On the morning of May 2, the 3135th Supervisory Delegation of the Provincial Party Standing Committee, led by Comrade Pham Thi Thanh Thuy, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee, supervised the leadership and direction of the implementation of Decision No. 23-QD/TW dated July 30, 2021 of the Politburo and Decision No. 763-QD/TU dated October 5, 2021 of the Provincial Party Standing Committee on promulgating the Regulations on mass mobilization work in the political system for the Standing Committee of Cam Thuy District Party Committee.

The draft report of the 3135 Supervisory Team clearly stated: In recent years, the Standing Committee of Cam Thuy District Party Committee and Party committees at all levels have paid attention to leading, directing and issuing documents on leadership and direction of mass mobilization work and regulations on mass mobilization work of the political system. The government, the Fatherland Front, organizations, departments, branches and armed forces have specified the tasks of mass mobilization work in accordance with the political tasks and practical situations of the locality and unit to achieve many results.

After more than 3 years of implementing the Regulation, mass mobilization work in the district has had many positive changes, awareness and responsibility for mass mobilization work of all levels and sectors have been raised. Mass mobilization work has contributed practically to building solidarity among the people, maintaining stability at the grassroots level, promoting socio -economic development, ensuring national defense and security, and building a clean and strong political system.

The work of receiving citizens, dialogue, resolving complaints, denunciations, recommendations, and pressing issues of the people is carried out in accordance with the provisions of law, thoroughly resolving complicated and prolonged petitions, complaints, and denunciations. In 3 years (2021-2023), the departments received 1,080 citizens, with 1,139 people; received 211 petitions, the resolution rate reached 97.8%.

In 3 years, the District People's Court has accepted 1,237 cases; resolved and tried 1,124 cases. The Fatherland Front and socio-political organizations at all levels have organized 98 supervision sessions according to the functions and tasks of the unit...; coordinated to organize 26 professional training courses for nearly 3,000 cadres doing mass mobilization work from the district to the grassroots level...

Concluding the supervision, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee Pham Thi Thanh Thuy acknowledged and highly appreciated the leadership, direction, and organization of the implementation of Decision No. 23-QD/TW and Decision No. 763-QD/TU of the Standing Committee of the Cam Thuy District Party Committee, creating a clear change in the awareness and responsibility of cadres, party members, and people of all walks of life regarding mass mobilization work. Especially the concretization of leadership, direction, and creation of financial and material conditions for cadres doing mass mobilization work at the grassroots level. The district has paid attention to the work of handling complaints and denunciations; administrative reform, focusing on administrative procedure reform to best resolve the interests of people and businesses, contributing to strengthening people's trust in the Party Committee and government.
The Head of the Provincial Party Committee's Mass Mobilization Commission and Chairman of the Provincial Fatherland Front Committee also pointed out the limitations and causes in the leadership and direction of the implementation of Decision No. 23-QD/TW and Decision No. 763-QD/TU of the Standing Committee of the Cam Thuy District Party Committee.
At the same time, it is recommended that in the coming time, the Standing Committee of the District Party Committee should continue to pay attention to directing the implementation of the Central and Provincial Party Committee's Decisions on mass mobilization work and regulations on mass mobilization work to achieve high results. In which, it focuses on the role and responsibility of setting an example for the leaders, creating high unity in leadership and direction of task implementation from the district to communes and towns, contributing to completing the goals set out in the Resolution of the District Party Congress for the 2020-2025 term.
In mass mobilization work, continue to grasp the situation to promptly handle issues arising at the grassroots level; concretize the decisions of the Central, Provincial Party Committees and district regulations on mass mobilization work in conjunction with the tasks of each locality, agency and unit. Continue to pay attention to consolidating, perfecting and improving the quality of the staff doing mass mobilization work; proactively select relevant issues, based on reality, to propose new tasks and policies on mass mobilization work, mobilize the strength of the entire people to participate in campaigns and emulation movements, contributing to the successful implementation of the political tasks of each locality and unit.
