In the bustling atmosphere of preparations for the 14th National Party Congress, enthusiastic opinions from the Public Security force and young intellectuals are contributing to clarifying the national development vision, from promoting science, technology, innovation and digital transformation, to building a regular, elite and modern armed force.

Science , technology and innovation are the core driving forces of national development.

Dr. Pham Huy Hieu, Lecturer at the Institute of Computer Science and Engineering, Research Expert and Deputy Director of the VinUni Smart Health Center; Member of the Executive Board of the Global Network of Young Vietnamese Intellectuals, shared: In the draft political report, part 2, section I on limitations and weaknesses in the fields of education, science and technology, there are still some major issues that have not been fully mentioned.

Regarding education , there is still a lack of close connection between the training system and the practical needs of the labor market. Inequality in access to high-quality education still exists clearly. Higher education institutions have not really become the center of the national innovation ecosystem, and we have not yet formed real research universities, which undertake the mission of creating and disseminating knowledge, leading the development of science and technology.

In terms of science and technology, our human resources are still thin and scattered, lacking leading experts and internationally influential scientists. The mechanism for attracting and retaining talent is currently ineffective, while modern research infrastructure is limited, the connection between application and the market is not really smooth, as well as the lack of policies, especially financial and tax policies, to encourage businesses to innovate, create and develop startups.

According to Dr. Pham Huy Hieu: "In part 1, section II on viewpoints, goals and national development in the new period, the part on forecasting the world and domestic situation, according to my research, there are still some points that have not been mentioned. I propose to add the statement: Science, technology, innovation and digital transformation will become the core driving force, the strongest driving force to shape the development trajectory of the country". In the current context, the strength of the economy is no longer measured by traditional indicators such as resources, labor or cheap labor costs, but is determined by the ability to create, master and apply new knowledge, technology application skills, creativity of talented people and the speed of forming new production models.

Trends such as one-person operations and comprehensive artificial intelligence platforms have emerged and need to be considered and supplemented in the forecast of the world and domestic situation to properly reflect the rapid development of global science and technology.

Also in this section, the issue of attracting and developing talents needs to be approached more comprehensively: The slogan 'attracting and using talents' has been used for a long time, but if we look closely, this phrase only stops at two actions: Inviting and using talents. Meanwhile, a more comprehensive strategy is needed, including training, attracting, retaining and maximizing the potential of talents so that they can make sustainable contributions to the cause of building and defending the Fatherland.

In addition, Dr. Pham Huy Hieu also paid attention to the issue of environment and climate change, he said that this content in the draft needs to be updated and expanded: Currently, the new environmental criteria mainly focus on forest cover, wastewater treatment or greenhouse gas emissions. However, serious problems such as air pollution in Hanoi, Ho Chi Minh City and large cities are directly affecting people's health. At the same time, it is necessary to add content on adaptation to climate change, especially in the face of increasing storms and floods, coastal erosion, biodiversity loss, etc. These are factors that have a profound impact on economic and social development and quality of life, requiring strategic and long-term solutions.

In addition, in section 4 of the draft action program of the Party Central Committee, on building a modern national education system, on par with the region and the world, this is a large, long-term and comprehensive goal, demonstrating a very correct development aspiration. However, there are still some contents that need to be added to make this goal truly feasible and keep up with the rapid changes of the times.

Dr. Pham Huy Hieu suggested emphasizing more solutions for training and developing teachers, students, and pupils to adapt to career changes, technological trends, and new skill requirements of the global labor market. The draft document has not yet clarified the orientation of training teachers and students to adapt to technological innovation, career transitions, and global skill development trends. At the same time, it is also necessary to set goals to improve self-study capacity, lifelong learning, critical thinking, and creativity, key capacities that help learners proactively adapt, compete, and develop sustainably in the future working environment.

Along with that, regarding breakthroughs in science, technology, innovation and national digital transformation, the strategies outlined in the draft document have a broad and comprehensive vision and demonstrate the great efforts of the Party and State in orienting the development of this field. However, to improve implementation efficiency, it is necessary to consider adding specific directions on priorities and implementation roadmap.

Currently, there are many areas identified as key areas such as: Artificial Intelligence, semiconductor chips, energy, space technology, quantum technology... Therefore, it is necessary to have strategic choices and priorities based on Vietnam's potential, competitive advantages and implementation capacity in each stage. At the same time, it is necessary to clearly identify resources and coordination mechanisms to ensure feasibility in implementing key programs.

Dr. Pham Huy Hieu also emphasized the profound social impacts of new waves of technology, especially on the labor market: The rapid development of science and technology will create new labor forces, while at the same time causing many traditional occupations to be replaced, directly affecting social security and people's livelihoods.

