That is the goal of the Workshop "Sharing experiences in promoting the activities of collective economic organizations and private economic organizations in agriculture and rural areas in the context of Hue city under the Central Government", co-organized by the City Farmers' Association, taking place on November 25.
Affirming the role
Collective economy, cooperatives and the private economic sector in agriculture have made many positive contributions, increasingly demonstrating an important role in socio-economic development, contributing to the shift in labor structure, increasing farmers' income and building new rural areas. The whole city currently has about 319 cooperatives, of which 222 are agricultural, forestry and fishery cooperatives - accounting for nearly 70% of the total number of cooperatives; 4,450 private enterprises, of which the agricultural, forestry and fishery sector, private enterprises create jobs for 50,169 workers; more than 100 production and consumption chains of agricultural products with the participation of 40 enterprises and households. The formed production chains have made an important contribution to organizing production associated with the consumer market, ensuring stable production and consumption of products for farmers and participating entities.
Dr. Dang Thanh Phu, Vice President of the Hue City Union of Science and Technology Associations, said that the collective economy and cooperatives continue to innovate and develop in both quantity and quality. Cooperatives proactively innovate in production and business activities, strengthen joint ventures, apply new technologies, information technology, and digital transformation to develop in line with social trends. Collective economy becomes a positive factor in building new rural areas, making an important contribution to the socio-economic development of the locality.
According to Mr. Nguyen Doan Quan, Vice Chairman and General Secretary of the City Business Association, the collective economy and the private economy are gradually asserting their position in agricultural and rural development. However, to form a sustainable agricultural value chain, increase added value and expand the consumption market, the leading role of enterprises is needed. Enterprises are not only the "midwives" in technology, finance and management, but also the "linking nucleus" - helping to connect production with the market, bringing Hue agricultural products further and more sustainably.

In the process of affirming the role of collective economy, cooperatives and private economic sector in agriculture, trade promotion activities are not only a tool to support product consumption but also a "bridge" to help build and affirm the brand of Hue agricultural products. Maintaining the presence of products at fairs inside and outside the city, e-commerce platforms, along with synchronous communication has contributed to forming the common brand "Hue agricultural products" associated with the factors of green, clean and safe.

However, in reality, many cooperatives, cooperative groups and small enterprises in the agricultural sector are still limited in their capacity to promote trade, apply e-commerce to build brands and expand markets, leading to difficulties in consuming products. According to the representative of the Department of Industry and Trade, most cooperatives and small enterprises do not have a specialized marketing department, have not mastered communication and promotion skills, leading to limited market access. The application of e-commerce and traceability is still at the initial stage, many units have not been able to maintain effective online stores.
Some delegates proposed key directions such as strengthening coordination between the Department of Industry and Trade - Farmers' Association - Cooperative Union in trade promotion, training on market access skills and building brands for farmers and cooperatives. Regularly organizing events to promote Hue's agricultural products, associated with tourism, festivals and the OCOP program, creating opportunities for typical agricultural products to reach consumers nationwide. In particular, policies to promote digital transformation in agricultural trade, support the construction of "Online Hue agricultural products booths", connect with major e-commerce platforms; mobilize resources from national trade promotion programs, OCOP, agricultural digital transformation to directly support cooperatives and small agricultural enterprises...
Regarding this issue, Associate Professor, Dr. Phan Van Hoa, Faculty of Development Economics - Hue University of Economics, analyzed: Hue City is entering a new development phase with the goal of becoming a heritage, cultural, ecological, landscape, environmentally friendly and smart urban area. In that process, urban and suburban agriculture plays an important role, both ensuring livelihoods for people and creating a unique agricultural - ecological identity of Hue. However, urban agriculture still has limitations: small scale, low productivity, lack of value chain linkage, limited application of digital technology, green and organic production is not popular. In that context, combining digital transformation with green economic development is considered a double breakthrough, both helping to improve production efficiency and reduce emissions, towards green - smart - sustainable agriculture.
According to Dr. Phan Van Hoa, with the synchronous implementation of policy solutions, from training, technology, finance, infrastructure to market, Hue City can successfully build model green, digital, circular agricultural cooperatives and enterprises.
In particular, digital transformation and governance innovation are two key pillars, helping cooperatives increase productivity, control quality, clarify origins and access wider markets.
