Reduce the burden on workers with young children

(PLVN) - A southern locality has just issued a plan to implement the program "Improving the quality of preschool education (PED) in urban areas and industrial parks (IPs) for the period 2026 - 2035, with a vision to 2045" to meet the needs of child care, nurturing, and education in the context of rapid urbanization and a large number of workers and laborers living in IPs. This program is of particular interest to IPs.

In fact, over the past many years, how to look after, raise and care for young children is one of the most difficult and worrying issues for workers. Leaving the countryside to go to industrial parks in big cities to make a living, especially working in shifts, with irregular hours, low income, and no parents or relatives nearby to help; so some workers are afraid to get married and have children, some who have children accept to send their children back to the countryside to be looked after by their grandparents, and some even quit their jobs and take their children back to the countryside to find another job. Nearly 40 years ago, the late musician Thanh Tung portrayed this common feeling through the lyrics "Wonderful when the children are still young/Will dad pick them up after work?". And until now, for many workers, that situation is still the same.

According to the above program, to reduce the worries of workers with young children, the locality will allocate land to build preschool facilities according to approved plans, especially in new urban areas and industrial parks; to diversify childcare models. The city prioritizes the use of surplus agency headquarters after arranging the administrative apparatus for kindergartens; developing non-public kindergartens and public-private partnership models in the form of business-management contracts (O&M), ensuring tuition fees are appropriate to workers' income. The city also implements many solutions to improve the quality of care and education for children from 6 to 36 months old such as training specific skills for teachers; investing in facilities and equipment; supporting funding for teacher training for private kindergartens in industrial parks; disseminating parenting skills documents to workers' parents. Promote socialization, encourage enterprises to invest in kindergartens in industrial parks, mobilize resources from programs, projects, and non-governmental organizations to improve equipment, supplies, and toys for kindergartens. In particular, the City will support childcare costs for workers and employees. The program will be implemented in all industrial parks, export processing zones, high-tech zones, industrial clusters, and places with a high concentration of employees; set a target for the period 2026 - 2030, in industrial parks, at least 80% of children aged 6 - 36 months who are children of employees who need childcare will be able to go to school and class; increase to 100% in the period 2031 - 2035.

For many years, many workers have lived with the worry of how to do their jobs well and take care of their children at the same time. In some localities, there have been many incidents where, due to a lack of kindergartens, parents of some children have had to send their children to spontaneous childcare facilities, and many incidents have occurred. Public opinion hopes that the above-mentioned humane and useful program will be resolutely implemented; not only so that workers can work with peace of mind, contribute to society, and contribute to economic development; but also to ensure that all children have the right to live with their parents and access safe, quality, and fair educational services.
