Non-profit labor cooperation programs are opening up a sustainable direction for Nghe An people, helping tens of thousands of rural workers have jobs, stable income, accumulate new skills and production thinking... This is not only an economic solution, but also a driving force for multidimensional poverty reduction and high-quality human resource development.

In recent years, Nghe An has identified sending workers to work abroad as one of the key solutions, a breakthrough in the strategy of sustainable poverty reduction and socio-economic development... Non-profit cooperation programs implemented by the Overseas Labor Center such as: EPS (Korea), IM Japan (Japan), nursing program in Germany or seasonal labor in Korea have created positive, transparent and sustainable effects, helping tens of thousands of rural workers have the opportunity to change their lives.

Currently, the whole province has about 85,000 Nghe An people working abroad, of which 16,500 are in Korea and 25,000 are in Japan... In the period 2023 - 2025, Nghe An has sent more than 60,000 workers abroad, an average of 20,000 people per year. Remittances reach 600 - 650 million USD/year, contributing significantly to economic growth and ensuring social security.

At the conference "Promoting the effective implementation of programs to send workers to work abroad according to international agreements, meeting the requirements of tasks in the new situation" recently organized by the Ministry of Home Affairs , Vice Chairman of the Provincial People's Committee Nguyen Van De affirmed: sending workers to work abroad is a breakthrough orientation of the province to create jobs, increase income, develop high-quality human resources and integrate internationally... "Not only creating jobs, these programs also contribute to improving capacity, industrial style and professional skills for people, especially in mountainous areas - where livelihoods still depend mainly on agriculture", Mr. De emphasized.

The outstanding advantages of the non-profit model are low cost, transparency, no intermediaries; workers are trained in vocational skills, foreign languages, life skills and law before leaving the country. Thanks to that, they accumulate experience, improve their professional capacity and expand opportunities when returning home.

Many remote communes such as Ky Son, Quy Hop, Quy Chau... have had hundreds of people participating in the program. When they returned, they brought with them capital and new production thinking; many people started businesses, invested in high-tech agricultural production, agricultural processing, service development, contributing to shifting the labor structure and changing the face of the countryside.

According to Deputy Director of the Department of Home Affairs Vi Ngoc Quynh, sending workers to work abroad under non-profit programs has created sustainable jobs, increased income and trained industrial style - key factors to help people escape poverty in the long term.

Expanding opportunities, spreading sustainable values

For nearly 20 years, Nghe An has always been among the leading groups in the country in terms of quantity and quality of workers participating in non-profit programs... By the end of 2025, it is estimated that there will be 16,500 Nghe An workers working in Korea under the EPS program, thousands of others participating in IM Japan, nurses in Germany and other bilateral cooperation programs.

In the period of 2021 - 2025 alone, the locality has more than 19,000 workers registered to take the Korean language test, 6,500 people met the requirements, nearly 6,000 people left the country, an average of 1,700 - 2,000 people per year. In the first 6 months of 2025, more than 950 workers left the country, and it is expected to remain stable throughout the year.

These programs not only help improve the quality of human resources, but also increase the prestige of Vietnamese workers in the international market. The rate of illegal residence has decreased sharply thanks to good propaganda and management. Nghe An has also proactively expanded cooperation, diversified markets, and increased high-skilled job opportunities in the fields of mechanics, electricity - electronics, nursing, and high-tech agriculture.

However, the locality still faces many difficulties: the quota for laborers from partners is still low compared to the demand; propaganda work in remote areas is not uniform; policies to support vocational training, foreign languages ​​and preferential credit for disadvantaged groups are still limited. Some workers after completing their contracts do not have career orientation; reintegration support and domestic job connection work lack depth.

According to Deputy Director of the Department of Home Affairs Vi Ngoc Quynh, it is necessary to simultaneously "tighten management and increase more substantial support for repatriated workers", helping them start businesses, stabilize their lives and continue to contribute to their homeland.

Nghe An province has proposed that the Ministry of Home Affairs and the Overseas Labor Center consider increasing quotas and expanding markets in the fields of engineering, nursing, and light industry; and issue early guidelines for localities to proactively train and prepare human resources. The province also proposed that the Government and ministries and branches continue to support preferential credit, vocational training, job connections for repatriated workers, and encourage the formation of start-up funds for returning export workers.

Experts say that the policy of sending workers to work abroad should be considered an important component of a multidimensional poverty reduction strategy, not simply an employment policy. When workers are properly trained and have access to a modern working environment, they become a core resource in local economic development, contributing to the shift in labor structure, increasing income and sustainable poverty reduction.

Practice has also shown that non-profit cooperation programs have brought about clear results in terms of economy, society and people. People not only have jobs and stable incomes, but also have been trained in skills, working style, and integration thinking - factors that help them proactively rise up and create long-term livelihoods...
