
To complete the target of social housing development in 2025 and from now until 2030, it requires all levels and sectors of the province to be more determined in removing obstacles and difficulties to speed up the progress of projects that have investors and attract new investors.
Difficult to complete the target
Social housing project No. 2 ( Lang Son Green Park) on Vo Thi Sau Street, Dong Kinh Ward, invested by NNP Investment Joint Stock Company, is built on a land area of nearly 18,500 m2, with a construction area of nearly 9,300 m2. The project includes 4 18-storey social housing apartment buildings (GP1, GP2, GP3, GP4), low-rise housing areas and accompanying social support works with a total investment of more than 700 billion VND.
Deployed since 2021, the project has completed 636 social housing apartments in buildings GP1, GP2, GP3 and 41 low-rise houses. Of which, building GP3 is the third unit of the cluster of 4 apartment buildings in the project to be completed and put into use this year.
As the only social housing project being implemented in the province, with the completion of GP3 building, this project contributes 212 apartments to the goal of developing social housing in the province in 2025. However, this number is only nearly 1/3 of the target of completing 796 social housing units this year that Lang Son was assigned by the Prime Minister .
Notably, the GP4 building of this project has not been invested in construction due to land clearance problems, currently there are more than 5,300 m2 that have not been handed over to the investor (of which, more than 2,300 m2 have not been cleared due to the Trinh family tomb area). Mr. Phan Sy Binh, General Director of NNP Investment Joint Stock Company said: Due to land clearance problems, the enterprise has not been able to start construction of unit 4, causing the project to be behind schedule. We hope that the provincial authorities and branches will resolutely direct the implementation of land clearance work to soon hand over clean land to the investor to continue implementing the project; thereby contributing to the implementation of the province's social housing development targets.
Currently, in Lang Son province, 13 planning projects for commercial housing and residential areas have allocated 20% of land for social housing development. Land for social housing development has been allocated in approved planning projects, basically meeting the province's social housing development targets assigned in Decision No. 444. Through review, up to now, out of 13 detailed planning projects, 3 projects have been approved for investment policy decisions and investor selection. Investors are implementing procedures for investment, construction, site clearance to implement the project... In addition to developing local social housing, recently, the Department of Construction has advised the Provincial People's Committee to introduce land funds to invest in social housing for armed forces in the province. Accordingly, the Provincial People's Committee has agreed to allocate land funds expected to be reserved for the Ministry of National Defense to implement the project of investing in the construction of social housing for the armed forces (expected to be about 280 units) and for the Ministry of Public Security (expected to be about 500 units). |
According to Decision No. 444 dated February 27, 2025 of the Prime Minister on assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to the socio-economic development targets, Lang Son was assigned to complete 3,000 social housing units by 2030. In the 2021-2024 period, the province has completed 424 units. The assigned target for the 2025-2030 period is 2,576 units (of which, 796 units will be completed in 2025 alone).
To complete the social housing development target, the Provincial People's Committee has assigned the Department of Construction to review and propose land plots for investment in social housing construction according to Resolution No. 201/2025/QH15 of the National Assembly. Based on the proposal of the Department of Construction, the Provincial People's Committee has agreed in principle to implement 2 social housing projects at the following locations: resettlement and residential areas of the Goods Transit Area Project - Dong Dang - Lang Son Border Gate Economic Zone and the land plot in Block 8, Dong Kinh Ward managed by Thanh Phat Construction Joint Stock Company. Up to this point, 1 investor has submitted a proposal for approval of the investment policy and at the same time approved the investor (social housing project in the land plot in Block 8, Dong Kinh Ward with a scale of more than 600 units) and the Provincial People's Committee is currently considering it; if the investment procedures are completed, the project is expected to start construction in December 2025.
However, with only 212 social housing units completed in 2025 (from the ongoing project), Lang Son is still short of 584 units compared to the assigned target. And according to the latest report of the Department of Construction, the possibility for the province to complete 796 social housing units this year according to Decision No. 444 is not feasible.
Removing obstacles, attracting investment
Not only in 2025, but the implementation of the social housing development target from now to 2030 in Lang Son is facing many difficulties and challenges: Lang Son is a mountainous province, there are not many projects on industrial parks and clusters; the demand for social housing is not high; the local budget is limited, it is difficult to strongly support social housing projects; the investment rate is high but the capital recovery time is slow, the profit is not attractive; the province's incentive policies are not attractive enough to attract businesses to invest in social housing...

Faced with that reality, the provincial authorities have been actively removing obstacles and difficulties, calling for investment in social housing development. In particular, for the ongoing project (Social Housing Project No. 2), the Provincial People's Committee has resolutely directed the Provincial Land Fund Development Center and Dong Kinh Ward People's Committee to focus on site clearance for the remaining area to hand over the clean site to the investor.
Ms. Nguyen Thi Huong Sen, Head of the Economic - Infrastructure and Urban Department of Dong Kinh Ward, said: The area that needs to be cleared to build unit 4 of social housing project No. 2 is located in the area with the Trinh family cemetery with nearly 40 graves. Through propaganda and mobilization, all households expressed their agreement with the policy of land acquisition to implement the project, and at the same time requested the State to arrange cemetery land fund to relocate graves. Implementing the direction of the Provincial People's Committee, the People's Committee of Dong Kinh Ward reviewed and reported to the province to agree on the policy for the ward to build a concentrated cemetery with a scale of 5 hectares in Yen Thuong block to relocate graves, serving the site clearance for 8 projects implemented in the ward, including social housing project No. 2.

Along with removing obstacles in terms of land for ongoing social housing projects, the Provincial People's Committee also directed departments and branches to promote investment attraction with specific solutions; strengthen guidance and remove difficulties and obstacles for investors; promptly resolve administrative procedures in the fields of investment, construction, and land; propose mechanisms and preferential policies to encourage, support, and attract businesses...
Mr. Truong Trung Hieu, Deputy Director of the Department of Construction, said: To complete the target of social housing development, the department continues to research, advise on the establishment, update, and adjustment of housing development programs and plans, urban and rural planning as a basis for the establishment, appraisal, and approval of investment and construction feasibility study reports. At the same time, the department actively calls on investors to pay attention to social housing development; proactively guides investors in implementing project investment procedures; presides over and coordinates with departments, branches, and sectors to carry out the appraisal of project proposals in accordance with legal regulations, selects capable and experienced investors, etc. Thereby attracting and creating conditions for enterprises to invest in social housing development in the province.
According to the plan, at the regular meeting at the end of the year, the Provincial People's Council will consider the submission of the Provincial People's Committee and the draft Resolution of the Provincial People's Council regulating the support mechanism for the implementation of social housing construction investment projects in the province in the period of 2025-2030. Notably, this draft resolution proposes to support 50% of the cost of building technical infrastructure systems within the scope of the project, but not exceeding 10 billion VND/project. If this content is approved, along with solutions to remove difficulties and obstacles in terms of land, procedures, etc., Lang Son will have additional incentive mechanisms to attract businesses to invest in social housing projects. Thereby, completing the target of developing social housing by 2030 as well as contributing to the whole country to effectively implement the Project "Investing in the construction of at least 1 million social houses for low-income people and industrial park workers in the period of 2021-2030".
