The “acceleration” and “breakthrough” are completely reasonable in the context that public investment continues to be one of the important drivers of growth. The figure of 60.6% disbursement in 11 months, higher than the same period last year, shows the remarkable efforts of localities, especially those affected by floods, to maintain progress.
However, the distance from “fair progress” to “100% target completion” is still a challenging journey. Therefore, in Official Dispatch 237 on accelerating the disbursement of public investment capital in the last months of 2025, the Prime Minister requested ministries, branches and localities to implement a series of strong solutions that both tighten discipline and create positive pressure. These are: clearly defining the responsibilities of the heads; making detailed disbursement plans for each project and strictly complying with them on a weekly and monthly basis; publicizing weekly progress; immediately handling old bottlenecks such as site clearance, material mines, investment procedures, etc.
In this sprint, quick disbursement is necessary, but correct, standard and sustainable disbursement is equally important. If there is a situation of hasty construction, temporary acceptance, and focusing on meeting the schedule rather than meeting the quality, the economy will have to pay the price in repair and maintenance costs and missed development opportunities.
To disburse public investment capital as quickly, as much as possible, and with the best quality while the time is extremely limited, the approach must be more realistic. Instead of "pushing at all costs", investors need to prioritize items that are eligible for construction or acceptance, avoiding putting all the work at the end of the year. In the remaining 55 days, choosing the right stage that can be completed safely and effectively will help avoid the pressure to speed up items that are not ready.
Using digital technology to monitor progress and quality in real time is a viable solution, especially when on-site monitoring is often overwhelmed in the final stages. Increased community and independent monitoring will also help ensure that speed does not overwhelm quality. A complete project requires the participation of many subjects, especially the people themselves, who will directly use the infrastructure for decades to come.
At the same time, we must continue to remove institutions and facilitate procedures without neglecting the principles of transparency and compliance. Fast but not hasty, flexible but not lax, this is an important boundary to ensure the safety of the state budget and the effectiveness of public investment.
In the context of the economy expecting public investment as a major driving force to reach the 8% growth target, striving to disburse 100% of public investment is a necessary goal. More importantly, each disbursed capital must become a meter of quality road, a sustainable bridge, an infrastructure that truly serves the people and businesses.
If the last 55 days of the year are used not only to race for targets but to reach the finish line with certainty, public investment in 2025 will not only be a nice number, but will become a significant development foundation for the following years.
