Presenting the Draft report summarizing the work of preventing and combating corruption, waste and negativity for the 2020 - 2025 term, comrade Nguyen Quang Truong stated: The Party Committees of the Central Party agencies have focused on leading and directing Party organizations within the Party Committee to resolutely and comprehensively deploy the work of preventing and combating corruption, waste and negativity. The Party Committees directly under the Party Committees of the Central Party agencies have issued plans to direct the work of preventing and combating corruption, waste and negativity annually and throughout the term. The outstanding new point is that the work of preventing and combating corruption, waste and negativity has been closely linked with the implementation of the Resolution of the 12th Central Committee, Session 4, on Party building and rectification, preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.

In the 2020 - 2025 term, the Party Committees of the Central Party agencies have focused on leading and directing Party organizations within the Party Committee to resolutely and comprehensively implement the work of preventing and combating corruption, waste, and negativity. The subordinate Party Committees have issued plans to direct the work of preventing and combating corruption, waste, and negativity annually and throughout the term. In particular, the Party Committees of the agencies advising on the work of preventing and combating corruption, waste, and negativity within the Party Committee have done a good job of advising the Central Steering Committee on preventing and combating corruption, waste, and negativity, the Central Executive Committee, the Politburo , and the Secretariat on building institutions on preventing and combating corruption, waste, and negativity with strong progress, increasingly perfected and synchronized, gradually forming a strict prevention mechanism to make corruption and negativity "impossible".

Party organizations within the Party Committee have led and directed the review and completion of internal regulations and rules on financial management, public assets, investment, and personnel work, in order to strictly control power, ensure publicity, transparency, and accountability; and strictly implement Party regulations on exemplary responsibility, especially for leaders, managers, and heads.

Eight delegates representing the Party Committees under the Party Committees gave speeches, analyzed, exchanged and shared experiences in leadership, direction and implementation, supplemented and completed the draft report; at the same time proposed and recommended a number of tasks and solutions to further improve the work of preventing and combating corruption, waste and negativity in the coming time.

Speaking at the conference, comrade Dang Van Dung, Deputy Head of the Central Internal Affairs Commission, acknowledged and highly appreciated the results achieved in the work of preventing and combating corruption, waste and negativity of the Party Committees of Central Party agencies for the 2020-2025 term.

Conveying the guiding viewpoints and requirements of General Secretary To Lam on the work of preventing and combating corruption, waste and negativity, comrade Dang Van Dung requested the Party Committees of the Central Party agencies to continue to strengthen information and propaganda work, improve the culture of integrity, consolidate people's trust, and at the same time review and improve institutions, increase publicity and transparency, ensure the four no's of "cannot, dare not, need not, do not want" corruption; strictly carry out the responsibility of setting an example, continue to promote inspection, supervision, and strictly handle violations, while ensuring humanity. At the same time, strengthen leadership, direction, and consultation to speed up the handling of backlogged and prolonged cases and projects, and avoid delays, losses, and waste of resources.

He pointed out new points in the work of preventing and combating corruption, waste, and negativity during the 13th Congress term. He emphasized new steps in thinking and awareness, expanding the scope of preventing and combating corruption with preventing and combating waste and negativity; considering preventing and combating waste as equivalent and on par with preventing and combating corruption and negativity; expanding and strictly handling violations...

The work of detecting and handling corruption, waste and negativity has been carried out resolutely and synchronously between Party discipline enforcement, administrative discipline, union discipline and criminal handling; strictly handling incumbent and retired officials, officials at all levels... According to the aggregated report, during the 13th Congress term, 174 officials under the Central management were disciplined, an increase of 16 times compared to the 11th Congress term (with 11 cases), an increase of 1.5 times compared to the 12th Congress (with 113 cases)...

Concluding the conference, Comrade Nguyen Long Hai, alternate member of the Party Central Committee, Standing Deputy Secretary of the Party Committees of the Central Party agencies, proposed that in the coming time, Party committees at all levels in the Party Committees focus on leading and directing the strict implementation of the Party's guidelines and documents, State policies and laws on preventing and combating corruption, waste and negativity; continue to lead, direct and improve the quality of advisory work for the Party and State, issue directive documents according to functions, tasks and powers, close to reality, in accordance with policies, strictly maintain discipline, create a political and legal basis for the work of preventing and combating corruption, waste and negativity.

He emphasized the importance of regularly carrying out political and ideological education, building a culture of integrity, anti-corruption, anti-negativity, practicing thrift, and anti-waste among cadres and party members. At the same time, promoting the application of information technology and digital transformation will contribute practically to the work of inspection, supervision, investigation, detection, and handling of corruption, waste, and negativity.
