On February 12-13, the Center for Vietnamese and ASEAN Studies, Russian Academy of Sciences, organized the international conference "Vietnam: Memorable Milestones in 2026," attracting a large number of Vietnamese scholars in Russia as well as Vietnamese scholars to discuss and thoroughly analyze the achievements of the 14th National Congress of the Communist Party of Vietnam , thereby drafting and developing reference materials and advising on practical solutions.
The conference attracted a large number of participants, with nearly 50 papers presented across seven thematic sessions, a youth session, and a plenary session.
In his welcoming remarks, Ambassador Dang Minh Khoi emphasized that the conference was organized in a timely manner and attracted the most prestigious speakers, with a large number of guests attending both in person and online, clearly demonstrating the deep interest and enduring affection of Russian scholars for Vietnam and the Communist Party of Vietnam.
The Ambassador concisely summarized the most outstanding results of the 14th National Congress of the Party. This Congress not only holds historical significance but also features many innovative and groundbreaking aspects, opening a new historical phase in Vietnam's development and shaping the country's path in a changing global context.
The Congress adopted specific national development goals for 2030 and 2045, while also outlining a long-term strategic vision (the next 100 years).
In foreign policy, the 14th National Congress of the Communist Party of Vietnam clearly defined foreign policy and international integration, along with national defense and security, as crucial and ongoing tasks. For the first time, documents of the Communist Party of Vietnam emphasized strengthening foreign policy and international integration, closely linked to ensuring national security and defense, as a top priority. This reflects a new shift in the Party's strategic thinking.
The 14th National Congress reaffirmed Vietnam's firm and consistent foreign policy based on independence, self-reliance, peaceful development, friendship and cooperation, steadfastly pursuing a policy of multilateral and diversified relations, while actively and proactively integrating into the international community.
Just one day after the Congress, Russian President Vladimir Putin telephoned to congratulate the leaders and people of Vietnam, and to congratulate Comrade To Lam on his re-election as General Secretary.
The President of the Russian Federation affirmed that Russia will continue to cooperate closely with Vietnam to comprehensively strengthen bilateral relations for the benefit of the people of both countries and to ensure stability and security in the Asia-Pacific region.
For his part, General Secretary To Lam affirmed that Vietnam has always considered and will continue to consider Russia as one of its most important and reliable strategic partners. He expressed a strong desire to further develop friendly relations and cooperation with Russia in the spirit of a Comprehensive Strategic Partnership.
The leaders of both countries expressed their readiness for a constructive and open dialogue based on mutual understanding and respect to elevate cooperation to a new qualitative level in both traditional and emerging fields.
On that basis, Ambassador Dang Minh Khoi hopes and encourages the scientific community to continue developing specific policy recommendations to further strengthen and develop the Comprehensive Strategic Partnership between Vietnam and Russia, contributing to the development and prosperity of the two countries as well as the happiness of their people.
Most of the presentations at the Conference focused on the new, outstanding, and impactful points in the Congress document. As Sergey Uyanaev, Deputy Director of the Institute for Contemporary China and Asia Studies, noted, the grand systemic goal is to elevate Vietnam to the position of a leading high-tech power, ensuring Vietnam's self-reliance, based on the principle of self-sufficiency.
This is crucial in the context of the foreign policy that Vietnamese leaders have pursued for many years. It involves ensuring the sustainability of foreign policy, remaining faithful to its principles, while also ensuring flexibility. The 14th National Congress also put forward a program capable of ensuring a qualitative leap in economic development.

Professor Dr. Vladimir Mazyrin, Director of the Center for Vietnamese and ASEAN Studies, Russian Academy of Sciences, assessed that the conference attracted unusually high attention compared to previous conferences. The number of registered speakers was almost double, and many speakers were participating for the first time. Clearly, the topic of the 14th Congress is attracting the attention of the academic community in Russia.
From an economist's perspective, Dr. Mazyrin focuses most on the long-term vision, on how Vietnam defines its long-term goals to elevate itself to a completely different level of development.
He pointed out that if Vietnam reached the level of highly developed countries within just 20 years, it would be among the top 20 global economies by GDP, and its prestige and influence in the world would undoubtedly increase even further. One aspect that he considered particularly noteworthy for researchers was how Vietnam maintains its foreign policy balance.

Dr. Anton Bredikhin, a historian from the Russian Academy of Sciences, is optimistic about future Russia-Vietnam relations. He believes that implementing the results of the 14th National Congress will create a promising new step forward in relations between the two countries. Vietnam today has chosen a clear strategy to become a regional power.
He expressed confidence that Russia would support and assist Vietnam in playing a leading role in promoting strong multilateralism and regionalism. He also expected this conference to lead to the development of new methods and solutions that could be more widely applied, including at the government level in both countries, contributing to the Vietnam-Russia Comprehensive Strategic Partnership.
