
With the goal of promoting regional connectivity, creating convenient connections between localities in the region, especially promoting land space, meeting travel needs, attracting visitors to the World Cultural Heritage Yen Tu - Vinh Nghiem - Con Son, Kiep Bac... at the end of 2024, Quang Ninh decided to invest in renovating and upgrading provincial road 345 with a length of 10.63km, the starting point connecting with provincial road 327 at Km4+265, the end point connecting with provincial road 293 in Bac Ninh province.
The road is designed according to the 2-lane mountain level III standard, maximum speed of 60km/h, on the newly built Suoi Dia bridge and longitudinal and transverse drainage system; traffic safety system according to current standards and regulations. The project started construction in December 2024, with a total investment of more than 350 billion VND from the provincial budget and is expected to be completed by the end of 2025.
However, up to now, the total volume of work has not reached 10%. Specifically, contractors have only focused on constructing bridge and culvert items. Of which, Suoi Dia bridge has completed concrete construction of abutment M1, abutment M2; completed construction of 2x(3x2.5) box culvert at Km7+792, completed pouring concrete lining for 2x(6x5.5) box culvert at Km8+299... only the roadbed item has been excavated and filled for more than 600m in length, the progress is currently very slow compared to the plan.
Explaining the reason, according to the contractors' representatives, in the initial stage of implementation, to ensure progress, the contractors mobilized human resources and equipment according to the approved construction plan. However, due to the lack of space to organize construction simultaneously along the entire route, the project could not be implemented, forcing the contractors to carry out construction at a slow pace.
Specifically, to renovate Provincial Road 345, the project needs to reclaim 28.9 hectares of land within the boundary, related to 166 households in An Sinh commune. However, by mid-July 2025, contractors had only received nearly 20% of the land area, equivalent to nearly 6 hectares. For the remaining areas, many households have not agreed with the land acquisition plans; some households have land within the boundaries of forestry companies, especially some households have built shops, solid fences on the road or agricultural land corridor, so there is no construction permit and violation handling record, leading to many difficulties in land acquisition.
To ensure the construction of the route according to the approved design and techniques, the project must excavate a very large volume of soil, up to 700,000m3 , the construction method is to excavate on-site. However, the construction site is not yet available, on the construction site, there are excavation locations but lack of filling locations and vice versa, leading to difficulties in implementing road construction.

Since August 2025, in order to promote the project's progress, the investor has proactively reported to the Provincial People's Committee and closely coordinated with local authorities, arranging human resources to focus on removing obstacles in site clearance work. In particular, the unit has developed a supplementary plan for more than 70 households, while strengthening advocacy, propaganda, and specifically answering questions related to compensation and support policies when the State reclaims land. In particular, the propaganda process has emphasized the opportunities, potential and development space of the area when the road is completed, creating consensus among the people.
With perseverance, closeness to the grassroots and flexible integration of appropriate support policies, many difficulties in site clearance work have been gradually resolved. Up to now, the entire route has handed over about 80% of the site area to the construction contractors. However, there are still 48 households that have not agreed; advocacy and propaganda work is continuing to be focused on by relevant parties.
In the context that there are only more than two months left until the end of 2025, the remaining workload is very large, so the goal of completing the project within the year is not a small challenge. To put the project into operation soon and promote its effectiveness after investment, this time requires more drastic participation of relevant agencies and units. First of all, it is necessary to focus on completely resolving problems related to site clearance; at the same time, contractors need to proactively arrange human resources and equipment, take advantage of favorable weather of the dry season to speed up construction, make up for the previous slow progress, and contribute to the early completion of the project's goals.
