Removing "bottlenecks" to build the capital into the leading innovation center of the country

Resolution No. 57-NQ/TW demonstrates high political determination and a methodical approach, focusing on laying institutional foundations - building digital infrastructure - developing human resources - forming an urban innovation ecosystem.

On the afternoon of November 14th, the Steering Committee 57 of the Hanoi City Party Committee held a conference to assess the progress of implementing Resolution 57-NQ/TW, dated December 22, 2024, of the Politburo "on breakthroughs in the development of science, technology, innovation, and national digital transformation" and to deploy key tasks for the coming period.

Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Head of the Hanoi Party Committee's Steering Committee 57, chaired the conference. Attending the conference were Lieutenant General Le Quoc Hung, Deputy Minister of Public Security ; Deputy Minister of Finance Nguyen Duc Chi; representatives from central agencies, Hanoi city leaders, and experts and scientists in the fields of science, technology, and innovation.

The conference was held in person at the Hanoi City Party Committee and online, connecting to departments, agencies, communes, wards, Party committees directly under the City Party Committee, and the Vietnam Fatherland Front of Hanoi, with the participation of 3,152 delegates at 212 locations.

According to the report of the Hanoi City Party Committee's Steering Committee 57, presented by Vice Chairman of the Hanoi People's Committee Truong Viet Dung at the conference, from the beginning of 2025 to the present, the Steering Committee has directed and assigned 197 specific tasks to agencies, units, and localities regarding the development of science and technology, innovation, and national digital transformation.

Regarding the implementation of tasks assigned by the Central Government, out of a total of 187 tasks, Hanoi has completed 98 to date, including 83 completed on time and 15 completed overdue; 89 tasks are still being implemented.

After nearly a year of implementing Resolution No. 57-NQ/TW of the Politburo, the development of science, technology, innovation, and digital transformation in Hanoi has made significant progress. Under the direct leadership of the City Party Committee, the City Party Committee's Steering Committee 57, and the coordinated efforts of the entire political system, many important results have been achieved, contributing to gradually forming the foundation for the Capital to become a leading center for innovation, science, and technology in the country.

Leadership and guidance have been implemented synchronously, consistently, and systematically; institutional, mechanism, and policy work has made strong progress; digital infrastructure, data, and organizational implementation capacity have been significantly improved. Several pilot models of digital government, smart cities, and innovation in communes and wards have initially demonstrated feasibility and effectiveness…

From July 1st to November 12th, 2025, a total of 1,243,294 applications were received and processed, with a 100% synchronization rate on the National Public Service Portal. The city's rate of digitizing applications and administrative procedure resolution results reached 85.89%; the rate of applications with electronic results reached 87.72%; and the rate of online payments reached 99.73%...

Reporting at the conference, Vice Chairman of the Hanoi People's Committee Truong Viet Dung clarified seven key "bottlenecks" hindering the progress of task implementation and affirmed that the city will move to a "new state of action."

According to the Vice Chairman of the People's Committee of Hanoi City, overall, it can be affirmed that the implementation of Resolution No. 57-NQ/TW in Hanoi has achieved positive results, demonstrating high political determination, a systematic and creative approach, with a focus on laying the institutional foundation, building digital infrastructure, developing human resources, and forming an urban innovation ecosystem. This is a strategic step, creating a solid foundation for Hanoi to make breakthroughs in the next phase, aiming to become a leading innovation, science, and technology center in the region.

In his concluding remarks at the conference, City Party Secretary Nguyen Duy Ngoc stated that the implementation of Resolution No. 57-NQ/TW is a "very important" content and a "main driving force" for successfully achieving strategic breakthroughs and establishing a new growth model for the Capital City in accordance with the spirit of the Resolution of the 18th City Party Congress.

Regarding future tasks, City Party Secretary Nguyen Duy Ngoc requested a focus on immediately implementing key tasks, concentrating all resources to definitively complete the 12 overdue tasks as directed by the Central Government and the 18 overdue tasks of the city.

The Secretary of the Hanoi City Party Committee requested the City Party Committee's Inspection Commission to inspect and supervise the implementation of Resolution No. 57-NQ/TW, monitor the implementation of the City Party Committee's directives, and report on collectives and individuals who lack responsibility, violate discipline, and fail to meet reporting requirements.

To address core data bottlenecks, the City Party Secretary assigned the Department of Science and Technology to take the lead, working with and requiring units that have not yet opened their data to do so immediately, completing the task by November 2025. The City's shared data catalog should be published before December 31, 2025. Specialized databases must be operational, ensuring the criteria of "accuracy, completeness, cleanliness, viability, consistency, and shared use."

Regarding infrastructure at the commune level, the City Party Secretary instructed the Department of Finance and the Department of Science and Technology to urgently report to the City People's Committee on a plan for investing in the synchronous development of information technology infrastructure for 126 communes and wards; and to definitively resolve the "inadequate" situation by early 2026.

Regarding administrative procedure reform, the Secretary of the Hanoi City Party Committee requested that departments and agencies focus on restructuring all 50 key administrative procedures; and provide full online public services for 100% of procedures in the business sector before December 20, 2025.

Before December 5, 2025, the Public Administrative Service Center must be fully restructured according to a centralized, unified, modern model, with synchronous connectivity across 100% of communes and wards.

The Secretary of the Hanoi Party Committee stated that Resolution No. 57-NQ/TW is an opportunity and a driving force, but also an enormous challenge. The workload is immense, but today's conference has clearly shown that the biggest difficulty lies in mindset, habits, and a lack of determination.

“I demand a real shift, from thinking to action; it must be very decisive, very specific, and linked to the responsibility of the leaders. I call on the entire political system of the city to act with the spirit of '6 clear points' so that Hanoi can truly break through and become the center of innovation, science and technology, and digital transformation of the whole country. With the spirit of 'Hanoi says it and does it - does it quickly, does it correctly, does it effectively, and does it to the end,' I believe that, with its tradition of unity and creativity, the capital city of Hanoi will overcome all challenges and successfully implement Resolution No. 57-NQ/TW,” the Secretary of the Hanoi Party Committee emphasized.
