Leveraging the role of a "bridge"

In Ung Hoa commune, five key projects are currently underway, involving a large volume of land clearance and posing a potential risk of delays.

According to the Investment and Construction Project Management Board of Ung Hoa commune, the locality is currently carrying out land clearance for 10 projects, including 5 key projects, with a total area of ​​164.6 hectares to be acquired; 131 hectares have been completed.

In 2026, the commune still needs to clear 33.6 hectares of land and is expected to resettle 248 households whose residential land will be confiscated. The large volume of work, directly affecting the rights of hundreds of households, means that land clearance always has many potential complexities.

The main difficulties still focus on determining land ownership, discrepancies in maps over different periods, issues with compensation rates, as well as the comparative mindset and concerns of some people.

In the Provincial Road 428 upgrade project, although more than 97% of the area has been completed, the remaining portion still involves many households with long-standing obstacles. The Southern Economic Axis road project still has outstanding land issues involving 20 households; meanwhile, the Hoa Lam - Trung Tu inter-communal road upgrade project is facing difficulties due to a lack of agreement on compensation and support plans...

Faced with this situation, the Fatherland Front Committee of the commune proactively coordinated closely with the government and the investor, directly participating in each stage of the mobilization effort. Fatherland Front officials went "door to door," meeting with each household to explain the policies, analyze the long-term benefits of the project, and at the same time listen to, summarize, and promptly reflect the legitimate requests of the households.

According to Dang Thi Tuoi, Chairwoman of the Vietnam Fatherland Front Committee of Ung Hoa commune, in implementing Resolution No. 07-NQ/DU of the commune Party Committee, land clearance has been identified as a key task for the entire political system.

In this context, the Fatherland Front and its member organizations play a crucial "bridge" role between the government and the people. "We are determined to stay close to the grassroots, thoroughly understanding each specific case. Dialogue is organized right in the villages, hamlets, and even in people's homes so that people can express their opinions directly. When information is transparent and the approach is fair and reasonable, consensus will be formed," Ms. Tươi emphasized.

A noteworthy point is the flexible approach to persuasion, tailored to each target group. For households still hesitant, in addition to Front Committee officials, other organizations, influential community members, and even family members and relatives participated in the persuasion efforts. This persistent and flexible approach yielded significant results. Many households that initially disagreed have now supported the policy. Some even voluntarily handed over their land ahead of schedule, contributing to a positive ripple effect in the community.

Mr. Le Trong Hiep (Xuan Dai village) shared: “Initially, my family was worried about our rights. But when the Front Committee officials came to our house to explain clearly, we understood and agreed. The approach is close to the people and sincere, making people feel more secure.” Another household whose land was confiscated also said: “What changed our minds was not just the policy, but the way the officials listened and resolved our requests. When our rights are guaranteed transparently, people are ready to support it.”

In particular, at the Southern arterial road project, all 20 affected households handed over their land on schedule after a persuasion process. These results clearly demonstrate the effectiveness of public relations work and show that when "the Party's will aligns with the people's will," even difficult issues can be resolved harmoniously.

Building consensus and unlocking resources for development.

From the experience in Ung Hoa commune, it can be seen that land clearance is not simply a matter of technical skills or administrative procedures, but at its core, it is a matter of public support.

When the people understand, trust, and agree, project progress will be ensured without the emergence of hotspots. Conversely, if there is a lack of openness, transparency, or timely dialogue, even small obstacles can accumulate into major problems. Therefore, promoting the role of the Fatherland Front and political and social organizations is not only an immediate requirement but also a long-term strategic solution.

Besides mobilization efforts, Ung Hoa commune also focuses on enhancing transparency throughout the entire process. Information on planning, compensation policies, and resettlement plans is promptly publicized; people's suggestions are received and processed with clear responsibilities and deadlines. This contributes to strengthening trust and minimizing the occurrence of complaints.

Assessing the role of the Fatherland Front, Chairman of Ung Hoa Commune People's Committee Nguyen Duc Binh affirmed: "Fatherland Front officials are the core force in creating consensus among the people. If the government is the implementing agency, then the Fatherland Front is the bridge that brings policies to the people in the most persuasive way."

According to Mr. Nguyen Duc Binh, many "bottlenecks" in land clearance actually lie not in mechanisms or policies, but in a lack of consensus in understanding. When the Fatherland Front intervenes with skillful public relations methods, many complex cases have been resolved on a voluntary basis, without the need for coercive measures.

In the coming period, Ung Hoa commune will continue to accelerate land clearance for key projects, while further promoting the role of the Fatherland Front and other mass organizations.

The locality also identified the need to promote the application of digital transformation in land management, publicize planning information, and help people easily access information to minimize problems.

In addition, emphasis will be placed on improving the capacity of cadres working in mass mobilization, especially Front cadres at the grassroots level. This is considered the "key" to continuing to create social consensus in the process of implementing development tasks.

From the results achieved, it is clear that when the Fatherland Front works alongside the government, the "bottlenecks" in land clearance are gradually removed. This not only creates conditions for projects to be implemented on schedule, but also forms the foundation for unlocking land resources, creating momentum for the socio-economic development of the locality.
