Regarding the summary of 40 years of implementing the Platform for National Construction during the transitional period to socialism (1991-2031), the objective is to summarize and evaluate the extent to which the goals and directions of the Platform have been realized over the past 40 years.

This demonstrates the ability to transform the Platform into concrete results; summarizes and evaluates the core values ​​of the Platform as the ideological and theoretical banner of the cause of national renewal and development; uses results to affirm enduring values ​​and points out issues that need to be supplemented and developed in the spirit of the new era; and guides the construction of a Platform for national development and defense in the new era of development.

This Platform will serve as the ideological and theoretical banner guiding our nation towards socialism by the middle of the 21st century, with a vision extending to 2130. It will mobilize all combined strength to successfully build socialism and firmly defend the socialist Fatherland.

The requirement for the review is to adhere closely to the nature of the Political Platform review, which is to review the model of national development during the long-term transition period to socialism; to compare the Political Platform with actual results to affirm its ability to lead, pave the way for future development, and guide action.

The summary of the Party's Platform consists of five parts:

Part 1: Theoretical and Practical Issues Regarding the Transition to Socialism. This section assesses the context, trends, major contradictions of the era, and characteristics of the transition period to socialism in Vietnam over the past 40 years (1991-2031), defining the model, core values, and characteristics of the socialist society that the Party and people of Vietnam strive to build.

The overall and phased objectives, basic directions, and major relationships are seen as mechanisms for realizing the goals of the pillars of development of the Vietnamese socialist model.

Part 2 addresses theoretical and practical issues in implementing major national development orientations. This section assesses the development of theoretical and practical understanding, results in various fields, clarifies achievements and limitations, identifies causes and challenges in implementing major orientations in key areas throughout the 40-year period and at each specific stage, serving as a basis for supplementing understanding and proposing solutions to further develop the program in the new era.

Part 3: Theoretical and Practical Issues in Party Building and the Political System. This section summarizes the theoretical and practical developments regarding the building of the ruling party, the Party's leadership and governing capacity, the building of a socialist rule of law state, the building of the Fatherland Front and socio-political organizations, the promotion of socialist democracy, and the overall model of the political system; thereby, proposing directions for building the Party and the political system in the new era of development.

Part 4, a general assessment of major lessons and issues raised. This section is expected to provide a general assessment of the achievements, limitations, and causes over the 40 years of implementing the Platform, summarizing major lessons, and identifying practical issues that need to be addressed at the theoretical level. It is expected to focus on recurring issues; the lessons drawn here closely adhere to the characteristics of a summary of the Platform, a fundamental political document of the ruling Party.

Part 5, the context of the new era and proposed recommendations. This section presents strategic forecasts up to 2045, a vision to the end of the 21st century, clarifying major changes, trends, possibilities, and directions of global movement affecting our country; perfecting the theory of socialism and the path to socialism in Vietnam in the new era; and proposing major objectives and solutions for building, developing the country, and protecting the socialist Fatherland in the new period.

Regarding implementation, a Central Steering Committee will be established to carry out the task of summarizing the results, chaired by General Secretary To Lam; a permanent agency, a summary editorial team, and summary groups will be established at the central level, each group headed by a Politburo member or a member of the Secretariat. The Steering Committee will develop outlines for the summary content and ensure close coordination among the summary groups.

The Central Theoretical Council and the Ho Chi Minh National Political Academy are the permanent bodies assisting the Steering Committee in implementing the summary work. The Steering Committee issued a decision to establish a Summary Editorial Team.

Based on the summary report, the Central Steering Committee requests that ministries, provincial and city Party committees coordinate the implementation of the summary tasks of their respective ministries, sectors, and localities that have nationwide and Party-wide significance, and conduct thematic summaries accordingly. The coordinated summary activities include building a national database on Party history and repatriating Party documents from abroad.
