On the afternoon of November 14, the Steering Committee 57 of the Hanoi Party Committee held a conference to evaluate the progress of implementing Resolution 57-NQ/TW, dated December 22, 2024 of the Politburo "on breakthroughs in science and technology development, innovation and national digital transformation" and deploy key tasks in the coming time.
Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Head of Steering Committee 57 of the Hanoi Party Committee chaired the conference. Attending the conference were Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security ; Deputy Minister of Finance Nguyen Duc Chi; representatives of leaders of central agencies, leaders of Hanoi city and experts and scientists in the field of science, technology and innovation.
The conference was held in person at the Hanoi Party Committee and online at the connecting points of departments, branches, communes, wards, Party Committees under the City Party Committee, and the Vietnam Fatherland Front of the city, with the participation of 3,152 delegates at 212 connecting points.
According to the report of the Steering Committee 57 of the Hanoi Party Committee presented by Vice Chairman of the City People's Committee Truong Viet Dung at the conference, from the beginning of 2025 to now, the Steering Committee has directed and assigned 197 specific tasks to agencies, units and localities on science and technology development, innovation and national digital transformation.
Regarding the implementation of the tasks assigned by the Central Government, there are a total of 187 tasks, so far Hanoi has completed 98, of which 83 tasks were completed on time, 15 tasks were completed late; 89 tasks are still being implemented.

After nearly a year of implementing Resolution No. 57-NQ/TW of the Politburo, the development of science, technology, innovation and digital transformation in Hanoi has made remarkable progress. Under the direct leadership of the City Party Committee, the City Party Committee's Steering Committee 57 and the synchronous participation of the entire political system, many important results have been achieved, contributing to gradually forming the foundation for the Capital to become the leading center of innovation, science and technology in the country.
Leadership and direction work has been implemented synchronously, consistently and methodically; institutional, mechanism and policy work has made strong progress; digital infrastructure, data and organizational implementation capacity have been significantly improved. Some pilot models of digital government, smart cities and innovation in communes and wards have initially demonstrated feasibility and effectiveness...
From July 1 to November 12, 2025, a total of 1,243,294 records were received and processed, the synchronization rate to the National Public Service Portal reached 100%. The rate of digitization of records and results of administrative procedure settlement of the city reached 85.89%; the rate of records with electronic results reached 87.72%; the rate of online payment reached 99.73%...
Reporting at the conference, Vice Chairman of the Hanoi People's Committee Truong Viet Dung clarified seven key "bottlenecks" that are hindering the progress of task implementation and affirmed that the city will move to a "new state of action."

According to the Vice Chairman of the City People's Committee, in general, it can be affirmed that the implementation of Resolution No. 57-NQ/TW in Hanoi has achieved positive results, demonstrating high political determination, methodical and creative approaches, focusing on laying institutional foundations - building digital infrastructure - developing human resources - forming an urban innovation ecosystem. This is a strategic step, creating a solid foundation for Hanoi to make a breakthrough in the next phase, towards the goal of becoming a leading center of innovation, science and technology in the region.
Concluding the conference, Secretary of the City Party Committee Nguyen Duy Ngoc said that the implementation of Resolution No. 57-NQ/TW is a "very important" content, the "main driving force" to successfully carry out strategic breakthroughs, establishing a new growth model of the Capital in the spirit of the Resolution of the 18th City Party Congress.
Regarding the upcoming tasks, Secretary of the City Party Committee Nguyen Duy Ngoc requested to focus on directing the immediate implementation of key tasks, concentrate all resources, and thoroughly complete 12 overdue tasks according to the Central's direction and 18 overdue tasks of the city.
The Secretary of the Hanoi Party Committee requested the Party Committee's Inspection Committee to inspect and supervise the implementation of Resolution No. 57-NQ/TW, supervise the implementation of the Party Committee's directive conclusions, report on irresponsible groups and individuals, and violations of digital discipline and information reporting regime.
To resolve core data bottlenecks, the City Party Secretary assigned the Department of Science and Technology to preside over, work with, and request units that have not yet opened data to open data and connect immediately, to be completed by November 2025. Announce the City's shared data catalog before December 31, 2025. Specialized databases must operate, ensuring the criteria of "correct-sufficient-clean-living-unified-shared."
Regarding commune-level infrastructure, the City Party Secretary assigned the Department of Finance and the Department of Science and Technology to urgently report to the City People's Committee on a plan to synchronously invest in information technology infrastructure for 126 communes and wards; to completely resolve the "not meeting" situation in early 2026.
Regarding administrative procedure reform, the Secretary of the Hanoi Party Committee requested departments and branches to focus on restructuring all 50 key administrative procedures; providing full online public services for 100% of procedures in the business sector before December 20, 2025.
Before December 5, 2025, the Public Administration Service Center must be completed according to a centralized, unified, modern model, synchronously connecting 100% of communes and wards.
The Secretary of the Hanoi Party Committee said that Resolution No. 57-NQ/TW is an opportunity, a driving force, but also an extremely large challenge. The workload is huge, but through today's conference, it is clear that the biggest difficulty lies in thinking, habits and lack of determination.
“I require a real movement, from thinking to action; it must be very drastic, very specific, associated with the responsibility of the leader. I call on the entire political system of the city to act with the spirit of "6 clear" so that Hanoi can truly break through, become the center of innovation, science and technology and digital transformation of the whole country. With the spirit of "Hanoi says what it does - do it quickly, do it correctly, do it effectively, do it to the end," I believe that with the tradition of solidarity and creativity, the capital city of Hanoi will overcome all challenges and successfully implement Resolution No. 57-NQ/TW," the Secretary of the Hanoi Party Committee emphasized./.
