At the same time, the Provincial People's Committee assigned the Provincial Civil Defense Command to be responsible for ensuring the safety of life and property for all passenger ships, transport ships, and fishing vessels during operations at sea.

The Provincial Border Guard Command, Binh Thuan Maritime Port Authority, Department of Agriculture and Environment and relevant departments, branches and localities, based on their assigned functions and tasks, shall review and strictly inspect the safety assurance according to regulations for ships and boats before leaving port.

Departments, branches, sectors and localities continue to closely coordinate with forces in implementing natural disaster prevention and search and rescue work at sea; monitor sea weather conditions, promptly advise the Provincial People's Committee to direct measures to respond to strong winds and big waves.

According to the report of the Provincial Civil Defense Command on December 1, at 4:00 a.m. on December 1, the center of storm No. 15 was at about 14.6 degrees North latitude; 111.9 degrees East longitude, in the northwest sea area of ​​the Central East Sea. The strongest wind near the center of the storm is level 8 (62-74 km/h), gusting to level 10. Little movement. It is forecasted that by 4:00 a.m. on December 2, 2025, the storm will gradually weaken (wind speed decreases to level 6, gusting to level 8), by 4:00 a.m. on December 3, 2025, the storm will weaken into a low pressure area (wind speed below level 6).

Based on the current wind and wave conditions at sea and in the coming days, the southwest wind will be at level 5 and level 6, the sea will be rough, and the waves will be 1.5 to 3 meters high. The Provincial Civil Defense Command requests the Chairman of the Provincial People's Committee to consider allowing boats to move again.

Previously, to proactively respond to storm No. 15, the Provincial People's Committee issued an order banning boats: "From 7:00 a.m. on November 28, all tourist boats, transport boats, and fishing vessels are prohibited from operating and traveling at sea until further notice."
