Many recommendations from people at citizen receptions related to compensation, compensation, and resettlement support for projects were directed by the Provincial People's Committee to be resolved promptly, ensuring the rights of the people. At the citizen reception on June 2, 2022 of the Provincial People's Committee Chairman Le Thanh Do, citizens Tran Anh Dung and Nguyen Thi Dung, permanent residents of Group 11, Him Lam Ward (Dien Bien Phu City) presented their wishes to be considered by the competent authority and facilitated to be granted resettlement land to stabilize their lives. Accordingly, in 1967, Mr. Dung's family reclaimed and transferred a total land area of ​​579.5 square meters, confirmed by the local government. However, in June 2021, implementing the 60m road project, the state reclaimed it and his family has not been granted resettlement land.

After listening to the citizen's presentation and the explanation of relevant agencies, Chairman of the Provincial People's Committee Le Thanh Do concluded: Through reviewing the records, the origin of Mr. Dung's family's land use did not have documents on land use rights according to regulations. At the time of land recovery, Mr. Dung's family used the land stably, without any disputes; used it for aquaculture purposes since 2002. On the other hand, his family was not affected by the Ring Road II project, and the land use for housing was unstable. Therefore, granting Mr. Dung's family 1 resettlement land plot without collecting land use fees was not in accordance with regulations, not in accordance with the current land use status at the time of recovery. However, when the State recovered the land to implement the 60m Road and Framework Technical Infrastructure Project, Mr. Dung's family complied with the policy, received the money and handed over the site early. His family is a family of war invalids and sick soldiers, in difficult circumstances, with many generations living together. Therefore, the citizen's request to be allocated land and build a house to stabilize their lives is legitimate. Based on Decree 47/2014/ND-CP, dated May 15, 2014 of the Government regulating compensation and resettlement support when the State reclaims land, agreeing with the policy of implementing land allocation with land use fees, not through auction. The Chairman of the Provincial People's Committee assigned the People's Committee of Dien Bien Phu City, based on the regulations, the remaining land fund at the resettlement sites of the 60m road project and the framework infrastructure, to implement land allocation with land use fees for Mr. and Mrs. Dung's family.

Regarding citizens' petitions and reflections related to localities and departments, the leaders of the Provincial People's Committee have directed to promptly consider, resolve and respond to citizens. Typically, at the citizen reception session chaired by Comrade Pham Duc Toan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Ms. Tran Thi Dung (authorized by Mr. Bui The Nghia), in Group 4, Noong Bua Ward (Dien Bien Phu City) requested the province to consider granting 1 land plot with land use fees collected without auction to Mr. Nghia (under the Son La Hydropower Resettlement Project). Comrade Pham Duc Toan assigned the People's Committee of Muong Lay Town, Dien Bien Phu City, and the Department of Natural Resources and Environment to coordinate in reviewing and synthesizing the subjects eligible for food rations according to resettled households from Muong Lay Town to Dien Bien Phu City and related policies and regimes. After reviewing, 63 households were allocated resettlement land in Noong Bua ward and 100 meals were included in the resettlement household ration from Muong Lay town to Dien Bien Phu city, including Mr. Bui The Nghia's household in the list approved by the Provincial People's Committee. After reviewing the land fund, the Department of Natural Resources and Environment advised the Provincial People's Committee to consider and resolve the allocation of land with land use fees collected without auction for households and individuals (including Mr. Nghia) included in the resettlement household ration from Muong Lay town to Dien Bien Phu city.

According to statistics of the Provincial Citizen Reception Committee, from 2022 to now, a total of 208 citizen receptions have been conducted, with 305 people and 208 cases. Of which, 197 regular receptions with 260 people; 11 periodic and ad hoc receptions by the Provincial People's Committee Chairman, with 25 people; there is 1 large group. The main content focuses on the field of land and regimes and policies such as: Resolving land disputes, granting land use right certificates; granting resettlement land and compensation for crops, assets, and supporting house rents under the Dien Bien Airport Upgrade and Expansion Project; allocating resettlement land under the Road 279 upgrade project; reviewing some contents in the 60m road compensation plan; determining the limit for paying land use fees; supporting housing under the 167 program, supporting house construction under the 79/CP project; Recommendations to resolve construction projects affecting people's fields...

The results of citizen receptions were directed by the leaders of the Provincial People's Committee to be promptly resolved, avoiding the situation of mass outrage, prolonged complaints, and cross-level complaints. The leaders of the Provincial People's Committee also directed heads of all levels and sectors to increase direct meetings and dialogues with citizens to explain and respond to recommendations and problems, promptly resolve complaints and denunciations according to the provisions of law. At regular and unscheduled citizen receptions, the Chairman of the Provincial People's Committee issued a concluding notice to direct competent agencies and units to respond in writing or direct relevant agencies to coordinate in reviewing, resolving, and responding to complaints, denunciations, reflections, and recommendations under their authority according to the provisions of law. Through citizen receptions, people basically agreed with the solutions of the leaders of the Provincial People's Committee; many citizens' recommendations were promptly resolved.
