
The police in Thach Binh commune are disseminating legal information to delinquent youths.
The model, implemented by the commune police in September 2025, aims to support and rehabilitate local youth exhibiting deviant behavior. Accordingly, the commune police, in coordination with the commune's Youth Union and schools, reviewed and compiled a list of 37 delinquent youths for management and education . These are primarily individuals who frequently skip school, gather late at night, violate traffic safety regulations, and are at risk of falling into social vices or breaking the law.
The distinguishing feature of this model is that instead of making calls, giving reminders, or handling administrative matters, the commune police assign neighborhood police officers and crime prevention teams to directly meet with, listen to, and understand the causes, family circumstances, and psychology of each child in order to develop appropriate educational methods. This creates a close relationship, helping the children feel the care and support of the police force instead of feeling ashamed or defensive.
Major Cao Anh Huy, Head of Thach Binh Commune Police, shared: "The children are not inherently bad; many cases of delinquency are simply due to a lack of attention, guidance, or the influence of their surroundings. The important thing is to help them feel that they are still trusted and still have a chance to reform."
Accordingly, one of the highlights of the model is involving children in volunteer activities, helping disadvantaged people in the community. Seemingly small actions such as cleaning village roads and alleys, helping elderly people living alone, and assisting families of war heroes... bring about a significant change in the thinking of many children. From feelings of inferiority and indifference, many children begin to feel the joy of being trusted, of doing something useful, of thinking positively, of sharing, of caring for the community, and of living responsibly towards themselves, their families, and society.
Quach Van T., a student who dropped out of school and fell into delinquency due to difficult family circumstances and lack of parental attention, shared: “Before, I only thought about living for myself, doing whatever I liked. But when I participated in helping families in difficult circumstances, I felt more useful, loved my parents more, and wanted to change.”
Mr. Bui Cong Hop, an elderly man living alone in Tan Son village who contributed to the revolution, regularly receives assistance from the children under the model's management in cleaning and rearranging his living space. He shared: "Seeing these children, who used to be playful, now show care and help the elderly, makes me happy. If properly educated, they will grow up to be mature."
Alongside community activities, the Thach Binh Commune Police also focuses on disseminating legal information to students, covering topics such as drug prevention, school violence, traffic safety, social media usage skills, and behavior control. In particular, the "Legal Scenario Experience" model helps students directly analyze hypothetical cases, understanding the consequences of violations instead of approaching the law through dry theory. After each session, students write reflections, examining their own behavior, thereby developing a sense of self-improvement, not disregarding the law, considering their actions carefully, and avoiding deviant behaviors.
Trinh Minh D., who had repeatedly skipped school, associated with bad company, and violated traffic laws due to his family's indulgence and lack of supervision, has shown significant change after attending several law classes. Trinh Minh D. confided: "After meeting with the police officers, receiving their advice and encouragement, I realized that if I continued to skip school and associate with bad company, it would cause suffering to my parents and negatively impact myself. Now I want to try harder in my studies and live more responsibly so that my parents can have peace of mind."
According to Mr. Le Cong Thanh, Chairman of the People's Committee of Thach Binh commune, this model is an innovative approach that ensures security and order, prevents crime early and proactively, and contributes to building a safe and healthy living environment for young people. Many young people under the model's management have shown significant changes in their awareness and behavior, becoming more obedient and more active in their studies. In fact, after only a short period of implementation, many young people have shown positive changes, learning to distinguish right from wrong and staying away from vices. As of the first quarter of 2026, 24 out of 37 cases have been removed from the list of young people, with the remainder still under monitoring and education.
"One good deed - one change" is not simply a way of managing the school's resources, but a journey of restoring trust, giving opportunities for children to gradually avoid mistakes and move towards a more positive life.
