Sustainable poverty reduction and promotion of local socio-economic development.

QTO - Implementing the national target program for sustainable poverty reduction, Hoan Lao commune has resolutely deployed solutions to improve the lives of its people. As a result, the socio-economic situation in the commune is basically stable and continues to develop; poverty reduction efforts have achieved many remarkable results.

In 2025, as the final year of the 2021-2025 socio-economic development plan and the implementation of the organizational restructuring according to the two-tiered local government model, Hoan Lao commune had to undertake a large volume of demanding work under challenging conditions. However, with timely leadership and guidance from higher levels and decisive management from the local government, Hoan Lao commune effectively implemented programs and policies to support the poor and those in difficult circumstances.

The commune has implemented training to improve communication skills for village and neighborhood officials involved in information dissemination (Sub-project 1 under Project 6 “Communication and Information-Based Poverty Reduction” in the National Target Program for Sustainable Poverty Reduction in Hoan Lao commune). The commune also printed 11,000 leaflets disseminating new regulations on eligibility, conditions, and levels of social retirement benefits; policies on tuition fee exemption and reduction; and support for learning expenses… contributing to raising awareness and understanding among officials and the people regarding policies and information related to poverty reduction. In implementing Project 7 on capacity building and monitoring and evaluation of the National Target Program and sustainable poverty reduction policies in 2025, the commune also organized 4 capacity-building training courses with 220 participants.

In supporting the people in developing production and business, the People's Committee of the commune has created conditions to help many poor and near-poor households access preferential credit sources to invest in starting businesses, expanding production, creating jobs, improving living standards, and gradually rising out of poverty sustainably. Credit sources have also contributed to increasing the rate of clean water use, ensuring rural environmental sanitation, and supporting disadvantaged students to continue their studies.

Specifically, in 2025, through preferential credit policies, 122 poor, near-poor, and newly-escaped-from-poverty households in the commune received loans totaling 780 million VND; 89 households received loans for disadvantaged students totaling 1,256 million VND; and 1,741 households received loans for clean water and rural sanitation totaling 27,165 million VND. In addition, 11 poor households in the commune also received loans to support housing.

To achieve sustainable poverty reduction and create momentum for local socio-economic development, Hoan Lao commune has recently paid great attention to investing in the comprehensive development of infrastructure and attracting investment. The commune's People's Committee focuses on directing efforts to leverage the local potential and strengths, shift the economic structure, and achieve rapid and sustainable development. At the same time, the commune consistently prioritizes and effectively implements social welfare programs, ensuring that the poor and those in difficult circumstances are not left behind.

According to Nguyen Van Hai, Vice Chairman of the People's Committee of Hoan Lao commune, with the active participation of the entire political system and the leadership, direction, and organization of the implementation of the National Target Program for Sustainable Poverty Reduction in the 2021-2025 period, significant and in-depth results have been achieved in the commune. The multidimensional poverty rate in the commune decreased from 2.68% (in 2021) to 1.52% (in 2025).

The awareness of Party committees, government agencies, departments, and the people in directing and implementing poverty reduction tasks has improved significantly. The mobilization of social resources for poverty reduction has yielded many positive results. Infrastructure serving production and people's lives has received investment, leading to gradual improvement and enhancement. Health and education programs, as well as information and communication networks, are gradually meeting the needs and creating favorable conditions for people to develop production, increase income, and achieve sustainable poverty reduction.

In the coming period, Hoan Lao commune will continue to strengthen the leadership and guidance of Party committees and authorities at all levels in implementing the National Target Program for Sustainable Poverty Reduction; organize a thorough review of criteria for poor households to encourage people to strive to escape poverty. The locality will continue to promote propaganda and improve the effectiveness of the sustainable poverty reduction program; call for investment and build production and processing plants to utilize local labor, employing workers from poor households. At the same time, it will build a database on poverty reduction, enhance information provision, and help the poor connect with the labor market and the market for consuming products and goods.
