In particular, the Department of Agriculture and Environment strengthens control of sources of emissions and dust from production, business and service activities that impact and affect the air environment.
The Department needs to strengthen monitoring, forecasting, warning and publicizing information on air quality; establish a process to immediately handle information and data on automatic and continuous monitoring of emissions from enterprises that show signs of exceeding the threshold; develop projects and synchronously invest in air monitoring stations; build capacity to implement emergency measures in case of serious air pollution according to regulations; ensure that upon receiving information, synchronous and effective solutions are immediately implemented to reduce pollution.
For the People's Committees of localities, it is necessary to strengthen propaganda and mobilization, combine with inspection, supervision and strict handling to completely end the situation of burning household waste and agricultural by-products (straw) in violation of regulations. Promote solutions to collect and reuse agricultural by-products according to the circular economic model; strengthen inspection and thoroughly handle "hot spots" of dust and gas pollution in the area according to authority (if any).
In addition, coordinate with relevant authorities to organize inspections and urge project owners, management units, and construction units of construction, traffic, and urban infrastructure works to strictly implement measures to prevent and minimize the spread of dust and emissions into the surrounding environment (covering around the construction site, vehicles transporting construction materials and construction waste must be covered with tarpaulins and tightly covered to avoid spillage, spraying water to clean the road, washing vehicles entering and leaving the construction site, etc.)
The Provincial People's Committee requests relevant units to seriously organize and implement.
