In addition, it is necessary to clearly define the unified management of the Government, whether the Government manages everything, or focuses on the function of exercising executive power and important tasks affecting the scope of the whole country, policy making, macro regulation, and overcoming market shortcomings.

To be successful, it requires each cadre and party member, especially the leader, to have a stronger spirit, with high political determination, unity of thought, decisive action, quick and neat but effective action and not to prolong.

Another point is that through streamlining, there will be newly established agencies and organizations or agencies and organizations that receive additional functions and tasks from agencies and organizations that must be dissolved or end operations transferred back.

These agencies and organizations must have clearly defined functions, tasks, and powers, and must design an organizational structure that meets the requirements of national governance, adapts to the market economy, and is consistent with the socialist rule of law state under the leadership of the Party. In particular, it is necessary to apply digital technology and artificial intelligence of the 4.0 scientific revolution.

This is a real revolution, because through streamlining the organizational apparatus, we need to courageously review and re-evaluate the staff and civil servants in an objective and impartial manner, in order to retain those with sufficient qualities and abilities to meet current requirements.

At the same time, reassign those who are holding positions but do not meet job requirements or remove from public service those who do not meet capacity or qualifications.

The goal of streamlining is to help the apparatus operate smoothly, even though the quantity is reduced, it still completes assigned tasks well, achieving high quality; creating the most favorable conditions for people and businesses.
