This morning, November 14, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong chaired a meeting with relevant departments, branches, units and Gio Linh district to resolve difficulties in site clearance for key projects in the district, and the implementation status of the Nam Cua Viet Urban Area Project Phase 1.

At the meeting, Chairman of Gio Linh District People's Committee Vo Dac Hoa reported on difficulties and problems related to 5 key projects being implemented in the district.
Regarding the Quang Tri Airport Project, it is recommended that the Provincial People's Committee direct relevant sectors to promptly review and approve the adjustment of the feasibility study report to have a basis for carrying out the following tasks in accordance with regulations. Soon issue a document agreeing to the policy of simultaneously carrying out two tasks of preparing an environmental impact assessment report along with preparing a feasibility project adjustment report. Arrange funding for the district to pay for the consulting unit to conduct measurements, set up landmarks, determine the volume of assets and tombs affected, and prepare a land acquisition plan for 136 hectares of the core area.
For the Dong Ha City Eastern Bypass Project, it is recommended that the Provincial People's Committee allow the application of 80% support for affected subjects.
Regarding the site clearance work of the North-South Expressway Project through Gio Linh District, although the locality has handed over the entire route, some problems have arisen during the construction process. We request the Provincial People's Committee to pay attention and direct the resolution.
Regarding the resettlement infrastructure project in Trung Giang commune, the project's current objectives are no longer suitable. It is proposed that the province temporarily suspend the project to review the scale and restructure the investment with a plan and objectives suitable for the development of the district.
Regarding the site clearance work for the Cua Viet port expansion project, Gio Linh district proposed that the Provincial People's Committee allow a policy to reduce the area of resettlement plots as designed (average 260m2 ) to the minimum resettlement area ( 200m2 ) to reduce the difference in costs that people have to pay or have other support policies for people to remove difficulties for the locality in site clearance work.
Based on the discussion of relevant departments and branches, and the direction of the Chairman of the Provincial People's Committee Vo Van Hung, concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that Gio Linh district has made many efforts in implementing site clearance for key projects in the area.
Regarding the problems proposed by the district, it is requested that relevant departments and branches support the settlement of procedures to ensure compliance with legal regulations, create favorable conditions for the district to carry out site clearance and accelerate the progress of key works and projects. It is agreed to temporarily suspend the implementation of the resettlement infrastructure project in Trung Giang commune to study the project restructuring procedures.
Regarding problems related to mechanisms and policies, the Provincial People's Committee assigned the Department of Natural Resources and Environment to research, develop and complete them in accordance with the actual situation, ensuring compliance with legal regulations. It is recommended that departments and branches accept the recommendations of Gio Linh district for research and supplementation.
The Standing Vice Chairman of the Provincial People's Committee emphasized that the viewpoint of the provincial leaders on site clearance and site clearance for key projects must comply with the principle of ensuring the highest benefits for the people. Departments and branches must actively coordinate to promptly support localities in removing shortcomings and obstacles to speed up the progress of implementing key projects of the province.
Regarding the implementation of the Nam Cua Viet Urban Area Project Phase 1, the representative of the consulting unit said that the project is proposed to be built in Trieu An Commune, Trieu Phong District with an area of about 104.3 hectares. The new urban area is expected to have about 2,035 adjacent residential plots and 112 villa plots arranged to maximize the open space for the project after construction.
For the resettlement area, 95 plots of land will be arranged, with an average of 250 m2 /plot. The resettlement plots will be divided into suitable areas on the spot, with full functional areas such as healthcare , culture, schools, sports... for people to stabilize their lives, without too much impact on the lives and culture of local people.
The total investment capital of the project is expected to be over 1,742 billion VND, the project's operating period is 50 years. When completed, the project will contribute to creating a driving force to attract investment and develop the local socio -economy, directly contributing to the development of the region.
The representative of the Provincial Economic Zone Management Board said that, implementing the Conclusion of the Chairman of the Provincial People's Committee on the investment project proposal in the Southeast Quang Tri Economic Zone, the board worked with the People's Committee of Trieu Phong district to agree on a number of related contents; requested the district to prepare and complete the investment project proposal dossier to ensure compliance with requirements.
Regarding the project implementation process, after the Provincial People's Council stipulates the criteria for deciding to conduct bidding to select investors to implement investment projects using land and the list of land plots to conduct bidding for projects using land in the province and is announced by the Provincial People's Committee, the following steps will be carried out: The People's Committee of Trieu Phong district completes the dossier proposing the project investment policy according to regulations. The Provincial Economic Zone Management Board organizes the appraisal and approval of the project investment policy, and implements the procedures to organize bidding to select investors using land.
After selecting an investor, the project will be implemented according to regulations. The People's Committee of Trieu Phong district will coordinate with the investor and the Economic Zone Management Board to carry out procedures for site clearance and project implementation. In particular, the People's Committee of the district is responsible for resettlement for people in the project area.
Concluding on this issue, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that while waiting for the Provincial People's Council to stipulate criteria for deciding to conduct bidding to select investors to implement the project, he requested the Provincial Economic Zone Management Board to guide investors and the People's Committee of Trieu Phong district to complete related documents to be proactive in implementation.
