District Party Committee and People's Committee directed departments, branches, unions, and units, depending on their functions and tasks, to well implement policies for workers in the area to maintain jobs as well as maintain stable income and life for workers. Organize visits to encourage businesses and workers during holidays, Tet and difficult periods during the pandemic.

In particular, it has supported workers during the period of unemployment due to the epidemic with a total amount of over 22 billion VND; supported the construction and repair of housing for workers with over 200 million VND; promoted the connection of labor supply and demand between enterprises with labor recruitment needs and unemployed workers in the district.

With the role of ensuring the legitimate rights and interests of workers, Trade Unions at all levels in Gia Vien district have regularly grasped the operational situation of enterprises as well as the lives and jobs of workers, labor relations and the implementation of policies and laws related to workers.

Gia Vien mobilizes the entire political system to ensure employment and income for workers. — The grassroots union negotiated and signed a labor agreement at Goryo Vietnam Co., Ltd. (Gia Van Industrial Park).

Comrade Hoang Thi Lieu, Chairwoman of Gia Vien District Labor Federation, said: The unit has focused on synthesizing the recommendations and legitimate wishes of union members and workers and proposed to the Party Committee and government through dialogue conferences of the Provincial Party Standing Committee, contact with voters... to make appropriate adjustments.

At the same time, advise the Standing Committee of the District Party Committee to direct functional agencies, coordinate with the government and specialized agencies, and promptly resolve legal and legitimate proposals and recommendations of workers.

Proactively approach and guide the human resources department of enterprises to develop and register labor regulations; mobilize the establishment of trade unions, negotiate and sign new and re-sign collective labor agreements with a gradually increasing rate each year higher than the previous year. By 2022, 100% of enterprises with trade unions have signed collective labor agreements.

At the same time, grasp the situation, promptly advise on effective solutions to resolve collective work stoppages, ensuring harmony of legitimate and legal rights and interests of enterprises and workers. From 2020 to present, the District Labor Federation has organized 132 working sessions with representatives of business leaders; provided legal advice and resolved 468 petitions from workers. Chaired and coordinated participation in 38 inspections and supervisions of the implementation of democratic regulations, administrative reform, emulation and rewards, occupational safety and hygiene, food safety and hygiene, meal quality, etc. Regularly survey and grasp the labor recruitment needs of enterprises at each time and proactively connect and introduce jobs to 1,283 workers.

Thanks to that, up to now, in the district, 19,100 workers have been guaranteed jobs with an average income of 5 million to 7 million VND/month. The number of workers participating in social insurance has reached over 11,000 workers.

Entering the present time, businesses continue to face many difficulties and challenges. In 2023, the forecast of industrial and handicraft production value in the district is low growth. There are many risk factors such as narrowing domestic and foreign consumption markets, high domestic competition, lack of input materials for production; difficulties in capital, high inventory rate, product consumption rate decreased compared to the same period last year.

Besides, the local labor shortage in some supporting industrial enterprises or the lack of orders in some enterprises, forcing them to cut labor, are also problems that need to be resolved.

To maintain production activities, businesses in the district are currently making great efforts, focusing on increasing negotiations with customers and partners and expanding the market to find orders. At the same time, reviewing and adjusting the structure of products to produce goods according to market demand. Increasing the application of technical innovation initiatives, minimizing production costs, increasing labor productivity to reduce prices, and increasing competitiveness in the market. Propagating and mobilizing workers to share and overcome difficulties with businesses during this period.

Affirming the role of accompanying businesses and workers, in the coming time, Gia Vien district will continue to advise the Provincial Party Committee and the Provincial People's Committee to propose policies and measures to overcome difficulties for the business community. At the same time, innovate the content and methods and strengthen the leadership of the Party, enhance the role of the Fatherland Front and socio-political organizations in developing the private economy; ensure employment as well as policies for workers.

Maintain and improve the quality of dialogue with businesses, cooperatives and workers in the area. Focus on on-site inspections, promptly resolve recommendations and proposals from businesses, cooperatives and workers on issues within their jurisdiction and report issues beyond their jurisdiction for early resolution.

At the same time, attract advanced technology projects, environmentally friendly, generate high income, use local labor; encourage the development of enterprises producing and processing handicrafts to create jobs for people, review and improve the quality of effective craft villages.

Continue to resolve existing problems in site clearance for projects to hand over sites to investors to implement projects on schedule. Gia Vien District commits to creating the best conditions to help businesses develop as well as create jobs and income for workers.
