On the afternoon of November 27, the Ministry of Finance and Industry and Trade adjusted retail gasoline prices, effective from 3:00 p.m. the same day.
Accordingly, the regulatory agency decided to reduce the price of E5 RON 92 gasoline by VND520/liter and RON 95 gasoline by VND540/liter. After adjustment, the retail price of E5 RON 92 gasoline is VND19,280/liter and RON 95 gasoline is VND20,000/liter.
Diesel oil dropped sharply by 1,020 VND/liter to 18,800 VND/liter, kerosene dropped by 810 VND/liter to 19,470 VND/liter; fuel oil dropped by 250 VND/kg to 13,480 VND/kg. The regulatory agency still maintains not to draw from or spend from the price stabilization fund.
Thus, domestic gasoline prices have decreased for two consecutive sessions after only one increase. Since the beginning of the year, RON 95 gasoline has increased 26 times, decreased 23 times. Diesel oil has increased 24 times, decreased 23 times and remained unchanged once.
The fuel price stabilization fund of some key enterprises still recorded a large positive level because this fund has not been used in many recent management periods. The fund balance as of the end of the second quarter was more than 5,614 billion VND. Of which, the balance at the Vietnam National Petroleum Group ( Petrolimex ) accounted for half, at 3,084 billion VND.
In another development, the Ministry of Industry and Trade has just issued Circular 50 stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam. From June 1, 2026, unleaded gasoline (according to current national technical regulations) must be blended and prepared into E10 gasoline (mixing 10% ethanol into unleaded gasoline) for use in gasoline engines nationwide.
At the same time, the blending and mixing of E5 RON 92 gasoline (mixing 5% ethanol into RON 92 gasoline) for use in gasoline engines will be implemented until the end of December 2030.
Recently, the Government Office conveyed the direction of Deputy Prime Minister Bui Thanh Son requesting the Ministry of Industry and Trade to coordinate with ministries and branches to urgently clarify difficulties to ensure feasibility in the roadmap for production, blending, distribution and use of biofuels.
Ministries and sectors must assess ethanol supply capacity, the impact of E10 gasoline prices, review blending capacity and clarify responsibilities when there is a shortage of supply; at the same time, determine the scientific basis, appraisal agency and mechanism to monitor the quality of E10 gasoline. The Government also requested to propose management solutions so that E10 gasoline prices do not negatively affect people and businesses, and report to the Prime Minister in November.
