Entering an era of national development, the Ha Tinh Tax Department has undergone two periods of merger and reorganization with the former provinces of Quang Binh and Quang Tri. From July 1, 2025, the unit officially adopted the name Ha Tinh Provincial Tax Department, ensuring consistency with the two-tiered local government model. Under the flexible guidance of the Provincial Tax Department and the Provincial People's Committee, and with the involvement of the entire political system, the tax sector has implemented comprehensive and decisive solutions to successfully complete its budget revenue collection tasks.

Mr. Nguyen Dinh Dieu, Head of the Professional, Budgeting, and Legal Affairs Department (Ha Tinh Provincial Tax Department), stated: “In the challenging context of simultaneously reorganizing the organizational structure and carrying out professional tasks, the unit has always closely followed the emulation movement to strive to achieve and exceed the targets assigned by the Provincial People's Council. Based on the general targets, we have proactively assigned targets to departments and sub-departments on a quarterly and monthly basis. Along with that, the entire sector is focusing on the digital era, promoting administrative reform, creating the most favorable conditions for taxpayers, and doing well in all aspects of internal work to strive for the highest possible level of state budget revenue collection.”
For the Tax Department of Ha Tinh province, this is a year of unprecedented transformation with many new mechanisms and policies issued to align with the administrative reform process, modernization of the sector, and integration requirements. The digital era of the tax sector has been comprehensively implemented with major programs such as: standardizing personal income tax codes, applying electronic invoices generated from cash registers, introducing a digital map of business households, and converting tax-paying households to tax declarations…


Mr. Truong Quang Long, Head of Tax Department of Ha Tinh province, emphasized: “The streamlining of the administrative apparatus, the shift to a two-tiered local government model, and the new policy system have created a favorable environment for taxpayers to expand production, circulate goods, and improve compliance awareness, thereby fostering revenue sources. The support packages on tax exemptions, reductions, and extensions from the National Assembly and the Government have also promptly addressed difficulties for people and businesses, creating more room for increased budget revenue.”
One of the most notable aspects of 2025 is the tax sector's approach of "going to the field and understanding the work firsthand." Existing revenue sources will be thoroughly exploited, such as: contractor taxes from businesses outside the province undertaking projects in the area; resource and environmental taxes; service businesses, hotels, restaurants; and the non-state sector… Simultaneously, new revenue sources will be expanded, including: e-commerce, digital platforms, and online services… Business households will be reviewed and categorized to ensure full tax management.

Tax inspections have been intensified based on risk assessments. Businesses that underdeclare their tax returns, report losses despite profits, sell goods without issuing invoices, or engage in opaque transactions are being monitored. As a result, many cases of incorrect tax declarations, settlements, and refunds have been detected and dealt with promptly. The quality of tax returns submitted on time has significantly improved.
Top 3 in the North Central region
With many synchronized and decisive solutions, the Tax Department of Ha Tinh province has excellently completed its assigned budget revenue collection task for 2025, rising to the 3rd position in the North Central region ranking (after Thanh Hoa and Nghe An). As of December 31st, the unit collected 14,692 billion VND, reaching 204.9% of the target set by the Ministry of Finance, 166.95% of the target set by the Provincial People's Council, and increasing by 43% compared to the same period last year. Specifically: tax and fee collection reached 8,391 billion VND, reaching 123.4% of the target set by the Provincial People's Council and increasing by 17% compared to the same period last year; land use fee collection reached 6,301 billion VND, reaching 315% of the target set by the Provincial People's Council and increasing by 80% compared to the same period last year.

Throughout the province, 13 out of 15 revenue items exceeded the targets set by the Provincial People's Council. Notable examples include: revenue from foreign-invested enterprises; revenue from the non-state sector; personal income tax; registration fees; land use fees, etc. By locality, 100% of communes and wards completed their revenue collection plans; with 20 localities achieving over 300% of their targets, including Ha Huy Tap commune, Thach Xuan commune, Toan Luu commune, Bac Hong Linh commune, Nam Hong Linh commune, Nghi Xuan commune, Son Tay commune, etc.
Notably, this year's record revenue includes over 2 trillion VND in extraordinary revenue from: VAT payments based on the inspection findings of Hung Nghiep Formosa Ha Tinh Steel Company Limited; revenue from contractors and mines of the North-South Expressway construction project; revenue from main contractors of the Vung Ang 2 Thermal Power Plant project; transfer of 5% of 2024 expenditure savings at the district and commune levels; debt collection from Hong Lam Xuan Thanh Joint Stock Company; revenue from outside the province from Phuc Lam Fuel Joint Stock Company - Ha Tinh Branch; recovery of rice paddy land for the VSIP project; revenue from taxes on the buying, selling, and transfer of real estate...

The revenue collection results for 2025 provide further impetus for the entire sector to embark on a new journey. In 2026, the unit was assigned a budget revenue target of 11,600 billion VND by the Provincial People's Council. This is the highest revenue target ever. To achieve the assigned target, along with the efforts of the tax sector, in the coming time, it is requested that Party committees and authorities at all levels focus on resolving obstacles, promoting the progress of projects, and creating a favorable environment for businesses to invest and conduct production and business effectively, thereby increasing budget revenue. At the same time, the political system must strengthen the dissemination of tax laws and closely coordinate with the tax sector to effectively exploit revenue sources. The Provincial People's Committee also needs to direct relevant sectors to regularly inspect, engage in dialogue, and promptly address requests to support businesses in stabilizing and developing.

In 2026, the tax sector expects that difficulties will pass, and the recovery of business activity will contribute to sustainable revenue for the locality. With strong political determination, the Ha Tinh Provincial Tax Department will continue to extend its track record of "revenue collection in each subsequent year always exceeding the previous year" to bring Ha Tinh's budget revenue to new heights, contributing to the province's achievement of double-digit growth targets as set forth in the Resolution of the 20th Provincial Party Congress.
