After merging administrative boundaries with Long An province (old), Tay Ninh Education sector is facing new opportunities and challenges, requiring determination, effort and creativity to successfully complete the dual task: both stabilizing the organization and improving the quality of teaching and learning.
Impressive results and lessons learned
After the merger, the scale of Tay Ninh education network was expanded to 1,024 educational institutions and 573,364 students at all levels. Despite facing many challenges such as a shortage of more than 2,481 teachers and 349 staff, the sector has proactively overcome difficulties, synchronously deployed solutions and achieved many positive results.
The overall quality of education has been improved, especially in the implementation of the new program. The sector has focused on directing the implementation of the 2018 General Education Program, especially for the final grades of grades 5, 9 and 12. The innovation of teaching, testing and assessment methods towards developing students' qualities and abilities has been promoted.
Educational institutions have proactively developed flexible school education plans that are suitable for reality. The quality of preschool education is focused on with 100% of facilities ensuring physical and mental safety for children; the rate of underweight and stunted children has decreased significantly. The results of the national excellent student competition have made progress with 61 awards, showing the right investment in key education.
The work of ensuring equity in education has achieved many outstanding results. The province has firmly maintained the results of universalizing preschool education for 5-year-old children, achieving universal primary education level 3, secondary education level 2 and eliminating illiteracy level 2.
Support policies for students from ethnic minority areas, disadvantaged areas, workers' children and people with disabilities have been implemented promptly and effectively. Typically, 5,558 children of workers are supported with 160,000 VND/month and 308 private kindergarten teachers in industrial parks are supported with 800,000 VND/month.
In addition, the Department focuses on developing staff and investing in facilities. Faced with a shortage of teachers, the province has issued resolutions on policies to attract, support, and motivate teachers. The work of training and upgrading teachers' standards to meet the requirements of the 2018 General Education Program is regularly implemented.
The sector has advised the Provincial People's Committee to approve an investment plan to build 460 classrooms with a total cost of more than VND 454 billion in the 2023-2025 period, effectively using capital sources from the National Target Program to solidify schools and purchase equipment.
Digital transformation and administrative reform have been comprehensively promoted, with 100% of administrative procedures provided online. The industry database system has been completed, connected to national data, effectively serving management work. The deployment of digital student records, learning material warehouses, and school management software has been changing the face of education administration in a modern and transparent direction.
In addition to the achievements, the Education sector of Tay Ninh province still has some shortcomings such as: the quality of foreign language teaching is not uniform, the implementation of financial autonomy in public schools is still limited, some places still lack classrooms and subject teachers to organize 2 sessions/day. These are lessons learned for the sector to continue to have fundamental and breakthrough solutions in the next phase.
Breakthrough directions and solutions
Promoting the achieved results, in the 2025-2026 school year, according to Mr. Nguyen Quang Thai - Director of the Department of Education and Training of Tay Ninh province, the Tay Ninh Education sector has determined the motto of action as solidarity, discipline, creativity, continuing to innovate, improving the quality of education and training. From there, the provincial Education sector will focus on key, breakthrough tasks and solutions.
Firstly, continue to effectively implement the 2018 General Education Program and improve the quality of comprehensive education. The sector will strengthen supervision and support schools in effectively implementing active teaching methods, testing and assessment according to the orientation of capacity development; promote STEM education, career guidance and student streaming. In particular, focus on improving the quality of foreign language teaching and learning, and research the roadmap to make English a second language.
Second, focus on developing the team of teachers and educational administrators. The sector will continue to advise on policies to attract and retain teachers, and completely resolve the teacher shortage.
At the same time, regular training will be enhanced to improve professional and technical capacity to meet the requirements of innovation. Appointments, salary arrangements, and promotions of professional titles will be carried out promptly and in accordance with regulations, creating motivation for the team.
Third, promote digital transformation and modernize facilities. Continue to improve and effectively exploit industry databases, synchronously deploy digital transcripts at all levels. Increase investment in modern teaching equipment, build smart schools, and standard subject classrooms. Strive to effectively implement the Project to ensure facilities, eliminate temporary classrooms, and degraded classrooms.
Fourth, enhance the effectiveness and efficiency of management. The sector will continue to review and streamline the network of schools and classes to be compact and efficient; promote decentralization of management, and grant autonomy and self-responsibility to educational institutions. Inspection and examination work will be strengthened to ensure discipline and order and strictly handle violations.
Fifth, promote emulation movements and communication work. Emulation movements such as "Innovation and creativity in management, teaching and learning" will be widely and substantially deployed. Communication work will be focused on creating social consensus, spreading good examples and good models, and promptly handling sensitive issues.
