Receiving opinions and recommendations from voters sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters in the fields of economy - budget, public asset management and investment.

Voters of Thanh Hoa City requested the province to soon issue instructions on handling public assets to implement technical infrastructure investment projects for residential and resettlement planning sites to serve the auction of land use rights in Thanh Hoa City; organize the implementation of Conclusion No. 799-KL/TU, dated May 4, 2022 of the Provincial Party Standing Committee on the plan to use Ham Rong Convention Center Area, avoiding waste and damage to assets due to long-term disuse.
According to the reply: In Notice No. 84/TB-UBND, dated May 29, 2023 on the conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in May 2023, the Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to urgently review and complete the plan to relocate agencies and offices in Thanh Hoa City, ensuring compliance with the Thanh Hoa Urban Master Plan, Thanh Hoa Province to 2040. Currently, the Thanh Hoa Urban Master Plan has been approved by the Prime Minister , the zoning planning projects are being prepared and submitted for approval by the Thanh Hoa City People's Committee according to regulations. Therefore, after the zoning planning projects are approved, the locations are expected to arrange the headquarters of the units to move the agencies out of Ho Thanh area, Thanh Hoa City, the Provincial People's Committee will assign the Department of Finance based on the assigned functions and tasks to advise and handle public assets in accordance with current regulations.
Voters of Tang village, Trung Thanh commune (Quan Hoa) requested financial support for 39 relocated households in Tang village, Trung Thanh commune. On November 15, 2023, the Provincial People's Committee issued Decision No. 4282/QD-UBND on approving the allocation and use of provincial budget savings in 2022 to be implemented in 2023 (phase 3). According to the response, based on Decision No. 4282/QD-UBND dated November 15, 2023 of the Provincial People's Committee on approving the allocation and use of provincial budget savings in 2022 to be transferred to 2023 (phase 3), the budget has been allocated to the People's Committee of Quan Hoa district to implement the project of arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period of 2021-2025 to relocate 111 households at a cost of 4,540 million VND. It is requested that the People's Committee of Quan Hoa district urgently review and pay to relocated households to ensure the correct subjects and current regulations.
Quan Son district voters requested the province to provide funding for the construction of cadastral survey facilities, especially for surveying and dividing forestry land. According to the response, in Decision No. 4924/QD-UBND dated December 23, 2023 on the assignment of the state budget public investment plan in 2024 to Thanh Hoa province; accordingly, the province has allocated VND 91,253 million to carry out the tasks of surveying, registering land, and establishing a cadastral database. Therefore, in order to promptly deploy cadastral survey in the districts and disburse investment capital, the Provincial People's Committee will direct the Department of Natural Resources and Environment to urgently complete the task estimate, send it to the Department of Finance for appraisal, and the province for approval, as a basis for cadastral survey in the province (including cadastral survey, surveying and dividing forestry land in Quan Son district).
Voters of Quang Xuong and Dong Son districts requested the province to promptly adjust the budget balance due to the shortfall in budget sources compared to the revenue target of 2023 for localities, especially at the district and commune levels, to balance regular expenditures to ensure salaries and operations of units. Currently, it is very difficult; It is requested that the budget revenue target for 2024 must accurately forecast the economic situation and revenue capacity of localities to avoid budget revenue imbalance right at the time of revenue allocation.
According to the answer: Currently, the Provincial People's Committee is assigning the Department of Finance to preside over and coordinate with relevant localities and units to synthesize and propose to the Provincial People's Committee a plan to support funding for localities with large regular expenditure deficits in 2023. Thanh Hoa City voters requested the Provincial People's Committee to review projects to have a plan to inspect, urge progress and resolutely reclaim projects that are behind schedule. Therefore, after reviewing the results of projects with slow progress in land use; based on the proposal of the Department of Natural Resources and Environment and the Working Group, the Provincial People's Committee will consider directing the recovery of slow-progress projects that are eligible for land recovery according to the provisions of the land law.
Voters of Quang Xuong district requested the province to speed up the implementation of the Urban Tourism Area - Golf Course project in Tan village, Quang Nham commune. According to the response: The Golf Course project in Quang Nham commune (Quang Xuong) of the Joint Venture of Bien Dong Phuong Villa and Hotel Joint Stock Company and TN Development Joint Stock Company was approved by the Provincial People's Committee in principle and approved the investor in Decision No. 4074/QD-UBND, dated November 2, 2023. Currently, the investor is coordinating with the People's Committee of Quang Xuong district and related departments and units to carry out site clearance and complete the project's documents and procedures according to regulations. Request the People's Committee of Quang Xuong district, the Department of Natural Resources and Environment, the Department of Construction and related units to focus on coordinating with the investor to promptly complete site clearance and project procedures, promptly invest in construction and put into operation to meet the wishes of voters.
