Helping the poor in Nam Ke "settle down"

DBP - Determining that "settling down" is the foundation for people to "find a job", recently, Nam Ke commune has synchronously implemented many programs and projects to support the construction and repair of houses for poor, near-poor households and policy families. With the attention and close direction of authorities at all levels and the spirit of solidarity and cooperation of the people, by the end of August, the house building programs in the commune were completed, helping people stabilize their lives and feel secure in economic development.

The process of building houses for people in Nam Ke commune encountered difficulties in transporting construction materials.

In 2025, Nam Ke commune has 1 household belonging to the category of people with revolutionary contributions and martyrs' relatives receiving support for house repairs. Within the framework of the Housing Support Project of the National Target Program for Sustainable Poverty Reduction for poor and near-poor households, the whole commune has a total of 47 households receiving support (32 households for new construction, 15 households for repair), 96 households approved for support (72 households for new construction and 24 households for repair) under the project to support the elimination of temporary and dilapidated houses for poor and near-poor households in the commune.

In the process of implementing the programs, the commune government encountered many difficulties. The level of support between the programs was not equal, causing some households to compare and hesitate in implementing the construction. For example, the National Target Program for Sustainable Poverty Reduction for poor and near-poor households supported 50 million VND/household, while the project to support the elimination of temporary and dilapidated houses for poor and near-poor households supported 60 million VND. This difference led to a mentality of comparison, slowing down the implementation progress.

On the other hand, some households have been approved for housing support but work far away and are not present in the locality, so the construction work is interrupted, the government has to increase propaganda and mobilize people to return to carry out the work. Another difficulty is the transportation of materials due to the mountainous terrain and rainy weather. Cars cannot reach the site, many times officials and people have to transport by motorbike, even carrying each bag of cement and each bag of sand to the house construction site.

To overcome difficulties in the process of implementing housing support programs for poor and near-poor households, the People's Committee of Nam Ke commune has proactively implemented many synchronous and drastic solutions. The commune established a Steering Committee and a Working Group to assist, and at the same time issued Decision No. 24-QD/DU dated July 16, 2025 clearly assigning responsibilities to each member in directing and supervising the progress of housing support implementation.

People's meetings are held publicly and transparently, ensuring the selection of beneficiaries who meet the criteria of poor households and near-poor households with temporary and degraded houses. The commune government guides people to complete documents and procedures, and mobilizes organizations and communities to support working days and materials during the construction process. Working groups regularly go to the grassroots level, directly grasp the situation, promptly remove difficulties, and urge construction progress. After the project is completed, the commune conducts inspection, acceptance, and payment of support to the right beneficiaries, at the right level, publicly and transparently, and at the same time synthesizes, reports, and settles expenses according to regulations. Thanks to synchronous and methodical implementation, Nam Ke commune has significantly shortened construction time, helping people soon have stable housing and feel secure in working and producing.

By August 31, 2025, all households in Nam Ke commune had completed the renovation and repair of their houses as planned. Of which, the housing support program for people with meritorious services to the revolution and relatives of martyrs had 1 household repaired, reaching 100%; the national target program for sustainable poverty reduction supported 47 households, reaching 100%; the program to eliminate temporary and dilapidated houses supported 96 households, reaching 100%.

The construction and repair of houses were completed, and by September 15, the People's Committee of Nam Ke commune had accepted and paid support to households, ensuring the right progress and the right beneficiaries. Having new, solid and sturdy houses has contributed to significantly improving living conditions, helping poor and near-poor households in Nam Ke gradually stabilize their lives, feel secure in their work and production, and escape poverty. This result demonstrates the attention of the Party, the State and local authorities, consolidating trust and strengthening the great solidarity of the people. In the new house, joy was clearly visible on the face of Mr. Thao A Tinh, one of the households in Nam Ke who received financial support to build a house. Mr. Tinh emotionally shared: "Before, the house was dilapidated, and the rain and wind were very difficult. Now that we have a new, spacious house, my wife and I can feel secure in our work and take care of our children's education."

The program to support the elimination of temporary and dilapidated houses for poor and near-poor households has profound political, social and humanitarian significance, and has received strong support from ministries, branches, organizations, businesses and philanthropists. Identifying this as an important political task, the commune has mobilized the entire political system to participate, promoting a sense of responsibility and determination to complete the program on schedule. Thanks to flexible and synchronous approaches, along with close coordination between the government, organizations and people, the programs have been completed on schedule. By the end of August 2025, all households eligible for support had their houses renovated and repaired, reaching 100% of the target.

Mr. Nguyen Tien Thanh, Chairman of Nam Ke Commune People's Committee said: "Immediately after receiving instructions from superiors, Nam Ke Commune has implemented many programs at the same time, both eliminating temporary houses and implementing sustainable poverty reduction programs and supporting people with meritorious services; thereby creating synchronization, avoiding overlap, saving time and resources. The implementation of the policy of eliminating temporary houses and dilapidated houses for poor and near-poor households in the commune has brought about practical results, creating a clear change in the local socio -economic life".

With support for house building, many poor and near-poor households have solid and safe houses, no worries when the rainy and flood season comes, peace of mind in working and production, gradually escaping poverty sustainably. All households expressed their excitement and trust in the leadership of the Party and the humane policies of the State; contributing to tightening the great national unity bloc, consolidating people's trust in the government, strongly spreading the spirit of "mutual love and support" in the community.

Despite many difficulties, with the determination of the Party Committee, the government and the solidarity of the people, Nam Ke commune is gradually realizing the goal of "leaving no one behind", helping everyone have a stable home and confidently rise up in life.
