Multidimensional poverty reduction from the perspective of transport infrastructure development

Open the way, open the way to poverty reduction

For a long time, transport infrastructure has been considered an important "push" to change the face of mountainous, remote and isolated areas, directly affecting the lives of each household and village community.

Realizing that role, in Project 1 of the National Target Program on Poverty Reduction for the 2021 - 2025 period, supporting investment in developing transport infrastructure for poor districts and particularly disadvantaged communes in coastal and island areas is identified as one of the key tasks.

These are areas considered the "poor core" of the country, where many poor and near-poor households are concentrated, with complex terrain, harsh natural conditions and are often affected by natural disasters, storms, floods and saltwater intrusion.

The common point that is easily seen in these areas is that the transport infrastructure system is still lacking, degraded, and does not meet the development needs. When the transport system is not invested synchronously, people are hindered in their livelihoods, limited in their ability to access basic social services such as health care, education and information.

Based on that reality, over the past years, Project 1 has increased investment in developing transport infrastructure in the above areas. According to the summary report, in the period of 2021 - 2025, the total number of newly invested construction works within the framework of Project 1 is 2,547 works, spread across poor districts, especially disadvantaged communes in coastal and island areas.

Of these, 1,396 traffic works have been invested, expanded and upgraded, helping to shorten travel time, connecting production areas, wholesale markets and service centers.

Up to now, many inter-commune and inter-village roads have been expanded, concreted and paved, making travel and trade more convenient; creating favorable conditions for the development of household economic models, cooperatives and cooperatives; expanding service and tourism industries. The opened roads not only help people develop their economy and increase their income, but also create positive changes in their cultural and social life.

New look, new vitality

As a mountainous province with more than 70% of its area being mountainous and mountainous, the terrain is fragmented by a system of streams, creeks and steep slopes. Tuyen Quang has remote residential areas that are often isolated during the rainy season.

This not only endangers people but also hinders socio-economic development and poverty reduction here. However, since stepping up investment in developing transport infrastructure, the appearance of Tuyen Quang province has changed significantly.

During the 2021 - 2024 period, Tuyen Quang province has built more than 900km of rural roads and 161 bridges, of which 116 bridges have been completed and put into use, and 45 bridges are under construction.

In 2025, the province aims to build about 166km of new roads and 39 new bridges. Thus, in the period of 2021 - 2025, the whole province strives to complete about 200 bridges in the area, helping to improve traffic infrastructure, creating conditions for people to develop the economy and reduce multidimensional poverty.

Similarly, in recent years, Thai Nguyen province has invested heavily in transport infrastructure, especially in disadvantaged and mountainous areas. Up to now, 100% of residential areas in the province have concrete roads connecting to inter-commune and inter-provincial routes. When new routes are opened, the appearance of the countryside and the lives of people here change day by day.

The muddy, dusty dirt roads of the past have now been replaced by smooth, clean roads, facilitating economic development, trade and improving people's lives. When traffic is smooth, agricultural products are consumed easily, businesses are bold in investing, students go to school, and people have faster access to medical and administrative services.

Thanks to investment in developing transport infrastructure and synchronous and effective implementation of poverty reduction programs, people in disadvantaged areas in the two provinces of Tuyen Quang and Thai Nguyen have gradually escaped poverty.

Specifically, in the period 2021 - 2024, the old Tuyen Quang province reduced the poverty rate by 13.26%, while the old Ha Giang province before the merger on July 1, 2025 also reduced it by 6.26%. In Thai Nguyen province, in the period 2022 - 2024, nearly 20,000 households escaped poverty, and it is expected that by the end of 2025, the province will have nearly 3,400 more households escape poverty.
