Reducing pressure on urban infrastructure.

Da Nang's urban transportation infrastructure has been facing significant pressure following the administrative reorganization, raising many questions about the planning of high-rise buildings in the city center and traffic congestion during peak hours.

Concerns about overload.

According to the city's Department of Construction, signs of increased pressure on the city's transportation infrastructure following the administrative reorganization are becoming increasingly evident. For example, traffic congestion is occurring at several intersections in the city center and areas with high tourist traffic, especially during peak tourist seasons.

This situation has also been reflected by many citizens through the Da Nang Feedback Portal. There, many opinions express concern that the construction of a series of high-rise buildings and real estate projects on both banks of the Han River and in the coastal area will overload urban transportation infrastructure.

Speaking to Da Nang newspapers and radio and television, Mr. Tran Minh Thanh (a resident of Hai Chau ward) said that many central streets such as Tran Phu, Phan Chau Trinh, Ong Ich Khiem, Hai Phong ... are frequently congested during rush hour, not only because of the high number of vehicles but also because of illegal parking on the road.

Accordingly, the issue of localized traffic congestion is a short-term manifestation, while in the long term, many questions arise regarding the capacity of existing infrastructure to cope with the city's increasing population.

A harmonious planning approach is needed.

Regarding the construction of high-rise buildings along the Han River, Mr. Vo Tan Ha, Deputy Director of the Department of Construction, said that the orientation and licensing of construction projects are only carried out on the basis of urban planning projects and plans that have been approved by competent authorities (general plan, zoning plan).

According to the head of the Department of Construction, the principle for considering the placement of high-rise buildings along the Han River is not based solely on building height, but is evaluated comprehensively based on many criteria.

Specifically, the development orientation of buildings along the Han River is studied area by area, section by section, and block by block, with traffic connection plans to ensure that localized traffic congestion is avoided; at the same time, reasonable control of building height, density, land use coefficient, and building setbacks is ensured to comply with regulations and not obstruct public spaces along the river, nor adversely affect the urban landscape.

Specifically, the plan includes organizing the architectural and landscape space along the entire route, ensuring traffic connections do not cause local congestion; creating urban landmarks and focal points at appropriate locations; and harmonizing public spaces, greenery, and water features with commercial, service, and residential functional areas in accordance with planning at all levels and current regulations and standards.

In addition, it is necessary to promote solutions to improve the service capacity of infrastructure such as: addressing illegal parking, dealing with sidewalk encroachment, restoring pedestrian walkways, and enhancing public transportation services such as buses and urban rail...

At the same time, in the long term, it is necessary to review the planning to redistribute urban space, moving some facilities to the south of the city...

Promote public transportation.

According to the Department of Construction, one of the solutions to reduce pressure on urban infrastructure is to accelerate the implementation of the urban railway network, upgrade roads, and study the expansion of main roads. These solutions have been mentioned by the Da Nang City People's Committee in Notice No. 157/TB-VP dated March 10, 2026, from the Office of the Da Nang City People's Committee.

According to Mr. Vo Tan Ha, Deputy Director of the Department of Construction, the urban transportation planning orientation for Da Nang city until 2023, with a vision to 2045 (approved by Decision No. 1766/QD-UBND dated June 11, 2025 of the People's Committee of Da Nang city), includes urban railway lines. This aims to enhance traffic connectivity and contribute to reducing pressure on urban infrastructure.

According to the Department of Construction, the organization of the network, adjustment of routes, stops, and transfer points for bus lines in Da Nang city is currently being implemented to supplement and adjust them to suit the characteristics and travel needs of the people. This includes accelerating the transition to clean energy vehicles, especially electric buses...

Simultaneously, limit private vehicles. Research and gradually implement traffic demand management solutions such as regulating vehicle entry into the central area according to time slots; adjusting parking and vehicle storage fee policies to limit the use of private vehicles; developing a park & ​​ride model;

Simultaneously, develop mechanisms to encourage people to switch to using public transportation when they meet the eligibility criteria...

Improve the parking system.

According to the Department of Construction, regarding the handling of traffic congestion, the city's approach is to gradually reduce parking on the road, increase parking in designated areas, thereby contributing to improved traffic flow, ensuring traffic order and safety, and promoting sustainable urban development.

Specifically, continue reviewing and prohibiting parking on main roads with high traffic volume, especially in the central area; marking parking spaces will be implemented on roads with wide road surfaces...

In parallel, the Department of Construction continues to advise on the completion of the parking system plan; coordinate with relevant units to apply technology in the management and operation of static traffic; and propose a mechanism for the socialization of investment in parking lots...
