On the afternoon of August 14, the monitoring delegation of the Standing Committee of the Provincial People's Council led by Comrade Ha Nhat Le, Provincial Party Committee member, Vice Chairman of the Provincial People's Council, supervised the implementation of the Program on developing transport infrastructure in the province for the period 2021 - 2025 for the Provincial Traffic Construction Investment Project Management Board (PMU).
According to Program No. 10-CTr/TU dated November 11, 2021, the Provincial People's Committee assigned the Project Management Board to implement 7 projects, including the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) Expressway Construction Investment Project under the form of public-private partnership (PPP) phase 1, the Project Management Board was assigned to represent the competent State agency and perform contract management. The Project Management Board directs the implementation of projects to ensure progress and quality. During the implementation of the projects, the Project Management Board coordinates with relevant departments, branches, sectors, and localities where the project passes through to carry out the stages of project preparation, appraisal, approval, approval of construction drawing design, site clearance, construction work, and resolution of difficulties and problems during the implementation of the projects.
The Project Management Board has implemented 7 projects, the projects are in the investment implementation phase, 6 projects will be completed in 2024 and 1 project will be completed after 2024. Complete construction bidding and start construction from 2022 for 5 projects; 1 project started on January 1, 2024; 1 project completed construction bidding in the second quarter of 2024, currently carrying out site clearance.
Medium-term capital allocation plan for the period 2021 - 2025 of projects under Program No. 10-CTr/TU dated November 11, 2021 of the Provincial Party Committee 7,405.91 billion VND; accumulated capital plan assigned to June 30 is 3,041.18 billion VND; accumulated disbursed capital plan to June 30 is 926.58 billion VND.
The Project Management Board recommends: The Provincial People's Committee continues to direct the People's Committees of the districts: Hoa An, Bao Lam, Thach An, Quang Hoa, and the City to speed up site clearance, completely resolve the remaining site locations, and promptly hand over the overall site to the investor and construction unit.
Regarding overlapping legal documents, the Provincial People's Committee directs the Department of Justice to preside over and coordinate with departments, branches and sectors to advise the Provincial People's Committee to report and make recommendations to the Prime Minister and central ministries and branches on difficulties and obstacles; propose adjustments, amendments and supplements to inappropriate and overlapping regulations in current laws. Directs departments, branches and sectors to promote administrative procedure reform, consider and resolve difficulties and obstacles quickly and promptly. Directs the Department of Natural Resources and Environment to preside over and coordinate with relevant competent agencies to study and consider early planning and plans to adjust the capacity of stone mines, license stone mines... in accordance with the needs of use for works and public investment programs in particular, and the province in general, ensuring supply for projects.
At the monitoring session, delegates discussed and clarified the reasons why some projects are facing difficulties and problems in site clearance, land use planning, forest planning, administrative procedures, etc.
In his concluding remarks, Vice Chairman of the Provincial People's Council Ha Nhat Le requested the Provincial Traffic Construction Investment Project Management Board to complete a specific report on overlapping documents, difficulties and obstacles of each project to propose and request the province to assign tasks to specialized departments and branches. Closely follow the progress to implement projects under Program No. 10 of the Provincial Party Committee, have positive, drastic solutions and a roadmap to complete the plan. Monitor and work with the construction unit to promptly propose to reduce difficulties and obstacles in the Dong Dang ( Lang Son ) - Tra Linh (Cao Bang) Expressway Investment Project. Regularly and closely monitor the construction to ensure the quality of the works. Proactively propose solutions to remove difficulties, especially those related to the districts. Proactively coordinate with departments and branches to create consensus and promote the implementation and completion of projects according to plan.
