Gasoline and diesel prices reversed course and rose sharply on the third day of Tet (Lunar New Year).

Global oil prices rose nearly 3% on February 19th as geopolitical tensions and stalled peace talks raised concerns about global energy supply.

According to Oilprice at 4:30 AM on February 19, 2026 (Vietnam time), Brent crude oil was priced at $69.64 per barrel, an increase of 3.29% (equivalent to an increase of $2.22 per barrel).

Similarly, WTI crude oil prices stood at $57.04 per barrel, up 3.43% (equivalent to an increase of $2.14 per barrel).

According to Reuters, oil prices rose nearly 3% in today's trading session after peace talks between Ukraine and Russia in Geneva concluded after about two hours of work. President Volodymyr Zelenskiy said the exchanges were "difficult".

Following the meeting, Zelenskiy stated that Russia was delaying progress toward an agreement to end the four-year conflict. Russian chief negotiator Vladimir Medinsky described the talks as difficult but professional, and indicated that the next round of negotiations would be held soon. The US-mediated talks are taking place in Switzerland, against the backdrop of President Donald Trump's recent assertion that Ukraine needs to take proactive steps to ensure the process yields results.

On the same day, Hungary announced it would halt diesel shipments to Ukraine and would only resume them if Kyiv restored crude oil shipments via the Druzhba pipeline to Hungary. For weeks, the flow of Russian oil transiting Ukraine to Slovakia and Hungary had been disrupted, which Kyiv attributed to a Russian attack on January 27.

The previous day, oil prices fell after Iran and the United States reached an agreement on “guiding principles” in negotiations aimed at resolving their long-standing nuclear dispute. However, Iranian Foreign Minister Abbas Araqchi said this did not mean an agreement was imminent.

Investors are watching the weekly oil inventory reports from the American Petroleum Institute, scheduled for release today, and the Energy Information Administration, the statistics agency of the U.S. Department of Energy, which will release its report on Thursday. According to surveys of analysts, U.S. crude oil inventories may have increased last week, while distillate fuel and gasoline inventories are likely to have decreased.

Domestic fuel prices today, February 19, 2026

Domestic gasoline and diesel prices this morning, February 19, 2026, were regulated by the Ministry of Industry and Trade - Ministry of Finance according to the retail price levels in the adjustment period from 3 PM on February 12, 2026.

Specifically, from 3 PM on February 12th, the price of E5 RON 92 gasoline increased by 395 VND/liter, with the selling price not exceeding 18,834 VND/liter; the price of RON 95 - III gasoline increased by 418 VND/liter, with the selling price not exceeding 19,298 VND/liter.

Similarly, oil prices were also adjusted upwards. The price of 0.05S diesel increased by 10 VND/liter, with a selling price not exceeding 18,463 VND/liter; the price of kerosene increased by 122 VND/liter, with a selling price not exceeding 18,512 VND/liter; and the price of 180CST 3.5S fuel oil increased by 419 VND/kg, with a selling price not exceeding 15,569 VND/kg.

Also during this price adjustment period, the Ministry of Industry and Trade - Ministry of Finance did not allocate funds or use the Fuel Price Stabilization Fund for E5RON92 gasoline, RON95 gasoline, diesel fuel, kerosene, and fuel oil.

The document states that the global oil market during this price adjustment period (February 5th - 11th) was influenced by key factors such as: tensions between the US and Iran; increased US crude oil inventories; and the ongoing military conflict between Russia and Ukraine…

The factors mentioned above have caused world oil prices to fluctuate in recent days, with some products rising and others falling, but the trend has been predominantly upward.

The average world oil prices between the price adjustment period of February 5th and the adjustment period of February 12th were: 74.780 USD/barrel for RON 92 gasoline used to blend E5 RON 92 gasoline (up 2.354 USD/barrel); 76.580 USD/barrel for RON 95 gasoline (up 2.334 USD/barrel); 87.444 USD/barrel for kerosene (up 0.858 USD/barrel); 87.532 USD/barrel for 0.05S diesel oil (up 0.218 USD/barrel); 425.962 USD/ton for 180CST 3.5S fuel oil (up 15.518 USD/ton).

The inter-ministerial committee emphasized that the plan for managing gasoline and diesel prices aims to ensure that domestic gasoline and diesel price fluctuations are consistent with world gasoline and diesel price fluctuations; to continue maintaining a reasonable price difference between E5 RON 92 bio-gasoline and RON 95 mineral gasoline to encourage the use of biofuels in accordance with the Government's policy; and to ensure a balance of interests among market participants.

By 2026, domestic gasoline prices had undergone 56 adjustments, including 26 decreases, 24 increases, and 6 adjustments with opposite directions.