Voters of Ngoc Lac district requested to speed up the implementation of the fruit juice factory project in Ngoc Lien commune. According to the answer: The fruit juice factory project in Ngoc Lien commune (Ngoc Lac) of Xuan Thien Thanh Hoa 2 Joint Stock Company has been leased land for phase 1 by the Provincial People's Committee in Decision No. 1333/QD-UBND dated April 24, 2023, with an area of 159,482m2 and was handed over on site on September 30, 2023. Accordingly, the Fruit Juice Factory project in Ngoc Lien commune (Ngoc Lac) is still in progress of project implementation, approved by the Provincial People's Committee in Decision No. 2967/QD-UBND, dated August 31, 2022 (Phase 1: Completed and put into operation within 27 months at the latest from the time the State hands over the land for phase 1), but has been delayed in the project commencement time according to regulations (Quarter I/2023). Currently, Xuan Thien Thanh Hoa 2 Joint Stock Company has only leveled about 10 hectares and is completing construction procedures; therefore, in order to speed up the implementation progress and soon complete the project and put it into operation, the Provincial People's Committee will assign the People's Committee of Ngoc Lac district and related sectors and units to create conditions and support investors; At the same time, request Xuan Thien Thanh Hoa 2 Joint Stock Company to urgently complete the necessary documents and procedures, submit to competent authorities for consideration, appraisal, and approval (ensuring legal regulations) of detailed planning and construction permits to implement construction, and soon put the project into operation.
Voters of Ngoc Lac district requested the province not to continue building Thanh Son Cement Factory in Thuy Son commune; to have a direction to handle and recover the Thanh Son Cement Factory project and attract investment in other projects with modern technology, clean technology, environmentally friendly, in line with the socio-economic development orientation and the actual situation in the locality, meeting the aspirations of the people. According to the response: The Provincial People's Committee has issued Official Dispatch No. 7793/UBND-CN, dated June 2, 2022, requesting the Prime Minister to agree on the policy of stopping the implementation of the project, as a basis for Thanh Hoa province to implement the next steps. Accordingly, Deputy Prime Minister Vu Duc Dam gave instructions in Official Dispatch No. 8938/VPCP-CN, dated December 31, 2022, assigning the People's Committee of Thanh Hoa province to study Report No. 142/BC-BXD, dated November 29, 2022 of the Ministry of Construction, work with the Ministry of Construction and relevant agencies and organizations to resolve recommendations on the Thanh Son cement project in accordance with the provisions of law. Currently, the Provincial People's Committee is directing relevant sectors and units to advise the Provincial People's Committee to work with the Ministry of Construction and relevant agencies and organizations to resolve outstanding issues of the project in accordance with the provisions of law and the direction of Deputy Prime Minister Vu Duc Dam in Official Dispatch No. 8938/VPCP-CN, dated December 31, 2022 mentioned above.
Quan Hoa district voters requested to speed up the construction progress of Hoi Xuan Hydropower Project. According to the response, implementing the direction of Comrade Do Trong Hung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council in Notice No. 210-TB/VPTU, dated February 16, 2023; direction of Comrade Nguyen Hong Dien, Minister of Industry and Trade in Notice No. 52-TB/BCT, dated March 21, 2023; The Provincial People's Committee issued Official Dispatch No. 2194/UBND-CN, dated February 24, 2023; Official Dispatch No. 4151/UBND-CN, dated March 29, 2023 assigning relevant departments, branches and units to organize the removal of difficulties and obstacles according to their authority to speed up the project implementation progress, soon complete and put the project into operation.
However, the biggest difficulty and obstacle is that the Investor has not yet arranged additional capital to continue implementing the project and performing the contents and tasks to ensure the progress milestones as required by the Minister of Industry and Trade in Notice No. 52/TB-BCT, dated March 21, 2023. Therefore, the Provincial People's Committee issued Official Dispatch No. 16620/UBND-CN, dated November 3, 2023, requesting the Ministry of Industry and Trade to report to the Prime Minister to consider creating favorable conditions to remove difficulties and obstacles of the project so that the project can resume construction, complete power generation soon to generate revenue, ensure financial obligations for foreign commercial loans guaranteed by the Government, and at the same time stabilize the lives and livelihoods of people in the project area.