In the draft, the section related to technology has not clarified the policies to adapt to these fluctuations, nor has it emphasized the ultimate goal of digital transformation and innovation must be towards the comprehensive development of the country and the interests of the people. Therefore, it is necessary to add content on policies to protect vulnerable groups, helping them adapt to the fluctuations brought about by technology, so that 'no one is left behind' in the development process...

Concretize the "Three Best" goal, build a regular, elite, modern force

“Through research, I found that the draft was carefully and scientifically prepared, clearly reflecting the nation's development aspirations in the era of integration and digital transformation, while also demonstrating the mindset of closely linking economic and social development with strengthening national defense and security,” said Khuat Viet Anh, a police officer of A Luoi 2 commune (Hue City Police), a model young man living beautifully in 2025.

From his practical work at the grassroots level, Mr. Khuat Viet Anh proposed three key contents to complete Section X of the draft Political Report on "Strengthening national defense and security; building a revolutionary, disciplined, elite, and modern People's Army and People's Public Security" such as: Adding content on national defense and security education for all people; clearly defining the implementation roadmap to 2030, with a vision to 2045 and including the "Three Firsts" emulation movement in official documents.

Specifically, in paragraph 2 of this section, Mr. Khuat Viet Anh proposed to add the content: "...Continue to innovate, improve the quality of national defense and security education, foster a sense of responsibility, vigilance, and consolidate a solid people's position...". According to Mr. Viet Anh, compared to the Political Report of the 13th National Congress, the draft documents of the 14th National Congress have not mentioned the content of raising awareness of national defense and security for all people, while this is the foundation of "people's position". Adding this content will emphasize the role of education, communication and political and social organizations in building awareness of national defense for all people.

Along with that, Mr. Khuat Viet Anh also proposed to build a specific roadmap in the goal of developing the People's Army and People's Public Security forces until 2030, with a vision to 2045. According to him, the Draft Political Report Drafting Committee needs to clearly define specific timelines and goals, instead of just stating general directions.

Mr. Khuat Viet Anh gave three main reasons for this proposal: First, defining the two milestones of 2030 and 2045 is consistent with the thinking, vision and strategic goals of the 14th Congress. The opening part of the draft Political Report stated that the goal of the 14th Congress is to "determine the thinking, vision, and strategic decisions so that we can firmly move forward in the new era, successfully implementing the country's development goals by 2030 when our Party celebrates its 10th anniversary (1930 - 2030); realizing the development vision by 2045, celebrating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945 - 2045)". Therefore, clearly defining these two milestones is necessary to facilitate the evaluation of results, determine responsibilities and concretize them into targets and emulation movements of the armed forces.

Second, compared with the Political Report of the 13th National Congress, the documents of the 13th National Congress clearly defined the roadmap to 2025 and 2030, creating motivation, orientation and basis for ministries, branches and localities to organize implementation. However, this draft only provides a general overview without specifying specific milestones. Third, this proposal is consistent with the implementation period of the "Three First" movement. The period of 2025 - 2030 is the key period for implementing the "Three First" emulation movement of the People's Public Security force. If the roadmap for building the force is clearly defined in the same period, it will create mutual support and unity between political goals and practical actions.

From there, Mr. Khuat Viet Anh proposed to add content about the emulation movement "Three best". Specifically, in paragraph 9, section X, he proposed to add the content: "... promote the implementation of the emulation movement "Three best: Most disciplined - Most loyal - Closest to the people" in the entire People's Public Security force...".

According to Mr. Viet Anh, this proposal is completely in line with the Party's orientation. General Secretary To Lam has repeatedly emphasized the need to build a People's Public Security force that is "both red and professional", taking "discipline, loyalty, and closeness to the people" as ethical standards. Institutionalizing this ideology in the Political Report will create a solid political foundation for implementing the movement throughout the force.

In addition, the proposal also ensures the rationality in the structure of the Political Report. The draft currently uses many slogans and mottos with pervasive power such as "Ministry of excellence, province of comprehensiveness, commune of strength, close to the grassroots", "Forgetting oneself for the country, serving the people". The addition of the "Three Firsts" movement will not reduce the solemnity but will increase persuasiveness, demonstrating the spirit of innovation and modernization.

In particular, it increases the spread and motivation for action. When the slogan "Three Firsts" is included in the Congress documents, it will arouse the spirit of competition and training of cadres and soldiers, especially the young generation, towards the standard "Discipline is the foundation - Loyalty is the core - Closeness to the people is the measure", contributing to the goal of building a "regular, elite, modern" People's Public Security force...

“The youth of the People's Public Security today live, work and contribute in the period of innovation, in the era of the country's strong development. We clearly understand that we contribute to the Party and the People not only through the task of maintaining security and order, but also through our intelligence, mettle and sense of responsibility in building the Party's guidelines and policies... With firm belief in the Party's leadership, I believe that the 14th Congress will be a great success, opening a period of strong development, prosperity, safety and happiness for the country and the People", Mr. Khuat Viet Anh emphasized.
