Accordingly, the Minister of Construction assigned ACV the responsibility of organizing the preparation of the feasibility study report for phase 2 of the Long Thanh airport project . This could include studying the phased investment in facilities to meet operational needs.
ACV is responsible for allocating sufficient capital to implement the investment projects in phase 2 of Long Thanh Airport, ensuring the required quality, progress, and investment efficiency of the projects; and preserving and developing state capital in the enterprise.
According to a decision by the Minister of Construction, the technical infrastructure projects ensuring flight operations at Long Thanh Airport in phase 2 will be assigned to the Vietnam Air Traffic Management Corporation for investment.
The Minister of Construction requested ACV to closely coordinate with the Vietnam Air Traffic Management Corporation in the process of preparing for investment in the second phase of Long Thanh Airport projects.
Previously, in early December 2025, ACV submitted a proposal to the Ministry of Construction suggesting that the company be assigned as the investor for phase 2 of the Long Thanh airport project, given its existing human resources and machinery currently being used in phase 1.
ACV's proposal is based on the concluding statement of General Secretary To Lam regarding his visit and working session with agencies and units at the Long Thanh airport construction site, issued by the Office of the Central Committee of the Communist Party of Vietnam on November 17, 2025.
The announcement stated: preparations are underway to expedite the implementation of phase 2, which involves investing in a second runway and terminal, utilizing existing machinery and resources to quickly increase Long Thanh Airport's capacity to 50 million passengers per year and 1.5 million tons of cargo per year.
According to ACV, Tan Son Nhat Airport is projected to have approximately 42 million passengers in 2025, including 18 million international and 24 million domestic passengers. With the plan to transfer 80% of international and 20% of domestic passengers from Tan Son Nhat Airport to Long Thanh Airport, Long Thanh Airport will serve 17-18 million passengers per year upon its opening.
Thus, after only 2 to 3 years of operation, Long Thanh Airport will reach its phase 1 design capacity of 25 million passengers per year.
Therefore, preparing for investment in phase 2, with the goal of increasing Long Thanh airport's capacity to 50 million passengers and 1.5 million tons of cargo per year immediately after the completion of phase 1 in 2025-2026, is extremely important and in line with practical demands.
If we can leverage the existing workforce, machinery, and equipment of contractors who have been and are currently constructing Long Thanh Airport to begin phase 2 immediately after the completion of phase 1 in December 2025 (dry season 2025-2026), we can save a significant amount of time and costs in mobilizing personnel and machinery; and utilize the processes and lessons learned from phase 1.
This improves quality, shortens construction time, and increases investment efficiency.
ACV has balanced the investment capital for phase 2 of Long Thanh airport.
ACV stated that in preparation for the second phase of investment at Long Thanh Airport, the company has prepared a feasible capital allocation plan.
With the third runway requiring an investment of approximately 13,000 billion VND, ACV essentially has sufficient capital to invest directly from its after-tax profits in 2024 and 2025, without needing a government guarantee.
For the second passenger terminal and other synchronized construction items in phase 2, with a total estimated investment of VND 80,000 billion, ACV plans to invest using its own capital and borrowed funds.
The Minister of Construction has requested that each component of Long Thanh Airport meet standards in terms of quality, technology, and aesthetics, befitting a modern, environmentally friendly international airport that meets "5-star" standards.
