In the era of information explosion, ensuring that authentic and oriented content reaches the people, especially ethnic minorities, is of great importance. This task has been quietly carried out by the team of information and communication officers and staff at the grassroots level through maintaining the operation of loudspeaker clusters in the communes.

In the era of information explosion, ensuring that authentic and oriented content reaches the people, especially ethnic minorities, is of great importance. This task has been quietly carried out by the team of information and communication officers and employees at the grassroots level through maintaining the operation of loudspeaker clusters in the communes.

Connecting information circuit

According to the pre-arranged schedule, early in the morning we followed the working group of the Cultural, Sports and Communication Center of Bao Yen area to repair and replace the loudspeaker cluster in Nam Dau village, Nghia Do commune, this is the most difficult commune in the old Bao Yen district.

Mr. Le Thanh Hung, the center's technical manager, carefully arranged the equipment on the vehicle and checked it thoroughly because if we were to travel to a far away area and were missing equipment, we would not have time to return to get it. After nearly two hours, we arrived at Nam Dau village, where the villagers left their homes to start farming.

After the flood, the road leading to the village cultural house was eroded, so the group split up, some holding loudspeakers, some holding antennas and transmitters, and walked another 2 kilometers.

Seeing us, Ms. Dang Ngoc Linh, a villager, was happy because the loudspeaker had been broken for several days and she was afraid that no one would come to fix it. Ms. Linh said: “My house is near the cultural house, so I often listen to information from the loudspeaker. Listening to official information from the Voice of Vietnam , the radio program of Lao Cai Province Newspaper and Radio and Television, I know a lot of current information, grasp the situation of the country, and believe in the Party's policies.

In addition, listening to the radio also helps me learn from other rural areas’ experiences in economic development. The radio is very convenient because I can work and listen to the news at the same time.”

Mr. Hung said: “The loudspeaker cluster in Nam Dau is an old-style loudspeaker system that was installed a long time ago, so it often malfunctions. Currently, the new generation of loudspeakers has applied more modern technology, is compactly designed, and operates better.”

While talking, he installed and adjusted the new equipment system, found a suitable installation location, then connected it to the loudspeaker hanging on a high pole at the top of the cultural house. After the "sizzling" sounds of the signal, the questioning voice of the National Assembly representative from Dien Hong hall during the ongoing National Assembly session resounded clearly in the mountains and forests of Nam Dau. The people cheered happily, making the brothers in the group happy too.

After finishing the work in Nam Dau, we packed up and continued on to the next speaker clusters in Thac Xa, Nam Phay, Nam Bat, Can Chai...

Directly checking and replacing equipment, Mr. Pham Trong Hieu - Deputy Director of the Bao Yen Regional Culture, Sports and Communication Center shared: "The equipment installed for this loudspeaker cluster is all specialized equipment, so when there is a problem, it is very difficult to find a repair unit or if there is, they also quote a price that the communes cannot afford. Therefore, after organizing according to the two-level local government model, although there is no coordination regulation between the center and the communes in the area, we still support the communes to repair, replace and install new loudspeaker clusters so that the information flow of the Party and State's policies and guidelines is always smooth."

The Silent People

Loudspeaker clusters have long been a bridge connecting information between the Party, the State and the people. Through regularly broadcast news, economic and social contents, guidelines, policies and strategies of the Party and the State reach people in remote areas, where radio, television or internet waves are still limited. In particular, news also helps people promptly update official news, effectively preventing the risk of bad and toxic information infiltrating into life.

Mr. Do Van Luu - Chairman of Nghia Do Commune People's Committee said: "The loudspeaker clusters play an important role in informing the Party's and State's policies and local regulations. Especially, with the new commune area after the merger being very large, the loudspeaker cluster system has been very helpful in disseminating and propagating new policies and regulations to the people. The local government regularly coordinates with the center to ensure the system operates effectively, serving the people's lives well.

In the old Bao Yen district, there are nearly 400 loudspeaker clusters. The loudspeaker clusters are widely arranged, from the center to the remote villages. To ensure the system always operates well, the staff of the Center for Culture, Sports and Communication has made efforts, regardless of rain or shine or difficult terrain. Sometimes, to reach a broken loudspeaker cluster, the technical staff have to walk for hours. Each time the repair is completed, seeing the loudspeaker cluster working again, emitting sounds that echo through the village, they feel that their hard work is well rewarded.

Mr. Pham Trong Hieu said: “The roads are difficult to travel due to frequent floods and landslides. The loudspeaker clusters have been in operation for a long time, and due to the effects of weather and natural disasters, a large number of them are damaged, making the work more difficult. Seeing people excited when the damaged loudspeaker clusters are repaired, we are also happy.”

In the context of the unstable organizational model of the Regional Center for Culture, Sports and Communication, the staff here always maintain a high sense of responsibility and enthusiasm for their work. Their silent work has contributed significantly to maintaining a smooth flow of information.
