In this context, political and ideological work continues to affirm its crucial role in consolidating confidence, ensuring political and social stability, and unifying understanding and action throughout the Party and the people. With its role of "leading the way," this work is creating a solid spiritual foundation for implementing the Party's strategic decisions in the new era.

When ideological work faces unprecedented challenges

The period from 2021 to 2025 presents political and ideological work with unprecedented challenges as the global and regional situations are volatile and unpredictable, with increasing instability both in the physical and cyberspace, directly impacting social thought, psychology, and beliefs. Domestically, the need for strong reforms in the development model, organizational restructuring, administrative boundary adjustments, and the implementation of many major policies with far-reaching impacts on people's lives places very high demands on maintaining ideological stability and creating social unity.

In this context, propaganda and mass mobilization work has clearly demonstrated its strategic advisory role, proactively providing direction, promptly explaining, persuading, and resolving concerns, making an important contribution to maintaining political and social stability and consolidating "the people's support."

A particularly significant milestone is the merger of the Propaganda Department and the Mass Mobilization Department at all levels in 2025, forming a unified, streamlined, effective, and efficient entity. This is not merely a change in organizational structure, but a fundamental shift in thinking and methods of conducting political and ideological work, more closely linking ideological work with mass mobilization, and connecting "explaining things to the people so they understand" with "doing things that earn the people's trust and participation." The merged apparatus will quickly stabilize, ensuring smooth leadership and guidance, especially at the grassroots level—where people directly interact with and address their specific issues.

Along with organizational restructuring, the content and methods of conducting political and ideological work continue to be reformed in a substantive and effective direction. The focus is no longer on one-way communication, but has shifted strongly towards dialogue, persuasion, and clarifying the political basis, practical realities, and long-term interests of each policy and decision. The fact that nearly 14 million opinions were solicited from the people in a short period of time for the draft documents of the 14th Party Congress demonstrates the spirit of promoting democracy, the people's companionship, and their great expectations of the Party.

This is clearly evident at the grassroots level; these major policies have been put into practice through concrete actions that are close to and for the people. For example, in Tan Khanh Trung commune ( Dong Thap province), the local Party committee has included the goal of building a "happy locality" in its annual resolutions and plans, concretizing indicators of satisfaction, living standards, and the environment into legal targets. The overarching principle is that all Party guidelines and policies, and State laws and regulations, must stem from the legitimate aspirations, rights, and interests of the people; the development of a prosperous and thriving nation must be linked to improving the material and spiritual lives of the people.

People's trust - the foundation of stability

According to Ms. Nguyen Thi Thuy Lam, Secretary of the Party Committee and Chairwoman of the People's Council of Tan Khanh Trung commune, the locality, established through the merger of three administrative units, faced numerous difficulties due to its large area, dense population, and modest socio -economic starting point. However, the commune's Party Committee deeply embraced the principle of "the people as the center," considering the merger not merely a mechanical addition but a harmonious blend of will and belief. Political and ideological work was implemented comprehensively to stabilize the organization and ideology of over 1,200 Party members in 36 Party branches and committees, eliminating parochialism, building national unity and social consensus – the first foundation of trust and happiness.

Building on a foundation of ideological stability, the locality has focused on economic development linked to social welfare. The shift in agricultural structure towards higher efficiency, the formation of specialized areas for ornamental plants and fruit trees, and the issuance of planting area codes; the implementation of a program to eliminate temporary housing with 193 new houses built; the development of businesses creating local jobs; sending workers abroad; and the development of community tourism… have contributed to raising incomes and reducing the poverty rate in Tan Khanh Trung to 0.81% by the end of 2025. “These figures are not just statistics, but represent the peace of mind, confidence, and smiles of the people,” said the Secretary of Tan Khanh Trung.

Notably, building a people-oriented and people-serving government is considered a core element of political and ideological work at the grassroots level. Models such as "Government Service 24/7," "Citizens Don't Write," and "No Writing, No Appointments on Tuesdays," along with the campaign to popularize digital signatures, have helped bridge the gap between the government and the people, raising the rate of online application processing to nearly 97%, with satisfaction levels exceeding 95%. As a result, many pressing issues have been resolved at the grassroots level, contributing to strengthening trust and social consensus.

Paving the way with social trust.

The experience from Tan Khanh Trung has shown that political and ideological work is only truly effective when it is linked to listening, dialogue, and promptly resolving the specific problems of the people. This is also a common requirement in the context of widespread digital transformation. Digital transformation in propaganda and mass mobilization work is not simply about applying technology, but about innovating methods of ideological leadership, methods of connecting the Party with the people, expanding the space for propaganda, enhancing timeliness, interaction, and persuasive effectiveness, while creating conditions for more accurate collection and analysis of public opinion data.

Emphasizing the role of political and ideological work as a "bridge" between the Party and the people, General Secretary To Lam also stated that this is the pioneering force in unifying understanding, creating consensus, and spreading social trust. The skillful combination of "construction" and "combat," between propaganda and mobilization with the struggle to refute erroneous viewpoints, along with proactively "greening" the online space with official information, has contributed to maintaining the Party's ideological foundation and the people's trust.

The 14th National Congress of the Party was a resounding success, ushering in a new phase of implementing action programs with higher demands on political and ideological work. This is a time to continue strongly fostering the aspiration for a powerful and prosperous nation, maximizing internal strengths, and creating the highest level of political determination and unity of action throughout the Party, the people, and the armed forces. Firmly safeguarding the Party's ideological foundation, coupled with building a solid "people's support base," is identified as a regular, long-term, and vitally important task.

Practical experience shows that, despite the large workload and many new and challenging tasks, the Propaganda and Mass Mobilization sector has consistently stayed close to the people, listened to their concerns, and fostered social consensus. Building on this foundation, 2026 opens with the requirement to continue spreading confidence and creating a proactive approach for the road ahead. Political and ideological work, with its leading and constructive role, continues to be the decisive factor in transforming the Party's strategic policies and decisions into conscious action and widespread movements among the people, thereby realizing the aspiration to build a rapidly developing, sustainable, strong, and happy Vietnam in the new era.
