Fostering Vietnam - Russian Federation friendship
Speaking at the signing ceremony, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy emphasized that the signing ceremony of the Memorandum of Understanding on cooperation between the President Ho Chi Minh Relic Site at the Presidential Palace and Saint Petersburg State University is an important event in the process of enhancing cultural, educational and research cooperation between Vietnam and the Russian Federation.
Over the years, the Ho Chi Minh Relic Site at the Presidential Palace and Saint Petersburg State University have both undertaken the mission of preserving, researching, promoting and disseminating cultural and historical values, especially the values of Ho Chi Minh’s ideology, ethics and style. The persistent efforts of the two units have actively contributed to enhancing understanding, people-to-people exchange and promoting friendly relations between the two countries.
The signing of the Memorandum of Understanding on cooperation for the 2025 - 2030 period marks a new step in the development of the cooperative relationship between the two units; at the same time, it concretizes the important orientations of the Cultural Cooperation Program between the Ministry of Culture, Sports and Tourism (Vietnam) and the Ministry of Culture of the Russian Federation, signed on January 14, 2025.
The Memorandum of Understanding opens up many opportunities for both sides to promote heritage conservation, enhance scientific research, expand professional and academic exchanges, and promote the unique cultural values of each nation.

Deputy Minister Trinh Thi Thuy said that the leaders of the Ministry of Culture, Sports and Tourism highly appreciated the initiative, sense of responsibility and efforts of the President Ho Chi Minh Relic Site at the Presidential Palace; and at the same time acknowledged the active cooperation and goodwill of Saint Petersburg State University in the process of preparing and building the content of this cooperation agreement.
“The Ministry of Culture, Sports and Tourism will always accompany and create favorable conditions for the two units to effectively implement the agreed cooperation contents; at the same time, encourage the expansion of professional exchange activities, research, academic exchanges and knowledge sharing, contributing to improving the quality of each side's activities, in accordance with the characteristics and strengths of each unit,” Deputy Minister Trinh Thi Thuy affirmed.
The Deputy Minister believes that the Memorandum of Understanding on Cooperation for the 2025-2030 period will become an important foundation for many practical and effective cooperation programs; thereby spreading more deeply the everlasting values of Ho Chi Minh's legacy, while continuing to foster the traditional friendship between Vietnam and the Russian Federation.
Preserving and widely spreading the values of Ho Chi Minh's heritage
Speaking at the ceremony, Director of the President Ho Chi Minh Relic Site at the Presidential Palace Le Thi Phuong said that during the 15 years of living and working at the Presidential Palace, President Ho Chi Minh had many diplomatic activities promoting international solidarity and friendship.

In order to continue to preserve and promote the value of the heritage that he left behind, today, for the first time after 10 years of building a cooperative relationship between Saint Petersburg State University and the Presidential Palace Relic Site, the two units agreed to sign a Memorandum of Understanding on cooperation for the period 2025 - 2030.
This event is both a meaningful activity to celebrate a decade of connection and an important milestone opening up a deep cooperative relationship between the two units.
Founded in 1724, Saint Petersburg State University is home to the first and only Ho Chi Minh Institute outside of Vietnam, a world-class scientific, educational, training and cultural center. With its combination of tradition and innovation, the university has affirmed its position as Russia's leading specialist center.
The Presidential Palace Relic Site is a special National Relic, a place that crystallizes the spirit of the nation, preserving the mark of President Ho Chi Minh - a great man who devoted his whole life to the independence, freedom and happiness of the people.
The stilt house in the Presidential Palace has become a symbol of the nation, people and international solidarity. This place helps us understand why President Ho Chi Minh is not only the pride of the Vietnamese people but also admired and respected by the whole world.

“The two units met through common strengths in scientific research and international cooperation, but perhaps above all, first and foremost, they met through affection and respect for the life, career, ideology, morality, and style of Ho Chi Minh and the Vietnam-Soviet friendship that he worked so hard to build,” Ms. Le Thi Phuong emphasized.
The Director of the President Ho Chi Minh Relic Site at the Presidential Palace affirmed that the Memorandum of Understanding on cooperation will open a new phase in the cooperative relationship between the Presidential Palace Relic Site and Saint Petersburg State University.

A place to spread cultural values
This Memorandum of Understanding has dual value, both contributing to honoring President Ho Chi Minh on a world scale and promoting international cooperation in scientific research between the two units.
The Memorandum of Understanding aims to jointly create international academic products, contributing to clarifying the stature of the Vietnamese National Liberation Hero and Outstanding Cultural Man Ho Chi Minh in an objective and scientific manner.
At the same time, continue to affirm the depth of value in honoring President Ho Chi Minh abroad according to Conclusion No. 85-KL/TW dated August 19, 2020 of the Secretariat and the Cultural Cooperation Program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of the Russian Federation for the period 2025-2027.

“Vietnam - Ho Chi Minh has become an inseparable symbol and the special National Monument of President Ho Chi Minh at the Presidential Palace is an indispensable part, making that symbol even more vivid and familiar.
We believe that the Memorandum of Understanding on cooperation for the 2025-2030 period between the Presidential Palace Relic Site and Saint Petersburg State University will make an important contribution to preserving and further spreading the values of Ho Chi Minh's heritage, while strengthening the traditional friendship between Vietnam and the Russian Federation in the context of international cultural and scientific cooperation," Ms. Le Thi Phuong expressed.

In the Memorandum of Understanding, the two sides agreed on key contents such as: Coordinating the organization of scientific events and important commemorative activities of the two countries, especially days related to President Ho Chi Minh;
Support internship program for students of Saint Petersburg State University at the Presidential Palace Relic Site; Coordinate collection of artifacts, documents, folders and information related to Ho Chi Minh heritage and Vietnam - Russia relations;
Organize communication activities, strengthen scientific research cooperation, invite experts to participate in seminars, talks, and exhibitions of both sides; coordinate the publication and exchange of new publications on President Ho Chi Minh and the history of relations between the two countries; participate in international forums of mutual interest, thereby expanding the space for cooperation.
