Based on information gathered from local Party committees and authorities, and through on-site surveys, the unit has observed that many middle-aged and elderly people, as well as children from ethnic minority groups in villages, still face difficulties in receiving information and propaganda content due to their limited proficiency in Vietnamese communication, reading, and writing.

Through field exercises and community outreach activities in Quang Duc commune, Quang Ninh province, Regiment 43 has developed and implemented a model of "Vietnamese language training for ethnic minority communities." Lieutenant Colonel Tran Van Huong, Deputy Political Commissar of Regiment 43, said: "The Party Committee and the Regiment's command have identified this as an important and practical task. We focus on organizing training in ethnic languages for officers and soldiers; selecting and assigning comrades capable of communicating in ethnic languages to participate in community outreach teams."
In addition, the unit's political and staff agencies proactively coordinate with local Party committees, authorities, and functional agencies, schools, village elders, and community leaders to organize gift-giving (school bags, pens, notebooks, books) to encourage students from disadvantaged backgrounds to excel in their studies. Working groups mobilize and educate families to create opportunities for the elderly and children who are not yet proficient in reading and writing Vietnamese to attend village cultural centers for learning. The soldiers persistently go "door to door," disseminating the Party and State's policies, guidelines, and laws while simultaneously teaching the villagers to read, write, and practice daily communication.
Ms. Phoong Nhi Mui, a Thanh Y Dao woman from Po Hen village, is nearly 60 years old but always actively participates in all the classes organized by the soldiers. Ms. Mui confided: "Before, whenever the soldiers came down to the village to help the people with many things, the villagers appreciated them and wanted to talk to them, but were hesitant because they weren't fluent in Vietnamese. Now, the officers and soldiers of Regiment 43 have come down to teach us to read and write, and gradually we can communicate with the soldiers more and understand what they say. Not only that, thanks to my diligent learning, I can now read news in newspapers and propaganda leaflets, which makes me very happy."
From 2023 to the present, Regiment 43 has organized more than 30 intensive reading and writing practice sessions and hundreds of tutoring sessions at home. The "Vietnamese Language Training for Ethnic Minority Communities" model has received the support and cooperation of local Party committees, authorities, departments, and organizations, and has been replicated in many villages and hamlets in diverse forms suitable to the conditions of each area.
These simple classes in the villages have opened doors to knowledge for ethnic minority people, helping them confidently access information, raise awareness, and work together to build their homeland. This is also how the officers and soldiers of Regiment 43 sow the seeds of literacy, nurturing the people's trust in the Party, the State, and the Army.
