On August 1, speaking with Thanh Nien Newspaper reporter, Mr. Dau Thanh Tung, Vice Chairman of Thanh Hoa Provincial People's Committee, said that the Provincial People's Committee has just decided to assign teacher training quotas to Hong Duc University and Thanh Hoa University of Culture - Sports - Tourism (both under Thanh Hoa Provincial People's Committee) so that the schools can organize enrollment according to regulations.
Hong Duc University and Thanh Hoa University of Culture, Sports and Tourism have been assigned teacher training targets for 2023.
Mr. Tung said that the total number of teacher training quotas of the two universities above is 200. Of which, Hong Duc University is assigned 135 quotas; Thanh Hoa University of Culture, Sports and Tourism is assigned 65 quotas.
According to Mr. Tung, the teacher training target this year (2023) focuses on a number of levels and sectors that lack many teachers such as: preschool teachers, primary school teachers, and teachers of some gifted subjects.
The issue of assigning teacher training quotas to the two universities above has attracted public attention, when thousands of candidates registered for teacher training by the deadline (5 p.m. on July 30), the schools suddenly announced a temporary suspension of teacher training enrollment due to not having been assigned quotas.
Specifically, on July 28, Thanh Hoa School of Culture, Sports and Tourism announced an adjustment to the school's admission wishes for the teacher training group. The reason is that as of July 28, the school has not yet been assigned teacher training quotas by the Thanh Hoa Provincial People's Committee for 2023.
Therefore, Thanh Hoa University of Culture, Sports and Tourism has informed candidates to consider transferring their admission wishes for the pedagogical major to other training institutions, or to majors that are not in the pedagogical major of the school. When the Thanh Hoa Provincial People's Committee assigns quotas, the school will notify candidates for additional admission consideration.
Similarly, on July 29, Hong Duc University also announced an adjustment to the registration for teacher training because the Thanh Hoa Provincial People's Committee had not yet allocated training expenses.
After the above universities announced to adjust their registration wishes, on July 31, the Department of Education and Training of Thanh Hoa and the Department of Finance of Thanh Hoa met to discuss and agreed to advise the People's Committee of Thanh Hoa province to assign enrollment targets for the pedagogical sector with a number of 200 targets and was approved by the People's Committee of Thanh Hoa province.
According to the reporter's investigation, the reason for the delay in assigning training quotas for the pedagogical sector is due to problems in arranging training funding.
In addition, the above universities are public universities, under the Thanh Hoa Provincial People's Committee. Therefore, pedagogical students will be supported with tuition fees and living expenses according to Decree 116 of 2020 of the Government.
According to Decree 116, a student majoring in education will receive support of about more than 4 million VND/person/month. To train 200 newly assigned targets, Thanh Hoa province will have to spend about 10 billion VND/year from the budget.
