According to the People's Committee of Dong Anh commune, the locality has identified resolving "bottlenecks" in urban order and traffic congestion as a key task in the process of building a civilized urban area. Based on this, the commune has implemented a comprehensive range of solutions, from propaganda and mobilization to inspection and handling of violations; simultaneously applying technology in monitoring the area through a camera system and the iHanoi application to promptly receive and process feedback from residents.
Since the beginning of 2026, authorities have conducted numerous operations on key routes such as Cao Lo Street, National Highway 3, Co Loa Street, Sa Market area, To Market area, school gates, and other places where violations frequently occur. Through these inspections, hundreds of illegally placed billboards and advertising signs have been removed; many cases of street vendors encroaching on sidewalks and roads for business purposes have also been cleared.
According to Ms. Nguyen Thi Nen, Secretary of the Party Cell of Residential Area No. 4, Dong Anh Commune, after the campaign to restore urban order and civility, the appearance of the residential area has undergone many positive changes. The streets have become more spacious and cleaner, the encroachment on roads and sidewalks has decreased significantly, and the awareness of complying with regulations among residents has also gradually improved.
According to Ms. Nền, to maintain long-term results, in addition to the regular involvement of the government and functional forces, each citizen needs to consider maintaining urban order and hygiene as a responsibility and a habit in their daily lives.

Implementing the city's plan to address "bottlenecks," the Dong Anh Commune Police maintain daily patrols in key areas. Lieutenant Colonel Hoang Ngoc Khoat, Deputy Head of the Dong Anh Commune Police, said that the police force, in coordination with various organizations and local security forces, regularly educates and guides people on arranging vehicles and goods according to regulations.
“Currently, the situation of sidewalk encroachment in the area has basically stabilized. In the coming time, we will continue to maintain daily inspections, and at the same time strengthen propaganda to raise people's self-awareness in complying with regulations on urban order,” Lieutenant Colonel Khoat said.

According to a report from the Dong Anh Commune Police, the locality has recently handled over 100 cases of urban order violations, collecting over 87 million VND for the state budget; at the same time, it has received and resolved 16 complaints from citizens related to public order through the iHanoi application.
In early May alone, authorities cleared 26 cases of street vendors, small-scale vendors, and pushcarts obstructing traffic; dismantled 12 advertising billboards and banners, along with 5 illegal awnings. Simultaneously, authorities issued administrative fines to 29 cases totaling 11 million VND, a decrease of 14 cases compared to the previous month; and coordinated the handling of an additional 9 cases of illegally parked cars on the road.

According to the Dong Anh Commune Police, in the coming time, the locality will continue to maintain inspection forces, promote "on-the-spot fines" through the camera system, and strengthen propaganda to gradually form a sense of self-awareness, aiming towards building a sustainable civilized urban lifestyle.
